So what does all of this have to do with over-the-top (OTT) providers and why would anyone beyond the wireless carriers even care?<\/p>\n<p>The FCC\u2019s proposed requirements include any prospective providers of \u2018interconnected text services,\u2019 not just the wireless carriers.
