People living in rural parts of Minnesota are just as entitled to high quality Internet as those living in our cities and towns. Passing my bipartisan amendment will prioritize the expansion of broadband connectivity in rural areas, something that I will continue to work toward until every Minnesotan has broadband access,&#8221; said Franken.<\/p>\n<p>The amendment was offered by Senators Fischer and Franken to the Senate budget and was approved unanimously by voice vote.<\/p>\n<\/blockquote>\n<p>It\u2019s a good sign \u2013 but according to <a href=\"http:\/\/www.bloomberg.com\/news\/2013-03-23\/u-s-senate-democrats-adopt-first-budget-in-four-years.htmlThe%20votes%20are%20mostly%20symbolic%20because%20they%20come%20in%20the%20form%20of%20amendments%20to%20the%20budget,%20which%20isn't%20a%20bill%20and%20can't%20be%20signed%20into%20law.%20It's%20an%20internal%20agreement%20among%20lawmakers%20establishing%20the%20boundaries%20of%20their%20tax-and-spending%20debate%20for%20the%20coming%20fiscal%20year.%20Congress%20would%20have%20to%20pass%20separate%20legislation%20making%20any%20of%20the%20policy%20changes%20endorsed%20in%20the%20measure.\">Bloomberg<\/a>, it sounds as if it\u2019s mostly just that \u2013 a sign\u2026<\/p>\n<blockquote>\n<p>The votes are mostly symbolic because they come in the form of amendments to the budget, which isn&#8217;t a bill and can&#8217;t be signed into law. It&#8217;s an internal agreement among lawmakers establishing the boundaries of their tax-and-spending debate for the coming fiscal year.
