Actually there are two aspects of SF804 that may be of interest to readers\u2026<\/p>\n<blockquote>\n<p><b>Short Description:<\/b> State procurement and solicitation provisions modifications; North Star and online government information services private entity contract authorization; e-government advisory council establishment<\/p>\n<\/blockquote>\n<p>A quick look on the progress of the bill\u2026<\/p>\n<blockquote>\n<p>03\/08\/2013 &#8211; Meeting scheduled for 10:30 AM in Room 123 Capitol <a href=\"http:\/\/www.senate.leg.state.mn.us\/schedule\/hearing_minutes.php?ls=88&amp;hearing_id=8072&amp;type=minutes&amp;always_show_minutes=Y#header\" >Meeting Minutes<\/a><\/p>\n<p>03\/11\/2013 &#8211; Meeting scheduled for 03:00 PM in Room 123 Capitol <a href=\"http:\/\/www.senate.leg.state.mn.us\/schedule\/hearing_minutes.php?ls=88&amp;hearing_id=7944&amp;type=minutes&amp;always_show_minutes=Y#header\" >Meeting Minutes<\/a><\/p>\n<p>03\/11\/2013 &#8211; Amended, recommended to pass and re-referred to the Committee on Finance<\/p>\n<p>03\/27\/2013 &#8211; Referral from Committee on Finance<\/p>\n<\/blockquote>\n<p>Some of the information related to government contractors may be of interest \u2013 but it\u2019s really the E-Government Advisory Council that interests me partially because improving online government information services to citizens and businesses has to take into consideration infrastructure and education available to citizens and businesses to receive information\u2026<\/p>\n<blockquote>\n<p>\u00a0\u00a0\u00a0\u00a0Sec. 13. <b><span style=\"text-decoration:underline;\">[16E.071] E-GOVERNMENT ADVISORY COUNCIL.<\/span><\/b><br \/>\n9.26\u00a0\u00a0\u00a0\u00a0<span style=\"text-decoration:underline;\">Subdivision 1.<\/span> <b><span style=\"text-decoration:underline;\">E-Government Advisory Council established.<\/span><\/b> <span style=\"text-decoration:underline;\">The E-Government <\/span><br \/>\n9.27<span style=\"text-decoration:underline;\">Advisory Council is established for the purpose of improving online government <\/span><br \/>\n9.28<span style=\"text-decoration:underline;\">information services to citizens and businesses. <\/span><br \/>\n9.29\u00a0\u00a0\u00a0\u00a0<span style=\"text-decoration:underline;\">Subd. 2.<\/span> <b><span style=\"text-decoration:underline;\">Membership.<\/span><\/b> <span style=\"text-decoration:underline;\">The council shall consist of nine members as follows:<\/span><br \/>\n9.30\u00a0\u00a0\u00a0\u00a0<span style=\"text-decoration:underline;\">(1) the state chief information officer or the chief information officer&#8217;s designee;<\/span><br \/>\n9.31\u00a0\u00a0\u00a0\u00a0<span style=\"text-decoration:underline;\">(2) one member appointed by the speaker of the house;<\/span><br \/>\n9.32\u00a0\u00a0\u00a0\u00a0<span style=\"text-decoration:underline;\">(3) one member appointed by the senate Subcommittee on Committees of the Rules <\/span><br \/>\n9.33<span style=\"text-decoration:underline;\">and Administration Committee; and<\/span><br \/>\n10.1\u00a0\u00a0\u00a0\u00a0<span style=\"text-decoration:underline;\">(4) six members appointed by the governor representing state executive branch <\/span><br \/>\n10.2<span style=\"text-decoration:underline;\">agencies that are actively involved with private businesses, the private business <\/span><br \/>\n10.3<span style=\"text-decoration:underline;\">community, or the public.<\/span><br \/>\n10.4\u00a0\u00a0\u00a0\u00a0<span style=\"text-decoration:underline;\">Subd. 3.<\/span> <b><span style=\"text-decoration:underline;\">Initial appointments and first meeting.<\/span><\/b> <span style=\"text-decoration:underline;\">Appointing authorities shall <\/span><br \/>\n10.5<span style=\"text-decoration:underline;\">make the first appointments to the council by September 1, 2013. The governor shall <\/span><br \/>\n10.6<span style=\"text-decoration:underline;\">designate three initial appointees to serve until the first Monday in January 2015. The term <\/span><br \/>\n10.7<span style=\"text-decoration:underline;\">of the other three appointees of the governor shall be until the first Monday in January <\/span><br \/>\n10.8<span style=\"text-decoration:underline;\">2017. The chief information officer or the chief information officer&#8217;s designee shall <\/span><br \/>\n10.9<span style=\"text-decoration:underline;\">convene the council&#8217;s first meeting by November 1, 2013, and shall act as chair until the <\/span><br \/>\n10.10<span style=\"text-decoration:underline;\">council elects a chair at its first meeting.<\/span><br \/>\n10.11\u00a0\u00a0\u00a0\u00a0<span style=\"text-decoration:underline;\">Subd. 4.<\/span> <b><span style=\"text-decoration:underline;\">Terms; removal; vacancies; compensation.<\/span><\/b> <span style=\"text-decoration:underline;\">Membership terms, removal <\/span><br \/>\n10.12<span style=\"text-decoration:underline;\">of member, and filling of vacancies are as provided in section 15.059, except that members <\/span><br \/>\n10.13<span style=\"text-decoration:underline;\">shall not receive compensation or be reimbursed for expenses and except for terms of <\/span><br \/>\n10.14<span style=\"text-decoration:underline;\">initial appointees as provided in subdivision 3.<\/span><br \/>\n10.15\u00a0\u00a0\u00a0\u00a0<span style=\"text-decoration:underline;\">Subd. 5.<\/span> <b><span style=\"text-decoration:underline;\">Chair.<\/span><\/b> <span style=\"text-decoration:underline;\">The council shall annually elect a chair from its members.<\/span><br \/>\n10.16\u00a0\u00a0\u00a0\u00a0<span style=\"text-decoration:underline;\">Subd. 6.<\/span> <b><span style=\"text-decoration:underline;\">Duties.<\/span><\/b> <span style=\"text-decoration:underline;\">The council shall recommend to the office the priority of North <\/span><br \/>\n10.17<span style=\"text-decoration:underline;\">Star projects and online government information services to be developed and supported <\/span><br \/>\n10.18<span style=\"text-decoration:underline;\">by convenience fee receipts. The council shall provide oversight on the convenience fee <\/span><br \/>\n10.19<span style=\"text-decoration:underline;\">and its receipts in the North Star account. The council shall by majority quorum vote to <\/span><br \/>\n10.20<span style=\"text-decoration:underline;\">recommend to approve or disapprove establishing the convenience fee on particular types <\/span><br \/>\n10.21<span style=\"text-decoration:underline;\">of transactions, the fee amount, and any changes in the fee amount. If the convenience fee <\/span><br \/>\n10.22<span style=\"text-decoration:underline;\">receipts are retained by or transferred to the private entity in lieu of deposit in the North <\/span><br \/>\n10.23<span style=\"text-decoration:underline;\">Star account, the council may audit the private entity&#8217;s convenience fee receipts, expenses <\/span><br \/>\n10.24<span style=\"text-decoration:underline;\">paid by the receipts, and associated financial statements.<\/span><br \/>\n10.25\u00a0\u00a0\u00a0\u00a0<span style=\"text-decoration:underline;\">Subd. 7.<\/span> <b><span style=\"text-decoration:underline;\">Staff.<\/span><\/b> <span style=\"text-decoration:underline;\">The office shall provide administrative support to the council.<\/span><br \/>\n10.26\u00a0\u00a0\u00a0\u00a0<span style=\"text-decoration:underline;\">Subd. 8.<\/span> <b><span style=\"text-decoration:underline;\">Sunset.<\/span><\/b> <span style=\"text-decoration:underline;\">The council shall expire January 1, 2016.<\/span><br \/>\n10.27\u00a0\u00a0\u00a0\u00a0<span style=\"text-decoration:underline;\">Subd. 9.<\/span> <b><span style=\"text-decoration:underline;\">Reports.<\/span><\/b> <span style=\"text-decoration:underline;\">By June 1, 2014, and every year thereafter, the council shall <\/span><br \/>\n10.28<span style=\"text-decoration:underline;\">report to the office with its recommendations regarding establishing the convenience fee, <\/span><br \/>\n10.29<span style=\"text-decoration:underline;\">the fee amount, and changes to the fee amount.<\/span><\/p>\n<\/blockquote>\n<p>  <a rel=\"nofollow\" href=\"http:\/\/feeds.wordpress.com\/1.0\/gocomments\/blandinonbroadband.wordpress.com\/8493\/\"><img decoding=\"async\" alt=\"\" border=\"0\" src=\"http:\/\/feeds.wordpress.com\/1.0\/comments\/blandinonbroadband.wordpress.com\/8493\/\" \/><\/a> <img loading=\"lazy\" decoding=\"async\" alt=\"\" border=\"0\" src=\"http:\/\/stats.wordpress.com\/b.gif?host=blandinonbroadband.org&#038;blog=785113&#038;%23038;post=8493&#038;%23038;subd=blandinonbroadband&#038;%23038;ref=&#038;%23038;feed=1\" width=\"1\" height=\"1\" \/><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Thanks to Laura Ziegler (with the League of Minnesota Cities) for the heads up on SF804 and the proposed E-Government Advisory Council.
