Some of the information related to government contractors may be of interest \u2013 but it\u2019s really the E-Government Advisory Council that interests me partially because improving online government information services to citizens and businesses has to take into consideration infrastructure and education available to citizens and businesses to receive information\u2026<\/p>\n

\u00a0\u00a0\u00a0\u00a0Sec. 13. [16E.071] E-GOVERNMENT ADVISORY COUNCIL.<\/span><\/b>
\n9.26\u00a0\u00a0\u00a0\u00a0Subdivision 1.<\/span> E-Government Advisory Council established.<\/span><\/b> The E-Government <\/span>
\n9.27Advisory Council is established for the purpose of improving online government <\/span>
\n9.28information services to citizens and businesses. <\/span>
\n9.29\u00a0\u00a0\u00a0\u00a0Subd. 2.<\/span> Membership.<\/span><\/b> The council shall consist of nine members as follows:<\/span>
\n9.30\u00a0\u00a0\u00a0\u00a0(1) the state chief information officer or the chief information officer’s designee;<\/span>
\n9.31\u00a0\u00a0\u00a0\u00a0(2) one member appointed by the speaker of the house;<\/span>
\n9.32\u00a0\u00a0\u00a0\u00a0(3) one member appointed by the senate Subcommittee on Committees of the Rules <\/span>
\n9.33and Administration Committee; and<\/span>
\n10.1\u00a0\u00a0\u00a0\u00a0(4) six members appointed by the governor representing state executive branch <\/span>
\n10.2agencies that are actively involved with private businesses, the private business <\/span>
\n10.3community, or the public.<\/span>
\n10.4\u00a0\u00a0\u00a0\u00a0Subd. 3.<\/span> Initial appointments and first meeting.<\/span><\/b> Appointing authorities shall <\/span>
\n10.5make the first appointments to the council by September 1, 2013. The governor shall <\/span>
\n10.6designate three initial appointees to serve until the first Monday in January 2015. The term <\/span>
\n10.7of the other three appointees of the governor shall be until the first Monday in January <\/span>
\n10.82017. The chief information officer or the chief information officer’s designee shall <\/span>
\n10.9convene the council’s first meeting by November 1, 2013, and shall act as chair until the <\/span>
\n10.10council elects a chair at its first meeting.<\/span>
\n10.11\u00a0\u00a0\u00a0\u00a0Subd. 4.<\/span> Terms; removal; vacancies; compensation.<\/span><\/b> Membership terms, removal <\/span>
\n10.12of member, and filling of vacancies are as provided in section 15.059, except that members <\/span>
\n10.13shall not receive compensation or be reimbursed for expenses and except for terms of <\/span>
\n10.14initial appointees as provided in subdivision 3.<\/span>
\n10.15\u00a0\u00a0\u00a0\u00a0Subd. 5.<\/span> Chair.<\/span><\/b> The council shall annually elect a chair from its members.<\/span>
\n10.16\u00a0\u00a0\u00a0\u00a0Subd. 6.<\/span> Duties.<\/span><\/b> The council shall recommend to the office the priority of North <\/span>
\n10.17Star projects and online government information services to be developed and supported <\/span>
\n10.18by convenience fee receipts. The council shall provide oversight on the convenience fee <\/span>
\n10.19and its receipts in the North Star account. The council shall by majority quorum vote to <\/span>
\n10.20recommend to approve or disapprove establishing the convenience fee on particular types <\/span>
\n10.21of transactions, the fee amount, and any changes in the fee amount. If the convenience fee <\/span>
\n10.22receipts are retained by or transferred to the private entity in lieu of deposit in the North <\/span>
\n10.23Star account, the council may audit the private entity’s convenience fee receipts, expenses <\/span>
\n10.24paid by the receipts, and associated financial statements.<\/span>
\n10.25\u00a0\u00a0\u00a0\u00a0Subd. 7.<\/span> Staff.<\/span><\/b> The office shall provide administrative support to the council.<\/span>
\n10.26\u00a0\u00a0\u00a0\u00a0Subd. 8.<\/span> Sunset.<\/span><\/b> The council shall expire January 1, 2016.<\/span>
\n10.27\u00a0\u00a0\u00a0\u00a0Subd. 9.<\/span> Reports.<\/span><\/b> By June 1, 2014, and every year thereafter, the council shall <\/span>
\n10.28report to the office with its recommendations regarding establishing the convenience fee, <\/span>
\n10.29the fee amount, and changes to the fee amount.<\/span><\/p>\n<\/blockquote>\n
