In short, the proposal had been modified to move the Office to DEED and maintain a budget of $1 million over two years.<\/p>\n<p>Late last night, the \u00a0Jobs and Economic Development Finance conference committee adopted the Office of Broadband Development language to be sent to the floor for a full vote.<\/p>\n<p>They placed the Office under DEED&#8217;s jurisdiction and the decide that the director will be appointed by the governor. The office is slated for $250,000 per year (and admin support).<\/p>\n<p>I\u2019ll paste the pertinent info from the <a href=\"https:\/\/www.revisor.mn.gov\/bills\/text.php?number=hf0729&amp;type=ccr&amp;session=ls88\">bill below<\/a>&#8230;<\/p>\n<p>The Budget Info:<\/p>\n<blockquote>\n<p><span style=\"text-decoration:underline;\">(o) $250,000 each year is from the general <\/span><br \/>\n7.16<span style=\"text-decoration:underline;\">fund for the Broadband Development Office.<\/span><\/p>\n<p><span style=\"text-decoration:underline;\">&#8230;<\/span><\/p>\n<p>27.26 \u00a0 Subd. 4.<b>Administrative Services<\/b><br \/>\n\u2026<\/p>\n<p>28.8<span style=\"text-decoration:underline;\">$100,000 each year is for the support of <\/span><br \/>\n28.9<span style=\"text-decoration:underline;\">broadband development.<\/span><\/p>\n<\/blockquote>\n<p>And description&#8230;<\/p>\n<blockquote>\n<p>Sec. 13. <b><span style=\"text-decoration:underline;\">[116J.998] OFFICE OF BROADBAND DEVELOPMENT.<\/span><\/b><br \/>\n77.8\u00a0\u00a0\u00a0\u00a0<span style=\"text-decoration:underline;\">Subdivision 1.<\/span> <b><span style=\"text-decoration:underline;\">Definitions.<\/span><\/b> <span style=\"text-decoration:underline;\">(a) For the purposes of this section, the following terms <\/span><br \/>\n77.9<span style=\"text-decoration:underline;\">have the meanings given them.<\/span><br \/>\n77.10<span style=\"text-decoration:underline;\">(b) &#8220;Broadband&#8221; or &#8220;broadband service&#8221; means any service providing advanced <\/span><br \/>\n77.11<span style=\"text-decoration:underline;\">telecommunications capability and Internet access with transmission speeds that, at a <\/span><br \/>\n77.12<span style=\"text-decoration:underline;\">minimum, meet the Federal Communications Commission definition for broadband.<\/span><br \/>\n77.13<span style=\"text-decoration:underline;\">(c) &#8220;Local unit of government&#8221; has the meaning given in section 116G.03, <\/span><br \/>\n77.14<span style=\"text-decoration:underline;\">subdivision 3.<\/span><br \/>\n77.15<span style=\"text-decoration:underline;\">(d) &#8220;Office&#8221; means the Office of Broadband Development established in subdivision <\/span><br \/>\n77.16<span style=\"text-decoration:underline;\">2, paragraph (a).<\/span><br \/>\n77.17\u00a0\u00a0\u00a0\u00a0<span style=\"text-decoration:underline;\">Subd. 2.<\/span> <b><span style=\"text-decoration:underline;\">Office established; purpose.<\/span><\/b> <span style=\"text-decoration:underline;\">(a) An Office of Broadband Development is <\/span><br \/>\n77.18<span style=\"text-decoration:underline;\">established within the Department of Employment and Economic Development and shall <\/span><br \/>\n77.19<span style=\"text-decoration:underline;\">remain in existence until the commissioner certifies that the state has met the broadband <\/span><br \/>\n77.20<span style=\"text-decoration:underline;\">goals established in section 237.012. The director shall be appointed by the governor and <\/span><br \/>\n77.21<span style=\"text-decoration:underline;\">shall serve in the unclassified service. The director must be qualified by experience and <\/span><br \/>\n77.22<span style=\"text-decoration:underline;\">training in broadband. The office may employ staff necessary to carry out the office&#8217;s <\/span><br \/>\n77.23<span style=\"text-decoration:underline;\">duties under subdivision 4.<\/span><br \/>\n77.24<span style=\"text-decoration:underline;\">(b) The purpose of the office is to encourage, foster, develop, and improve broadband <\/span><br \/>\n77.25<span style=\"text-decoration:underline;\">within the state in order to:<\/span><br \/>\n77.26<span style=\"text-decoration:underline;\">(1) drive job creation, promote innovation, and expand markets for Minnesota <\/span><br \/>\n77.27<span style=\"text-decoration:underline;\">businesses;<\/span><br \/>\n77.28<span style=\"text-decoration:underline;\">(2) serve the ongoing and growing needs of Minnesota&#8217;s education systems, health <\/span><br \/>\n77.29<span style=\"text-decoration:underline;\">care system, public safety system, industries and businesses, governmental operations, <\/span><br \/>\n77.30<span style=\"text-decoration:underline;\">and citizens; and<\/span><br \/>\n77.31<span style=\"text-decoration:underline;\">(3) improve accessibility for underserved communities and populations.<\/span><br \/>\n77.32\u00a0\u00a0\u00a0\u00a0<span style=\"text-decoration:underline;\">Subd. 3.<\/span> <b><span style=\"text-decoration:underline;\">Organization.<\/span><\/b> <span style=\"text-decoration:underline;\">The office shall consist of a director of the Office of <\/span><br \/>\n77.33<span style=\"text-decoration:underline;\">Broadband Development, as well as any staff necessary to carry out the office&#8217;s duties <\/span><br \/>\n77.34<span style=\"text-decoration:underline;\">under subdivision 4.<\/span><br \/>\n77.35\u00a0\u00a0\u00a0\u00a0<span style=\"text-decoration:underline;\">Subd. 4.<\/span> <b><span style=\"text-decoration:underline;\">Duties.<\/span><\/b> <span style=\"text-decoration:underline;\">(a) The office shall have the power and duty to:<\/span><br \/>\n78.1<span style=\"text-decoration:underline;\">(1) serve as the central broadband planning body for the state of Minnesota;<\/span><br \/>\n78.2<span style=\"text-decoration:underline;\">(2) coordinate with state, regional, local, and private entities to develop, to the <\/span><br \/>\n78.3<span style=\"text-decoration:underline;\">maximum extent practicable, a uniform statewide broadband access and usage policy;<\/span><br \/>\n78.4<span style=\"text-decoration:underline;\">(3) develop, recommend, and implement a statewide plan to encourage cost-effective <\/span><br \/>\n78.5<span style=\"text-decoration:underline;\">broadband access, and to make recommendations for increased usage, particularly in <\/span><br \/>\n78.6<span style=\"text-decoration:underline;\">rural and other underserved areas;<\/span><br \/>\n78.7<span style=\"text-decoration:underline;\">(4) coordinate efforts, in consultation and cooperation with the commissioner of <\/span><br \/>\n78.8<span style=\"text-decoration:underline;\">commerce, local units of government, and private entities, to meet the state&#8217;s broadband <\/span><br \/>\n78.9<span style=\"text-decoration:underline;\">goals in section 237.012;<\/span><br \/>\n78.10<span style=\"text-decoration:underline;\">(5) develop, coordinate, and implement the state&#8217;s broadband infrastructure <\/span><br \/>\n78.11<span style=\"text-decoration:underline;\">development program under section 116J.999;<\/span><br \/>\n78.12<span style=\"text-decoration:underline;\">(6) provide consultation services to local units of government or other project <\/span><br \/>\n78.13<span style=\"text-decoration:underline;\">sponsors in connection with the planning, acquisition, improvement, construction, or <\/span><br \/>\n78.14<span style=\"text-decoration:underline;\">development of any broadband deployment project;<\/span><br \/>\n78.15<span style=\"text-decoration:underline;\">(7) encourage public-private partnerships to increase deployment and adoption <\/span><br \/>\n78.16<span style=\"text-decoration:underline;\">of broadband services and applications, including recommending funding options and <\/span><br \/>\n78.17<span style=\"text-decoration:underline;\">possible incentives to encourage investment in broadband expansion;<\/span><br \/>\n78.18<span style=\"text-decoration:underline;\">(8) monitor the broadband development efforts of other states and nations in areas <\/span><br \/>\n78.19<span style=\"text-decoration:underline;\">such as business, education, public safety, and health;<\/span><br \/>\n78.20<span style=\"text-decoration:underline;\">(9) consult with the commissioner of commerce to monitor broadband-related <\/span><br \/>\n78.21<span style=\"text-decoration:underline;\">activities at the federal level, including regulatory and policy changes and the potential <\/span><br \/>\n78.22<span style=\"text-decoration:underline;\">impact on broadband deployment and sustainability in the state;<\/span><br \/>\n78.23<span style=\"text-decoration:underline;\">(10) serve as an information clearinghouse for federal programs providing financial <\/span><br \/>\n78.24<span style=\"text-decoration:underline;\">assistance to institutions located in rural areas seeking to obtain access to high-speed <\/span><br \/>\n78.25<span style=\"text-decoration:underline;\">broadband service, and use this information as an outreach tool to make institutions <\/span><br \/>\n78.26<span style=\"text-decoration:underline;\">located in rural areas that are unserved or underserved with respect to broadband service <\/span><br \/>\n78.27<span style=\"text-decoration:underline;\">aware of the existence of federal assistance;<\/span><br \/>\n78.28<span style=\"text-decoration:underline;\">(11) provide logistical and administrative support for the Governor&#8217;s Broadband <\/span><br \/>\n78.29<span style=\"text-decoration:underline;\">Task Force;<\/span><br \/>\n78.30<span style=\"text-decoration:underline;\">(12) provide an annual report, as required by subdivision 5;<\/span><br \/>\n78.31<span style=\"text-decoration:underline;\">(13) coordinate an ongoing collaborative effort of stakeholders to evaluate and <\/span><br \/>\n78.32<span style=\"text-decoration:underline;\">address security, vulnerability, and redundancy issues in order to ensure the reliability of <\/span><br \/>\n78.33<span style=\"text-decoration:underline;\">broadband networks; and<\/span><br \/>\n78.34<span style=\"text-decoration:underline;\">(14) perform any other activities consistent with the office&#8217;s purpose.<\/span><br \/>\n79.1<span style=\"text-decoration:underline;\">(b) In carrying out its duties under this subdivision, the Office of Broadband <\/span><br \/>\n79.2<span style=\"text-decoration:underline;\">Development shall have no authority to regulate or compel action on the part of any <\/span><br \/>\n79.3<span style=\"text-decoration:underline;\">provider of broadband service.<\/span><br \/>\n79.4\u00a0\u00a0\u00a0\u00a0<span style=\"text-decoration:underline;\">Subd. 5.<\/span> <b><span style=\"text-decoration:underline;\">Reporting.<\/span><\/b> <span style=\"text-decoration:underline;\">(a) Beginning January 15, 2014, and each year thereafter, <\/span><br \/>\n79.5<span style=\"text-decoration:underline;\">the Office of Broadband Development shall report to the legislative committees with <\/span><br \/>\n79.6<span style=\"text-decoration:underline;\">jurisdiction over broadband policy and finance on the office&#8217;s activities during the previous <\/span><br \/>\n79.7<span style=\"text-decoration:underline;\">year.<\/span><br \/>\n79.8<span style=\"text-decoration:underline;\">(b) The report shall contain, at a minimum:<\/span><br \/>\n79.9<span style=\"text-decoration:underline;\">(1) an analysis of the current availability and use of broadband, including average <\/span><br \/>\n79.10<span style=\"text-decoration:underline;\">broadband speeds, within the state;<\/span><br \/>\n79.11<span style=\"text-decoration:underline;\">(2) information gathered from schools, libraries, hospitals, and public safety facilities <\/span><br \/>\n79.12<span style=\"text-decoration:underline;\">across the state, determining the actual speed and capacity of broadband currently in use <\/span><br \/>\n79.13<span style=\"text-decoration:underline;\">and the need, if any, for increases in speed and capacity to meet current or anticipated needs;<\/span><br \/>\n79.14<span style=\"text-decoration:underline;\">(3) an analysis of incumbent broadband infrastructure within the state and its ability <\/span><br \/>\n79.15<span style=\"text-decoration:underline;\">to spur economic development;<\/span><br \/>\n79.16<span style=\"text-decoration:underline;\">(4) an analysis of the degree to which new, additional, or improved broadband <\/span><br \/>\n79.17<span style=\"text-decoration:underline;\">infrastructure would spur economic development in the state;<\/span><br \/>\n79.18<span style=\"text-decoration:underline;\">(5) a summary of the office&#8217;s activities in coordinating broadband infrastructure <\/span><br \/>\n79.19<span style=\"text-decoration:underline;\">development under section 116J.999;<\/span><br \/>\n79.20<span style=\"text-decoration:underline;\">(6) suggested policies, incentives, and legislation designed to accelerate the <\/span><br \/>\n79.21<span style=\"text-decoration:underline;\">achievement of the goals under section 237.012, subdivisions 1 and 2; <\/span><br \/>\n79.22<span style=\"text-decoration:underline;\">(7) any proposed legislative and policy initiatives; and<\/span><br \/>\n79.23<span style=\"text-decoration:underline;\">(8) any other information requested by the legislative committees with jurisdiction <\/span><br \/>\n79.24<span style=\"text-decoration:underline;\">over broadband policy and finance, or that the office deems necessary.<\/span><br \/>\n79.25<span style=\"text-decoration:underline;\">(c) The report may be submitted electronically and is subject to section 3.195, <\/span><br \/>\n79.26<span style=\"text-decoration:underline;\">subdivision 1.<\/span><br \/>\n79.27<b><span style=\"text-decoration:underline;\">EFFECTIVE DATE.<\/span><\/b><span style=\"text-decoration:underline;\">This section is effective the day following final enactment.<\/span><\/p>\n<p>79.28\u00a0\u00a0\u00a0\u00a0Sec. 14. <b><span style=\"text-decoration:underline;\">[116J.999] COORDINATION OF BROADBAND INFRASTRUCTURE <\/span><\/b><br \/>\n79.29<b><span style=\"text-decoration:underline;\">DEVELOPMENT.<\/span><\/b><br \/>\n79.30\u00a0\u00a0\u00a0\u00a0<span style=\"text-decoration:underline;\">Subdivision 1.<\/span> <b><span style=\"text-decoration:underline;\">Definitions.<\/span><\/b> <span style=\"text-decoration:underline;\">(a) For the purposes of this section, the following terms <\/span><br \/>\n79.31<span style=\"text-decoration:underline;\">have the meanings given them.<\/span><br \/>\n79.32<span style=\"text-decoration:underline;\">(b) &#8220;Broadband&#8221; or &#8220;broadband service&#8221; has the meaning given in section 116J.998, <\/span><br \/>\n79.33<span style=\"text-decoration:underline;\">subdivision 1, paragraph (b).<\/span><br \/>\n79.34<span style=\"text-decoration:underline;\">(c) &#8220;Broadband conduit&#8221; means a conduit, pipe, innerduct, or microduct for fiber <\/span><br \/>\n79.35<span style=\"text-decoration:underline;\">optic or other cables that support broadband and wireless facilities for broadband service.<\/span><br \/>\n80.1<span style=\"text-decoration:underline;\">(d) &#8220;Local unit of government&#8221; has the meaning given in section 116G.03, <\/span><br \/>\n80.2<span style=\"text-decoration:underline;\">subdivision 3.<\/span><br \/>\n80.3<span style=\"text-decoration:underline;\">(e) &#8220;Office&#8221; means the Office of Broadband Development established in section <\/span><br \/>\n80.4<span style=\"text-decoration:underline;\">116J.998.<\/span><br \/>\n80.5\u00a0\u00a0\u00a0\u00a0<span style=\"text-decoration:underline;\">Subd. 2.<\/span> <b><span style=\"text-decoration:underline;\">Broadband infrastructure development.<\/span><\/b> <span style=\"text-decoration:underline;\">(a) The office shall, in <\/span><br \/>\n80.6<span style=\"text-decoration:underline;\">collaboration with the Department of Transportation and private entities, encourage and <\/span><br \/>\n80.7<span style=\"text-decoration:underline;\">coordinate &#8220;dig once&#8221; efforts for the planning, relocation, installation, or improvement of <\/span><br \/>\n80.8<span style=\"text-decoration:underline;\">broadband conduit within the right-of-way in conjunction with any current or planned <\/span><br \/>\n80.9<span style=\"text-decoration:underline;\">construction, including, but not limited to, trunk highways and bridges. To the extent <\/span><br \/>\n80.10<span style=\"text-decoration:underline;\">necessary, the office shall, in collaboration with the Department of Transportation, <\/span><br \/>\n80.11<span style=\"text-decoration:underline;\">evaluate engineering and design standards, procedures and criteria for contracts or lease <\/span><br \/>\n80.12<span style=\"text-decoration:underline;\">agreements with private entities, and pricing requirements, and provide for allocation <\/span><br \/>\n80.13<span style=\"text-decoration:underline;\">of risk, costs, and any revenue generated.<\/span><br \/>\n80.14<span style=\"text-decoration:underline;\">(b) The office shall, in collaboration with other state departments and agencies as the <\/span><br \/>\n80.15<span style=\"text-decoration:underline;\">office deems necessary, develop a strategy to facilitate the timely and efficient deployment <\/span><br \/>\n80.16<span style=\"text-decoration:underline;\">of broadband conduit or other broadband facilities on state-owned lands and buildings.<\/span><br \/>\n80.17<span style=\"text-decoration:underline;\">(c) To the extent practicable, the office shall encourage and assist local units of <\/span><br \/>\n80.18<span style=\"text-decoration:underline;\">government to adopt and implement policies similar to those under paragraphs (a) and (b) <\/span><br \/>\n80.19<span style=\"text-decoration:underline;\">for construction or other improvements to county state-aid highways, municipal state-aid <\/span><br \/>\n80.20<span style=\"text-decoration:underline;\">roads, and any other rights-of-way under the local unit of government&#8217;s jurisdiction, and to <\/span><br \/>\n80.21<span style=\"text-decoration:underline;\">other lands or buildings owned by the local unit of government.<\/span><br \/>\n80.22<span style=\"text-decoration:underline;\">(d) Special consideration must be paid to projects under this subdivision that will <\/span><br \/>\n80.23<span style=\"text-decoration:underline;\">likely improve access to broadband by rural or underserved communities.<\/span><br \/>\n80.24\u00a0\u00a0\u00a0\u00a0<span style=\"text-decoration:underline;\">Subd. 3.<\/span> <b><span style=\"text-decoration:underline;\">Reporting.<\/span><\/b> <span style=\"text-decoration:underline;\">As part of its annual report under section 116J.998, subdivision <\/span><br \/>\n80.25<span style=\"text-decoration:underline;\">5, the office shall report on activities taken under this section, including, but not limited to, <\/span><br \/>\n80.26<span style=\"text-decoration:underline;\">the number of current and planned projects using the &#8220;dig once&#8221; approach, any gains in <\/span><br \/>\n80.27<span style=\"text-decoration:underline;\">broadband speed or access associated with the project, and any costs or cost savings to <\/span><br \/>\n80.28<span style=\"text-decoration:underline;\">the state, private entity, or end user of broadband services.<\/span><br \/>\n80.29\u00a0\u00a0\u00a0\u00a0<span style=\"text-decoration:underline;\">Subd. 4.<\/span> <b><span style=\"text-decoration:underline;\">No right of action.<\/span><\/b> <span style=\"text-decoration:underline;\">Nothing in this section shall be construed to create <\/span><br \/>\n80.30<span style=\"text-decoration:underline;\">any right or benefit, substantive or procedural, enforceable at law or in equity by any <\/span><br \/>\n80.31<span style=\"text-decoration:underline;\">party against the state of Minnesota; its departments, agencies, or entities; its officers, <\/span><br \/>\n80.32<span style=\"text-decoration:underline;\">employees, or agents; or any other person.<\/span><br \/>\n80.33<b><span style=\"text-decoration:underline;\">EFFECTIVE DATE.<\/span><\/b><span style=\"text-decoration:underline;\">This section is effective the day following final enactment.<\/span><\/p>\n<p><span style=\"text-decoration:underline;\">\u2026<\/span><\/p>\n<p>Sec. 18. <b><span style=\"text-decoration:underline;\">[161.462] FIBER COLLABORATION DATABASE.<\/span><\/b><br \/>\n83.2\u00a0\u00a0\u00a0\u00a0<span style=\"text-decoration:underline;\">Subdivision 1.<\/span> <b><span style=\"text-decoration:underline;\">Purpose.<\/span><\/b> <span style=\"text-decoration:underline;\">The purpose of the fiber collaboration database is <\/span><br \/>\n83.3<span style=\"text-decoration:underline;\">to provide broadband providers with advance notice of upcoming Department of <\/span><br \/>\n83.4<span style=\"text-decoration:underline;\">Transportation construction projects so that they may notify the department of their <\/span><br \/>\n83.5<span style=\"text-decoration:underline;\">interest in installing broadband infrastructure within the right-of-way during construction <\/span><br \/>\n83.6<span style=\"text-decoration:underline;\">in order to minimize installation costs.<\/span><br \/>\n83.7\u00a0\u00a0\u00a0\u00a0<span style=\"text-decoration:underline;\">Subd. 2.<\/span> <b><span style=\"text-decoration:underline;\">Database.<\/span><\/b> <span style=\"text-decoration:underline;\">(a) The Department of Transportation shall post on its Web site, <\/span><br \/>\n83.8<span style=\"text-decoration:underline;\">and update annually, the list of upcoming construction projects contained in its statewide <\/span><br \/>\n83.9<span style=\"text-decoration:underline;\">transportation improvement program, including, for each project:<\/span><br \/>\n83.10<span style=\"text-decoration:underline;\">(1) the geographical location where construction will occur;<\/span><br \/>\n83.11<span style=\"text-decoration:underline;\">(2) the estimated start and end dates of construction; and<\/span><br \/>\n83.12<span style=\"text-decoration:underline;\">(3) a description of the nature of the construction project.<\/span><br \/>\n83.13<span style=\"text-decoration:underline;\">(b) The commissioner shall post the information required in paragraph (a) as far in <\/span><br \/>\n83.14<span style=\"text-decoration:underline;\">advance of the beginning of construction as is feasible.<\/span><br \/>\n83.15<span style=\"text-decoration:underline;\">(c) The department&#8217;s Web site must allow a provider of broadband service to register <\/span><br \/>\n83.16<span style=\"text-decoration:underline;\">to receive from the department electronic information on proposed construction projects <\/span><br \/>\n83.17<span style=\"text-decoration:underline;\">added to the database in specific geographical areas of the state as soon as it is updated.<\/span><br \/>\n83.18<b><span style=\"text-decoration:underline;\">EFFECTIVE DATE.<\/span><\/b><span style=\"text-decoration:underline;\">This section is effective the day following final enactment.<\/span><\/p>\n<p><span style=\"text-decoration:underline;\">\u2026<\/span><\/p>\n<p>Sec. 26. <b><span style=\"text-decoration:underline;\">STATE BROADBAND STRATEGY; REPORT.<\/span><\/b><br \/>\n92.19<span style=\"text-decoration:underline;\">The Office of Broadband Development shall conduct research and produce a report <\/span><br \/>\n92.20<span style=\"text-decoration:underline;\">recommending a set of programs and strategies the state can pursue to promote the <\/span><br \/>\n92.21<span style=\"text-decoration:underline;\">improvement, more efficient and effective use, and expansion of broadband services in <\/span><br \/>\n92.22<span style=\"text-decoration:underline;\">ways that will have the greatest impact on the state&#8217;s economic development, by which is <\/span><br \/>\n92.23<span style=\"text-decoration:underline;\">meant enhancing the ability of Minnesota citizens and businesses to develop their skills, <\/span><br \/>\n92.24<span style=\"text-decoration:underline;\">to expand businesses to new markets, develop new products, reach more customers, and <\/span><br \/>\n92.25<span style=\"text-decoration:underline;\">lower costs. While the state&#8217;s broadband goals in Minnesota Statutes, section 237.012, <\/span><br \/>\n92.26<span style=\"text-decoration:underline;\">address the universal provision of greater broadband access and speed statewide, this report <\/span><br \/>\n92.27<span style=\"text-decoration:underline;\">must consider broadband as an economic development tool and must examine and analyze:<\/span><br \/>\n92.28<span style=\"text-decoration:underline;\">(1) how the state can best use its limited resources to adopt strategies and make <\/span><br \/>\n92.29<span style=\"text-decoration:underline;\">investments to improve the use of broadband services by subgroups of broadband users, <\/span><br \/>\n92.30<span style=\"text-decoration:underline;\">including mobile broadband users, that promise to deliver the greatest economic impact <\/span><br \/>\n92.31<span style=\"text-decoration:underline;\">per dollar of state investment;<\/span><br \/>\n92.32<span style=\"text-decoration:underline;\">(2) roles the state can play in addition to financial assistance for broadband <\/span><br \/>\n92.33<span style=\"text-decoration:underline;\">infrastructure, including supporting education and training for Minnesotans to enable <\/span><br \/>\n92.34<span style=\"text-decoration:underline;\">them to use broadband more effectively; and<\/span><br \/>\n93.1<span style=\"text-decoration:underline;\">(3) strategies and opportunities for state investment to leverage additional amounts <\/span><br \/>\n93.2<span style=\"text-decoration:underline;\">of private capital and financial assistance from the federal government in order to achieve <\/span><br \/>\n93.3<span style=\"text-decoration:underline;\">these goals.<\/span><br \/>\n93.4<span style=\"text-decoration:underline;\">By January 15, 2014, the office shall submit the report to the chairs and ranking minority <\/span><br \/>\n93.5<span style=\"text-decoration:underline;\">members of the senate and house of representatives committees with jurisdiction over <\/span><br \/>\n93.6<span style=\"text-decoration:underline;\">broadband issues.<\/span><br \/>\n93.7<b><span style=\"text-decoration:underline;\">EFFECTIVE DATE.<\/span><\/b><span style=\"text-decoration:underline;\">This section is effective the day following final enactment.<\/span><\/p>\n<\/blockquote>\n<p>  <a rel=\"nofollow\" href=\"http:\/\/feeds.wordpress.com\/1.0\/gocomments\/blandinonbroadband.wordpress.com\/8602\/\"><img decoding=\"async\" alt=\"\" border=\"0\" src=\"http:\/\/feeds.wordpress.com\/1.0\/comments\/blandinonbroadband.wordpress.com\/8602\/\" \/><\/a> <img loading=\"lazy\" decoding=\"async\" alt=\"\" border=\"0\" src=\"http:\/\/stats.wordpress.com\/b.gif?host=blandinonbroadband.org&#038;blog=785113&#038;%23038;post=8602&#038;%23038;subd=blandinonbroadband&#038;%23038;ref=&#038;%23038;feed=1\" width=\"1\" height=\"1\" \/><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Yesterday I reported an update on the Office of Broadband Development as was reported at the Minnesota Broadband Task Force meeting.
