This is exactly the scenario that the government tried to avoid when it broke <a href=\"http:\/\/bgr.com\/tag\/att\">AT&amp;T<\/a> into seven Baby Bells in 1982.\u00a0In France, the average mobile bill is now <a href=\"http:\/\/www.bloomberg.com\/news\/2013-05-14\/vivendi-quarterly-profit-slides-on-french-wireless-competition.html\">dropping by $7 a year<\/a>. In America, the average bills from AT&amp;T and <a href=\"http:\/\/bgr.com\/tag\/verizon\">Verizon Wireless<\/a> keep rising as operators force consumers into texting bundles and <a href=\"http:\/\/bgr.com\/2013\/05\/24\/att-administrative-fee-analysis\/\">sneak in new monthly charges<\/a>. European incumbent operators are facing a consumer revolt as millions of Europeans switch to cheap challenger operators every month.
