  • THE WARNING SHOT: Fed Tells Banks They Need To Worry About Interest Rates

Is the Fed signalling the end of uber-cheap money, and the tidal-wave steep yield curve that’s been a gravy train for struggling banks?

That’s certainly one interpretation of a new ADVISORY ON INTEREST RATE RISK MANAGEMENT that the Fed has sent to all banks.

Think about it: there’s no reason for banks to be too concerned under the current environment, but they should be prepared if things change. And you know that eventually they will.

    —-

The Federal Reserve Thursday released an advisory reminding depository institutions of supervisory expectations for sound practices in managing interest rate risk. This advisory, adopted along with the other financial regulators, reiterates the importance of effective corporate governance, policies and procedures, risk measuring and monitoring systems, stress testing, and internal controls related to the interest rate risk exposures of depository institutions. It also clarifies elements of existing guidance and describes interest rate risk-management techniques used by effective risk managers.

The financial regulators recognize that some interest rate risk is inherent in the business of banking. At the same time, institutions are expected to have sound risk-management practices to measure, monitor, and control interest rate risk exposures. The financial regulators expect each depository institution to manage its interest rate risk exposures using processes and systems commensurate with its complexity, business model, risk profile, and scope of operations.

The financial regulators remind depository institutions that an effective interest rate risk-management system does not involve only the identification and measurement of interest rate risk, but also addresses appropriate actions to control this risk. If an institution determines that its core earnings and capital are insufficient to support its level of interest rate risk, it should take steps to mitigate its exposure, increase its capital, or both.

In an accompanying Supervision and Regulation letter to Reserve Bank heads of supervision, the Federal Reserve noted that although the advisory is targeted at depository institutions, the advice provided is also directly pertinent to bank holding companies. Bank holding companies are reminded of supervisory expectations that they should manage and control aggregate risk exposures, including interest rate risk, on a consolidated basis, while recognizing legal distinctions and possible obstacles to cash movements among subsidiaries.

In addition to the Fed, the financial regulators include the Federal Deposit Insurance Corporation, the National Credit Union Administration, the Office of the Comptroller of the Currency, the Office of Thrift Supervision, and the Federal Financial Institutions Examination Council State Liaison

  • Greenpeace Ranks Apple Highest Among Tech Companies: Whaaaaa? [Apple]

Given their long and storied feud, you would think Captain Ahab would have a better chance than Apple of being accepted by Greenpeace. Believe it or not, the impossible has actually happened.

Indeed, Greenpeace has ranked Apple highest on the list of eco-conscious tech companies. In fact, they got a perfect score thanks to their commitment to eliminate all toxic PVC and BFRs from their product line. Has Apple finally got the Greenpeace endangered species-protected monkey off its back?

    January 7, 2010

Greenpeace’s Electronics Guide cuts through the greenwash at CES

Apple, Sony Ericsson and Nokia products free of worst hazardous substances – Samsung, Dell, Lenovo and LGE disappoint

LAS VEGAS – As technology companies jostle for attention at the Consumer Electronics Show (CES) , Greenpeace’s newest edition of the Guide to Greener Electronics, released at CES, cuts through the greenwash. Apple, Sony Ericsson, and Nokia lead the way for introducing products free of the worst hazardous substances with HP following just behind.

Samsung, Dell, Lenovo, and LGE pick up penalty points in the Guide (1) for failing to follow through on a promised phase-out of toxic chemicals in their products. The majority of the companies in the Guide had pledged to remove toxic PVC vinyl plastic and brominated flame retardants (BFRs) (2) from their product range by the end of 2009, which would have meant a greater show of greener, toxic-free products for visitors to preview at the CES. But, for now, it’s a no show for these companies, who have delayed their phase-out to 2011 or beyond.

“It’s time for a little less conversation and a lot more action on removing toxic chemicals,” said Casey Harrell, Greenpeace International Electronics campaigner. “Apple is leading and HP is playing catch up, but the lack of action from other companies is ensuring that customers and the environment are still losing out.”

Several companies see their scores reduced in this edition of the Guide, with the bar being raised on hazardous substances. Having endorsed the precautionary principle, companies now need to actively support bans on PVC, BFRs and chlorinated flame retardants (CFRs) during the revision of the European Union‘s Restriction of Hazardous Substances in Electronics Directive.

“Companies need to support legislative bans to ensure a consistent phase out of PVC and BFRs across all electronic products,” said Casey Harrell, Greenpeace International toxics campaigner. “Sony Ericsson and Apple are already calling on EU institutions to support such a ban. Other big players, such as HP and Dell – who have so far been silent – and Acer, need to ensure the ban is passed in the European Union parliament.”

Nokia leads the ranking with a score of 7.3. Sony Ericsson follows closely, and is the only company to score full marks on all the toxic chemicals criteria. In third place is Toshiba, but it risks losing points if it fails to meet its commitment to market new models of all its consumer electronics products that are free of PVC and BFRs by April 1, 2010. Philips comes in fourth place, while Apple rises from ninth place to fifth.

Samsung drops dramatically from second place to a tied seventh place for failing to eliminate BFRs in all its products by January 2010. With only its latest models of mobile phones free of toxic substances, it has set January 2011 as the deadline for eliminating them from new models of its notebooks and still has no definitive timeline for removing them from its TVs and household appliances. Nintendo continues to languish at the bottom of the ranking.

“In 2010, we should see significant developments, with products free of PVC and BFRs in the PC and TV markets,” continued Harrell. “Any company failing to achieve this goal is taking a big gamble with its green reputation. More positively, it’s good to see non-ranked companies beyond the PC and TV sectors, like Cisco (3), committing to eliminate these harmful substances.”

  • Biosphere is Abandoned and Beautifully Decrepit, Just Like Pauly Shore’s Career [Science]

Biosphere 2 (the biosphere, not the non-existent movie sequel) was the largest sealed environment ever created. It cost $200 million to build and included a million-gallon fake ocean. Now, its wild interior has taken over.

The Biosphere was a bit of a disaster, as detailed by the New York Times back in 1992:

Scientists ridiculed it. Members of the support team resigned, charging publicly that the enterprise was awash in deception. And even some crew members living under the glass domes, gaunt after considerable loss of weight, tempers flaring, this winter threatened to mutiny if management did not repair a growing blot on the project’s reputation.

Fast forward 15 years, and it was falling apart and sold to private developers. In the future, it might be home to a development called “Biosphere Estates.” Because who wouldn’t want to live in a run-down biosphere? [BLDGBLOG]

  • France’s Latest Plan: Tax Google, Microsoft And Yahoo To Fund Record Labels

If you thought France had already gone off the deep end with its plan to kick file sharers off the internet, now comes the news of a government report that suggests a new plan: tax successful big internet companies, like Google, Yahoo and Microsoft and use that money to fund the “music and publishing” sectors (which basically means the record labels). We’ve been pointing out how all of these attempts to bolster copyright laws have really been about propping up businesses that haven’t been able to adapt, but is there any more blatant example of this than taxing the companies that have figured out how to use the internet to fund those that haven’t?? This is entitlement culture in the extreme.

Apparently Nicolas Sarkozy will get “the last word” on whether or not to adopt this policy, which means that it’s pretty likely. Sarkozy — who has a long history of copyright infringement by his own party — seems to believe that stronger copyright means defending French culture, when it really just means handouts to a few failing businesses who haven’t wanted to adapt.

Update: Really good point made by Andrew F in the comments:

The Zelnick Report says the tax would kick in anytime an online ad or sponsored link is clicked in France. One of the most controversial items in the report is that it calls for a company to be taxed regardless of where it is based.

If that’s legal, it’s rather frightening. Nearly any website with ads could be taxed if visited by the French. Just wait for sites to start setting up IP filtering that blocks all French users.

  • HDWobble updated for the HTC HD2, now with OpenGL ES and multi-touch

hdwobble For this article, the less I say the better:

    From the developer elAlem

Hi, folks! It’s me again with the latest version of the hdWobble app. Although it looks like the previous one, this version is done from scratch. It is based on the OpenGL ES library for Windows mobile.
I recently got my self a new HTC HD2 phone, and since it is supporting multitouch technology I decided to see if I can use it in this app. As it is shown in the video, I managed to implement pinch-zooming and rotation of the loaded image as well as resizing of the wobbling area. There are lots of things that need to be polished and implemented, but I hope that this version will live to see it, unlike the previous one. There is no download available yet. At first it will be released only for the HTC HD2 device. As soon as it is completed I will release it for download. Not sure yet if it is going on the Marketplace or not.
Anyway, enjoy the existing app and this clip, and stay tuned for the updates.

See the demo video, which is mildly NSFW, depending on your boss.

Keep an eye on this XDA-Developer thread for the release.

  • Cold Iguanas Falling in Florida

It’s very arctic out lately in the US. Even people and creatures in Florida are getting cold. If you have pets that live outside, they should be indoors right now.

However, if you live in Florida, you probably don’t want to rescue the cold iguanas. Justnews.com reported that frigid iguanas are falling from treetops! No longer an urban legend in Florida, the falling iguanas have been caught on tape. Watch the falling iguana video at Just News.

    iguana-falling

The fallen, comatose-like iguanas aren’t suicidal, and they certainly aren’t dead either. Since the temp was around 35 degrees F, they automatically went into a state of hibernation. Experts believe that most of these invasive iguanas will survive the cold snap if it warms up soon.

It’s believed that the nonnative iguana was introduced to Florida by pet owners. If you can no longer keep your pet iguana, consider placing a notice on Reptile Auctions. Never let it free outside.

  • Apple adds 30-second samples to browser-based iTunes previews

Last November, Apple launched browser-based iTunes previews, which gave customers information on a song or artist before pushing them out to the iTunes Store. It’s a handy, welcome change. And now this week, they’ve added 30-second song samples to those preview pages (check it out). Just as you do in the store, you can hear any track’s sample by clicking the small “Play” button that appears when you mouse over its name.

There has been speculation about the future of a streaming-based version of iTunes since Apple bought Lala in November. The Wall Street Journal recently reported that LaLa executives have been given key roles at Apple, and that members of the existing iTunes team will report to them. While playing with the new previews today, we explored the page’s source for any hints of Lala, but found nothing. However, we did come across something interesting. Turns out you can easily turn any 30-second preview into an iPhone-compatible ringtone, and you don’t even need GarageBand.

First, find a snippet you’re interested in. Then view the page’s source. Scroll down until you see something that starts:

    audio-preview-url=”http://a1.phobos.apple.com/us/r1000/016/Music/3a/7b/83/mzm.ekrigiqi.aac.p.m4a”

Copy the URL (minus the quotes) and paste it into Safari’s Downloads window. You’ll get a file with a name similar to:

    “/mzm.ekrigiqi.aac.p.m4a”

Now, replace “.aac.p.m4a” with “.m4r,” drop it into iTunes and sync. You’ve got a new ringtone! Of course, you can’t choose the 30 seconds you hear, and that use probably isn’t intended by Apple. But if the preview happens to be what you want, there you go.

  • NYC Landlords Hit By Rent Decline Worse Than 9/11

    newyorkskyline tbi

Rents for apartments in New York City fell by 5.6 percent in 2009, the worst year for landlords on record. The prior record was held by 2002, when the city was reeling from the September 11th attacks.

Vacancy rates slipped a bit, falling 0.10 percent to just 2.9 percent, according to data compiled by the real estate research company Reis Inc.

This seems to indicate that the market for rental apartments in New York may be hitting an equilibrium after years in which landlords held out for higher rents at the cost of increasing vacancies.

The decline in vacancies, however, was largely confined to Manhattan, where prices are higher and likely boosted by the recovery on Wall Street. The areas my native Queens friend calls “the our boroughs”—Brooklyn, Queens and the Bronx—are still seeing rising vacancies.

Close to 60 percent of all rental buildings in New York lowered their rents from the third quarter.

Bad news for landlords is good news for renters. From a renter’s perspective, this has been the best year on record. Now might be a very good time to give your landlord a call and talk about getting your rent reduced.
