  • Front license plate bill dies in committee

    SPRINGFIELD — A proposed law that would have removed the front license plates on Illinois cars and trucks failed an early test Tuesday.

    A House committee voted 4-2 against the measure, which would require drivers have just one plate in the rear of their vehicle.

    State Rep. Jerry Mitchell, R-Sterling, sponsored the measure and said it would save the state $800,000.

    Law enforcement officials across the state, including the Illinois State Police and the Illinois Sheriff’s Association, were opposed to the measure.

    The Illinois Secretary of State’s Office, which oversees license plate assignments and distribution, also opposed the proposal.

    “The front license plate plays a crucial role in being able to apprehend an individual that is wanted for a crime,” said Limey Nargelenas, director for the Illinois Association of Chiefs of Police.

    Mitchell contended, however, that the savings could lead to less layoffs being issued in Illinois, including in the state police department.

    “It could definitely save jobs with the state police or even with the secretary of state,” Mitchell said. “If you can’t find $800,000 somewhere else and you have that hole in the budget, something has got to go.”

    Nineteen states do not require a front license plate, including Indiana and Michigan.

    Mitchell said he is going to talk to committee members and may bring up the measure again later in the legislative session.

    The legislation is House Bill 4888.

  • Senate prepares for confirmation vote on Illinois State Police director

    SPRINGFIELD — More than 10 months after Gov. Pat Quinn appointed Jonathon Monken to lead the Illinois State Police, the state Senate has yet to approve the pick.

    While Monken has been on the job since his appointment in March, lawmakers didn’t start the process of formally confirming him until this week. A vote either way could come in the next few weeks.

    Monken is a U.S. Military Academy graduate who served in Iraq, but before being appointed, he had no police experience.

    That led to some lawmakers’ hesitancy to confirm him as leader of the state police last year. Some now say Monken has performed well and concern has lessened.

    Any shifting opinions are no guarantee that Monken will be confirmed, though, as some lawmakers maintain at least some hesitation.

    State Sen. Dave Luechtefeld, R-Okawville, said feedback from troopers has shifted, but he can’t yet promise a vote for him.

    “At first, it was negative,” Luechtefeld said. “And of late, it’s been positive.”

    State Sen. Dan Rutherford, R-Chenoa, said he had no problem with Monken from the beginning: “I’m impressed with him.”

    Since being appointed, Monken has gone through weapons, hazardous material and first responder training that are standard for all officers, state police spokesman Scott Compton said.

    Monken also had to testify recently at a hearing about Quinn’s interest in purchasing Thomson Correctional Center from the federal government to house terrorism suspects.

    “I’m glad that he has taken more classes,” said state Sen. Tony Munoz, D-Chicago. Munoz leads the committee that handles Quinn’s appointments.

    State Sen. John Millner, a Carol Stream Republican and former police chief on the same committee, said he was pleased by Monken’s progress but wouldn’t commit to voting for him until he learned more.

  • Reward offered in businessman’s murder

    A $10,000 reward is being offered for information leading to an arrest after the December murder of a north suburban currency exchange owner found shot to death inside a trunk near his Northwest Side store.

    Brian Choi, 55, of 224 Heather Lane in Wilmette, was found dead with multiple gunshot wounds in the trunk of his car in the 5100 block of North St. Louis Avenue on Dec. 30, 2009, police said.

    Choi was the owner of a currency exchange at the corner of North St. Louis and West Foster avenues, according to police, who said his daughter called police after he didn’t come home.

    Police speculated Choi was murdered before or after an apparent robbery at his currency exchange. He had been working at the store when it was held up by three men in their 20s on July 27, 2000, according to a release from the Community Currency Exchange Assn.

    The association is offering the $10,000 reward for anyone who can provide police with information leading to an arrest.

    Anyone with information should call Grand Central Area detectives at (312) 746-8282.

  • Woman found dead from blunt trauma

    FOX RIVER GROVE –- Fox River Grove Police are investigating the death of a 52-year-old woman found this morning, apparently killed by blunt trauma.

    The name of the victim, who was found in the 100 block of Gladys Avenue about 8:12 a.m., has not been released pending family notification.

    The investigation is ongoing with assistance from the McHenry County Major Investigation Assistance Team, as well as the McHenry County Sheriff’s Office. Police are expected to release additional information after 5 p.m. today.

  • Closing locks for carp would shut out tour boats, water taxis

    CHICAGO — For many tourists, a trip to Chicago isn’t complete without seeing the city’s architectural landmarks from a cruise on the Chicago River.

    Now the U.S. Army Corps of Engineers says a “potential scenario” would close the river to boats as part of the fight against Asian carp.

    No architectural cruises?  No water taxis on the Chicago River?

    The president of Shoreline Sightseeing, Chip Collopy, says he’s worried about the trial balloon floated a few days ago by the U.S. Army Corps of Engineers which could involve closing the river to traffic while the locks are closed – as part of carp eradication efforts.

    “The architectural tours are becoming sort of a must-do thing when you come to the city.  And there’s a number of different companies that offer this. We would all be in real serious shape if we weren’t allowed to do business this summer.”

    Shoreline Sightseeing has been in business since 1939.

    “Seventy percent of our income comes in in eight weeks – the last week of June until Aug. 15.  That’s when we make our living.

    “If we were closed for half of that, what is that?  Thirty-five percent that we would lose,” says Collopy

    A spokeswoman for the Corps of Engineers says shutting down the river to navigation is just a “potential scenario” at this point.

  • Huge rally and protests mark Iran revolution

    TEHRAN, Iran — Hundreds of thousands of Iranians massed Thursday in central Tehran to mark the anniversary of the revolution that created the country’s Islamic republic, while a heavy security force fanned out across the city and moved quickly to snuff out opposition counterprotests.

    Police clashed with protesters in several sites around Tehran, firing tear gas to disperse them and paintballs to mark them for arrest. Gangs of hard-liners also attacked senior opposition figures as they tried to attend the rallies — including the wife of the head of the reform movement.

    Plainclothes Basiji militiamen beat 65-year-old Zahra Rahnavard with clubs on her head and back until her supporters formed a human ring around her and whisked her away, according to the Web site of her husband, Mir Hossein Mousavi.

    The celebrations marking the revolution’s 31st anniversary were an opportunity for Iran’s clerical regime to tout its power in the face of the opposition movement, which has managed to keep up periodic street protests since the disputed June presidential elections despite a fierce crackdown.

    The opposition turnout was dwarfed by the huge crowd at the state-run celebrations. Many were bused in to central Azadi, or Freedom, Square to hear an address by President Mahmoud Ahmadinejad, who proclaimed a new success in Iran’s uranium enrichment program and dismissed new U.S. sanctions.

    And the massive security clampdown appeared to succeed in preventing protesters from converging into a cohesive demonstrations. Large numbers of riot police, members of the Revolutionary Guard and Basij militiamen, some on motorcycles, deployed in back streets near key squares and major avenues in the capital to move against protesters.

    Opposition Web sites spoke of groups of protesters in the hundreds, compared to much larger crowds in past demonstrations

    One protester told The Associated Press she had tried to join the demonstrations but soon left in disappointment. “There were 300 of us, maximum 500. Against 10,000 people,” she told an AP reporter outside Iran. She said there were few clashes.

    “It means they won and we lost. They defeated us. They were able to gather so many people,” she said. “But this doesn’t mean we have been defeated for good. It’s a defeat for now, today. We need time to regroup.”

    Another protester insisted the opposition had come out in significant numbers, but “the problem was that we were not able to gather in one place because they (security forces) were very violent.”

    Both spoke on condition of anonymity for fear of retaliation by authorities, who have jailed protesters for talking to foreign media.

    Authorities banned foreign media in Iran from covering the pro-reform protests, while allowing them to cover the official anniversary ceremonies, including Ahmadinejad’s speech, but there is a ban on covering opposition protests. Tehran residents also reported Internet speeds dropping dramatically and e-mail services such as Gmail being blocked in a common government tactic to foil opposition attempts to organize.

    Thousands upon thousands marched along the city’s broad avenues toward Azadi Square to celebrate the anniversary of the 1979 Islamic Revolution, according to footage on state TV. There, the massive crowds waved Iranian flags and carried pictures of Ayatollah Ruhollah Khomeini, the founder of the Islamic state, and his successor as supreme leader, Ayatollah Ali Khamenei.

    State buses ferried many to the square. State media touted the turnout as a show of support for the government — though to an extent, celebrations for the revolution cross partisan lines, and many Iranians who oppose Ahmadinejad but support the clerical leadership turn out annually. Among those attending was influential former president Akbar Hashemi Rafsanjani, an opposition supporter.

    In his nationally televised address in the square, Ahmadinejad proclaimed that Iran has produced its first batch of uranium enriched to a higher level, 20 percent — and boasted that Iranian scientists are capable of going even further, to 80 percent. “But we don’t … because we don’t need it,” he said.

    A day after Washington announced new sanctions on Iran over its nuclear program, Ahmadinejad vowed “the Iranian nation will never give in to bullying and illogical remarks.

    He repeated Iran’s stance that it is not building a nuclear weapon and does not intend to do so, adding, “If we wanted to manufacture a bomb, we would announce it.”

    Iran’s move to further enrich uranium — from around 3 percent purity to 20 percent — has drawn sharp criticism from the United States and its allies, which accuse Tehran of seeking to develop a nuclear bomb. Uranium enriched to 90 percent can be used to build a warhead.

    Ahmadinejad made no mention in his speech of Iran’s political turmoil.

    For days ahead of the anniversary celebrations, anti-government Web sites and blogs have called for a major turnout in counterprotests. Groups of opposition protesters gathered Thursday in several locations around Tehran, wearing green clothes and waving green balloons — the opposition’s signature color.

    Security forces fired tear gas to disperse a group of protesters who were trying to march toward Azadi Square as they chanted “death to the dictator,” the opposition Web site Kaleme said, reporting an unknown number of arrests. Police and Basijis on motorbikes swept toward central Tehran, where protesters and security forces clashed in several locations, it reported.

    The heaviest violence appeared to be in Sadeqieh Square, about a half-mile (one kilometer) from the anniversary rally, where riot police fired paint-filled balls at hundreds of protesters chanting opposition slogans, witnesses said. The witnesses spoke on condition of anonymity for fear of retribution from authorities.

    The assault on Mousavi’s wife took place in the square, and government supporters also blocked Mousavi himself from joining the protests, his Web site said.

    Hard-liners also attacked the convoy of another senior opposition leader, Mahdi Karroubi, as he headed to the square, his son Hossein Karroubi told The Associated Press. The attackers smashed the windows of his car, forcing him to turn back from joining the protests, he said.

    Security forces also briefly detained Khomeini’s granddaughter and her husband, who are both senior pro-reform politicians, according to the couple’s son, Ali.

    The granddaughter, Zahra Eshraghi, and her husband Mohammad Reza Khatami, who is the brother of a former pro-reform president, were held for less than an hour before being released, their son told the AP.

    The opposition claims that Ahmadinejad’s victory in the June 12 election was fraudulent and that the true winner was pro-reform leader Mir Hossein Mousavi. Hundreds of thousands marched in the streets against the government in the weeks after the vote, prompting a massive wave of arrests.

    Nevertheless, the opposition has succeeded in continuing to hold regular protests, often timing them to coincide with days of important political or religious significance in attempts to embarrass authorities. The tone of the rallies has shifted from outrage over Ahmadinejad’s re-election to wider calls against the entire Islamic system, including Khamenei.

    Tensions have mounted further since the last large-scale marches, in late December, which brought the most violent battles with security riots in months. At least eight people were killed in clashes between protesters and police, and security forces have intensified arrests in the weeks since.

    In January, two people who were put on trial alongside opposition politicians and protesters were executed for allegedly plotting to overthrow the state. Authorities have announced that 10 other opposition supporters have also been sentenced to death — a move many believe was aimed at intimidating protesters.

  • Judge rules LIDAR speeding tickets valid

    Drivers caught speeding in Cook County will no longer be able to get out of some speeding tickets.

    Wednesday, a judge ruled that tickets issued by LIDAR speed detectors are legal.

    The LIDAR speed detector is like a radar gun, but uses a laser to track speeds instead of radio waves.

    The laser guns had not been tested in court, so over the last year many people got out of their tickets.

  • Report: Next-Generation Honda Ridgeline coming for 2011 model year

    The last few years have been unkind to the Honda Ridgeline. Higher fuel prices have made trucks less appealing in general, but at five years old, the Ridgeline is also nearing the end of its lifecycle. Honda’s sales of its first-ever truck dipped more than 50 percent compared to 2008, and a revision will be necessary to boost sales over the next few years.

    According to PickupTrucks.com, that new model could be coming soon – very soon. The second generation Ridgeline is scheduled to debut for the 2011 model year and will have a host of improvements, including better fuel economy, a more aerodynamic design and less weight. There’s no official word on when the 2011 Ridgeline will make its debut, but we shouldn’t have too long to wait.

  • Obama report: 95,000 jobs to come each month

    WASHINGTON — The United States is likely to average 95,000 more jobs each month this year, while personal savings will remain high as credit remains tight, according to a White House report released Thursday.

    The Council of Economic Advisers also trumpeted the $787 billion economic stimulus package, which it said has saved or created about 2 million jobs.

    In a message to Congress, President Barack Obama pointed out that the economy he inherited was losing 700,000 jobs each month.

    “I can report that over the past year, this work has begun. In the coming year, this work continues,” Obama said in a letter he sent to the Capitol attached to his economic update to lawmakers. “But to understand where we must go in the next year and beyond, it is important to remember where we began one year ago.”

    Casting its first year as positive, the administration’s 462-page report served as a summary of its logic and a pitch for Obama’s future agenda.

    Recognizing voters were likely to hold Obama to account for the economy, the White House team cast blame on their predecessors and unpopular Wall Street bankers.

    “I think there’s just no way to understate how huge the economic challenges facing the country have been this past year,” said Christina Romer, head the Council of Economic Advisers. “So everything obviously from the financial crisis, the terrible recession, but the longer-run problems – the stagnating middle-class incomes, soaring health care costs, the failure to invest in education, innovation, clean energy – we certainly inherited an economy with a number of economic problems.”

    It’s not clear whether the it-didn’t-break-on-my-watch message would resonate with voters. Republicans were quick to describe the document as propaganda masquerading as governing.

    “The Obama administration’s report is full of blame for the policies of years past, praise for its own failed policies of the past year and promises about their ideological agenda to grow government,” said Republican House Whip Eric Cantor of Virginia.

    “Instead of praising themselves and blaming others, a greater focus on small businesses and smart solutions to reduce uncertainty and create jobs would be welcomed and is long overdue,” Cantor said.

    Indeed, even adding an average of 95,000 jobs each month, unemployment is likely to remain around 10 percent through this year and not fall below 6 percent until 2015. And while Americans are likely to save more for big-ticket items such as homes or cars, it means a slower recovery for a nation that has lost 8.4 million net jobs since this recession began in December 2007.

    Obama’s economic report predicts the economy could grow at a rate of 2.5 percent, in line with what the administration’s economists predicted last year.

    Mark Zandi, founder of Moody’s Economy.com and a frequent adviser to lawmakers, said the White House economic projections track his own. A jobs bill worth $100 billion to $150 billion, he said, would accelerate a decrease in unemployment.

    That also lines up with a bipartisan Senate proposal that promises to add 80,000 to 180,000 jobs over a year.

    “If we go back into recession it will be very difficult to get out of it,” said Zandi, who advised Obama’s rival, John McCain, in the 2008 presidential election.

    It will be even tougher if Americans continue to save at high rates – somewhere in the 4 percent to 7 percent range – as the White House report predicts they will until the financial services sector eases lending.

    The report put it more bluntly: “A full economic recovery is unlikely until and unless the financial system is repaired.”

    That pressures Congress to take action on the regulatory changes Obama has pushed to address weaknesses in the financial system that led to the 2008 financial crisis.

    The legislation aims to increase consumer protections on loans and credit cards, add restrictions to previously unregulated financial products and find ways to dismantle failing firms without resorting to taxpayer bailouts.

    The big news yesterday in the mortgage bond ranks that involved “big money” was the announcement by Fannie and Freddie that they will buy out loans from their guarantee books that are 120-days or more (4 months) delinquent. Both firms noted that accounting changes brought about by FAS 166/167 had made it more economical for them to do so, rather than advance guarantee payments to the security holders. Analysts with minds far brighter than mine believe that we will see a substantial surge in prepayments. There are, however, some key differences in the timeline between the two agencies’ programs. Freddie Mac expects to purchase “substantially all” of its 120-day+ delinquent loans by the March prepayment report, which should subsequently lead to a one-time surge in Freddie Mac prepayments, and huge prepayments for the more, uh, “credit-impaired” pools.
    Fannie, which is still a different entity than Freddie, expects to begin its loan repurchase program by the April prepayment report, and expects to remove most of its seriously delinquent loan pipeline over the next few months. Therefore Fannie should not show a big rise in prepayments until the April report. Overall, however, many feel that the news is a little overdone.

    The purchases, which begin next month, will not affect Fannie Mae’s foreclosure prevention activities including their Making Home Affordable Program. And, in theory, due to the accounting change, the cost of purchasing most delinquent loans from MBS and holding them in portfolio will be less than the cost of advancing delinquent payments to security holders. As of December 31, 2009, the total dollar volume of all four or more month delinquent loans in single-family MBS trusts was approximately $127 billion, of which $82 billion backed outstanding 30-year, single-family amortizing fixed-rate MBS.     What does any of this mean to Joe Loan Agent, dealing with GFE, investor, appraisal, and volume issues? Well, basically, not much directly. Investors and mortgage traders can use the expected buyouts possibly arbitrage or hold different pools at different times. The first spike in prepays for Fannie coming April 6th (Freddie March 4th), Fannie will phase in buyouts over 3-4 months vs. Freddie’s big spike in the first month, but overall Fannie’s delinquency rates are higher than Freddie’s, and there is more volume with Fannie.

    Fed Chairman Bernanke’s testimony, which addresses concerns about the end of the purchases of $1.25 trillion of agency MBS and about $175 billion of agency debt securities at the end of March, was read yesterday. In the statement, Bernanke said the interest rate paid to banks on excess reserves held at the Fed (currently over $1 trillion!) may, for a time, replace the Fed funds rate as the main operating target for policy. Raising the rate would give banks an incentive to park more funds at the Fed instead of lending it out to companies or households, which would slow things down should it come to that. Conversely, reducing the rate, and therefore the quantity of reserves, could put more money out into the system. The Fed could also go back to using reverse repurchase agreements (reverse repos), as a means of absorbing reserves from the banking system. In a reverse repo, the Federal Reserve sells a security to a counterparty with an agreement to repurchase the security at some date in the future. “I currently do not anticipate that the Federal Reserve will sell any of its security holdings in the near term, at least until after policy tightening has gotten under way and the economy is clearly in a sustainable recovery. However, to help reduce the size of our balance sheet and the quantity of reserves, we are allowing agency debt and MBS to run off as they mature or are prepaid.”

    Slashdot points us to the news that South Carolina has a new law requiring every member “subversive groups” to register with the government or face up to $25,000 in fines and a ten year prison sentence. Seriously:


    “every member of a subversive organization, or an organization subject to foreign control, every foreign agent and every person who advocates, teaches, advises or practices the duty, necessity or propriety of controlling, conducting, seizing or overthrowing the government of the United States … shall register with the Secretary of State.”

    Oh, and it will cost you $5 to let the state government know you’re a terrorist wannabe.

    Now, of course, it’s already illegal to plot against the US government, so this law doesn’t add anything, other than something else to throw at anyone arrested for being “subversive.” Prosecutors can also point out that they “failed to register.”

    “NIGHTLINE” TIES “LETTERMAN” IN A18-49 RATING

    ABC News “Nightline” placed second among Adults 25-54, Adults 18-49, and Total Viewers for the week of February 1, 2010, according to Nielsen Media Research. “Nightline” also tied CBS’ “Late Show with David Letterman” in the A18-49 rating (1.1).  Additionally, “Nightline” continues to experience growth. Among Total Viewers, “Nightline” posted 4.04 million, increasing +9% compared to the same week last year while NBC’s “Tonight Show with Conan O’Brien” in comparison decreased -59%. Week to week, “Nightline” increased +3% among Total Viewers.

    Among Adults 25-54, "Nightline" posted its best delivery in over a year. “Nightline” averaged 1.78 million (1.4 rating), increasing +9% compared to the same week last year, while “The Tonight Show” declined -43%. Week to week, “Nightline” increased +16% among both A25-54 and A18-49.

     “Nightline” outperformed “The Tonight Show” thirty-two of the last thirty-three weeks among Total Viewers. Season to date, “Nightline” has outperformed “The Tonight Show” among A25-54 sixteen times.  “Nightline” is solidly in second place season to date among Total Viewers and Adults 25-54.

    Renault has certainly been keeping busy. In addition to restructuring its F1 team to come back with a fresh design for 2010, the French automaker has recently unveiled an innovative new Megane coupe-convertible, the equally interesting Wind roadster and a slew of new panel vans. All the while, Renault is celebrating the 20th anniversary of its bread-and-butter model, the Clio.

    Over the years, Renault has sold a staggering 10 million units of the Clio, putting it on par with the Mercedes-Benz E-Class and Toyota Camry as the 20th top-selling car of all time, but in a shorter timeframe. To kick off the festivities, Renault has released special edition versions of the Clio hatchback (both three- and five-door configurations), Clio wagon and Clio RS hot hatch.

    All the 20th anniversary Clios get a mouthful of black trim and, of course, the requisite special badging. The hatch and wagon can be ordered in a variety of color combinations, while the RS special comes exclusively in two-tone white and black, complimented by 17-inch BeBop wheels. Equipment levels depend on the market, with orders already taken in France ahead of other European markets starting next month. Pricing starts at €14,350 (just shy of twenty grand in Benjamins), with the Clio RS 20th commanding €24,700 (about $34k USD).   • New gas warning device for CO2

    Witt, the gas technology specialist, has launched ‘RLA 100′ a new, low gas warning device to measure concentrations of carbon dioxide (CO2) in ambient air.

    It offers protection against the health hazards of this colourless and odourless gas, often found and used in the food industry, beverage industry, metalworking and fabrication industries, chemical processing and waste management.The “RLA 100” is supplied as two components with the compact gas detector being placed within the hazard area and the signalling unit located outside. Basically, if the adjustable CO2 alarm limit is exceeded, the device gives an audible and visual alarm.

    If necessary, additional devices can be controlled, e.g. extraction units can be started or machinery can be stopped by means of a potential-free contact.Even small amounts of carbon dioxide can have an influence on the human organism, a concentration of 0.3% in ambient air can be harmful to health. A ratio of 5% can cause headaches and dizziness and 8% or more can lead to unconsciousness or even death.
