  • LAPD Officers Reassigned to Area Commands

    Los Angeles:  As part of his ongoing commitment to prioritize the Department's core function, patrol, Los Angeles Police Department Chief Charlie Beck announced that on March 28, 2010, an additional 176 sworn personnel will be reassigned to Area commands. 

    Chief of Police Charlie Beck said, "I am extremely proud of the work that these men and women have been doing in their previous assignments; however, the critical staffing needs at the Area level must remain my top priority."  He added, "Area captains must be properly resourced and then held accountable for crime reduction.  When this second wave takes effect, I will have redeployed well over 300 experienced officers from specialized assignments to Area commands."
     
    In early January, Chief Beck disbanded the Crime Reduction and Enforcement of Warrants or "CREW" Task Force, accounting for 138 sworn personnel returned to patrol duties at that time. 

    Commander Jorge Villegas, who administers the deployment formula for the Department said, "All of the 176 sworn personnel to be redeployed in this second wave are currently assigned to specialized divisions within the Office of Special Operations.  Because they are the two largest of the ten specialized divisions affected, Metropolitan Division and Gang and Narcotic Division will account for nearly half of the 176 sworn personnel to be returned to Area commands." 

    Commander Villegas added, "Even in better budgetary times, deployment of officers is a never ending process.  At least four times a year, we conduct a comprehensive evaluation of police deployment Citywide and other adjustments can happen as frequently as every 28 days."  In deciding where the redeployed officers should be assigned, Chief Beck acts on recommendations which are based on actual crime statistics and seasonal crime trends.

    As a result of the second redeployment, Operations-Central Bureau will gain an additional 40 sworn personnel; Operations-South Bureau will gain an additional 50 sworn personnel; Operations-West Bureau will gain an additional 37 sworn personnel; and Operations-Valley Bureau will gain and additional 49 sworn personnel.

  • Man Killed by Gunfire, Standing in his Front Yard

    Los Angeles. A man standing in his front yard with friends and family was gunned down late Monday night.

    On March 15, 2010, at around 11:30 p.m., Jorge Rueda, a resident of Pacoima, was enjoying a small get together at his residence in the 11400 block of Magee Avenue.  As the attendees congregated in the front yard the suspect fired into the group from some distance away, striking Rueda. 

    He was transported to a local hospital where he died a short time later.  Detectives do not believe there is a gang connection to this shooting and they have no apparent motive for it.

  • Police Looking for North Hollywood Sexual Assault Suspect

    Los Angeles. On March 11, 2010, around 12:45 a.m., a 37-year-old woman was sexually assaulted in a North Hollywood parking lot.

    The incident began when an unidentified suspect started following the victim for several blocks as she walked down Lankershim Boulevard.  After finally catching up with her in the 6900 block of Lankershim Boulevard, he grabbed her arm by force and led her to a nearby parking lot where he ordered her to undress.  After sexually assaulting her, he left the area on foot and was last seen in the vicinity of Lankershim Boulevard and Hart Street.

    The suspect is described as a Hispanic male, 24-26 years of age with curly or wavy shoulder- length hair.  He stands about 5 feet 6 inches tall and weighs about 120 pounds.

  • Bike Thief Bites the Dust

    Los Angeles.  Los Angeles detectives caught a 28-year-old man during a stolen-bike sting, near 9th Street and Hope Street last Friday afternoon, March 12, 2010.

    "It seems there is no shortage of bike thieves downtown," said Lt. Paul Vernon, commanding officer of the Central Detective Division.  "With overall crime down 18% from last year, we have more opportunity to recognize this trend in bicycle theft and then work the problem."  Bicycle theft rose 60% downtown in  2009, and 19% across the city.

    After a bicyclist reported his bike stolen two weeks ago from in front of the Ralphs supermarket on 9th Street, detectives decided to leave one of their own bicycles, unlocked against the bike rack.  "The detectives eyed a potential suspect right away," said Lt. Vernon.  "He was loitering around the coffee shop, talking to another man."

    An undercover detective left the bike and walked away.  The six-foot tall suspect walked up and rode it away, in plain view of dozens of coffee drinkers and pedestrians.  "Most of the people had no idea what was happening as they saw the detectives pile out of a car and give chase," Lt. Vernon explained.

    Chasing after the stolen bike, one quick detective was able to kick the wheel. "Apparently, the thief hit his front break too hard which brought the rear wheel over the front," Vernon added.  "Obviously, he's not a skilled rider."

    Matthew Mark Mellish was not seriously injured from the crash.  Detectives arrested him on a felony charge for committing a petty theft with a prior conviction.  "To make that charge, this man had to have served at least one day in jail for another theft," Vernon explained.  "This was no impulsive act.  He's a grown man with a drug habit that he wants to support on the backs of local bicyclists."  Mellish's bail was set at $20,000.

    Friday's sting was only one arrest in over half a dozen conducted by undercover detectives downtown this year to address robberies and bike thefts.

    "The best thing about this arrest," Vernon added, "was all the onlookers high-fiving the detectives after the arrest.  Being a bike thief downtown won't win you any friends."

    Detectives want to remind all bicyclists:
    •Lock your bike with a quality lock, when left in public
    •Limit the amount of time you leave your bike unattended, even if it’s locked
    •Anchor your bike to a secure fixture
    •Be aware of bike racks that may have been tampered with.  Stickers placed over cut areas might be an indicator that the rack has been compromised
    •Report any crime tips to Crimestoppers or your local police station

  • Recognition Day 2010

    118 LAPD Officers were honored on Monday 15, 2010, during the 30th Annual Recognition Day Awards
    Ceremony. The event took place at the Ronald F. Deaton Civic Auditorium at the Police Administration Building.  The auditorium was filled with Department Command Staff, family, friends and fellow Officers. Each individual recipients was awarded a medal for distinguishing himself by performing acts of bravery and heroism, saving or preservation of human life, exceptional performance of duty and outstanding service.

    Chief Charlie Beck presented the awards and shook the hand of every single Officer who proudly walked the stage.  “This is a great day for the Los Angeles Police Department, I am immensely proud of you, it is an honor to be your Chief and represent all of you.” Chief Beck stated. He emphasized that material things is not what’s important. What is important is the work that Officers do every day,  “Everyone that wears this uniform, everyone that gets in the police cars every day, that is the grace and beauty of this profession.”

    Most of the medals awarded were for rescuing victims in life and death situations. The heroic acts varied from rescuing victims from burning buildings and vehicles, to saving a thirteen year old boy from drowning at a local beach by an off duty Officer. The Different medals awarded included the Police Medal, Police Star, Police Life Saving Medal, and Police Meritorious Service Medal.

  • Four Suspects Sought in Store Robbery NR10121ah

    Los Angeles: Los Angeles Police Department Northeast Division detectives are looking for four people who robbed the L.A. Smoke Shop at 4968 Hollywood Boulevard on Mar. 7.

    Surveillance tape showed a woman entering the store first, posing as a customer.  The woman then left the store and drove off in a light-blue van.  Shortly after, three men carrying handguns walked into the store and demanded money from the store clerk.  The trio left the store with an undisclosed amount of money and fled in the getaway van driven by the female. The clerk was not hurt.

    The female bandit is described as African American, between 16-18 years of age.  She stands between 5 feet 3 inches to5 feet 5 inches tall and weighs approximately 120 pounds.  She has long black hair pulled back in a ponytail and was last seen wearing a pair of blue jeans, a white short-sleeve shirt and white shoes.

    The three men are also described as African American in their 30s.  They stood between 5 feet 10 inches to 6 feet tall, weighed between 170-180 pounds and were last seen wearing dark jeans and hooded jackets.

  • LAPD Vice Officers Investigate Lewd Conduct

    Los Angeles:  Los Angeles Police Department Northeast Division vice officers are investigating ongoing acts of lewd conduct in the form of public sexual encounters that are occurring in Elysian Park, Griffith Park and Sycamore Grove Park in northeast Los Angeles.  

    Though this activity has been occurring for many years, LAPD officers are especially concerned about a recent trend in which participants are targeted for robbery and assault by local gang members.  Numerous complaints from people utilizing the parks for jogging, picnics, bicycling and similar activities are also a contributing factor.   

    Another matter is the appearance that many of those arrested are engaged in unsafe sexual practices, which increase the risk of spreading sexually transmitted diseases.  Many participants have been arrested frequently for the same activity and claim to be married and heterosexual.  

    Over 90 arrests have been made in the Northeast Division in a 12-month period but the problem continues to occur.  Through increased investigations and warnings of physical risks to participants, officers hope to curtail these activities.

  • Home Invasion Robbery near UCLA Campus

    Los Angeles:Several former and current students at UCLA were the victims of a HomeInvasion Robbery early this morning.  The Los Angeles Police DepartmentWest Los Angeles Area Detectives are asking for the public’s help inidentifying the suspect(s) who were involved.

    Today, at around 12:30 a.m., three suspects entered a residence in the500 block of Midvale Avenue.  The suspects were armed with a largeknife, a shotgun and tied the victims with items obtained inside theresidence.

    The suspects took cash, items and fled from the location in an unknown direction.  

    First suspect and second suspect are described as male, Asians in their early 20’s.

    Third suspect is described as a male, Black in his early 20’s.

  • Luxury Hotel Theft Suspect Sought

    Los Angeles:The Los Angeles Police Department (LAPD) Commercial Crimes Division,Burglary Special Section detectives are asking for the public’s help inidentifying a suspect who stole jewelry from a hotel guest room.

    OnMarch 5, 2010, the suspect posed as a hotel employee and entered a FourSeasons Hotel guest room in the 300 block of South Doheny Drive inLAPD’s Wilshire Area where he took $40,000 worth of jewelry from thevictim.  Security video captured the suspect on the hotel’s elevatorprior to the crime.

    Hoping similar incidents can be avoided, detectives are releasing thesurveillance still photo from the hotel to alert other local hotels ofthe suspect’s criminal activity and to encourage them to take everyprecaution.

    The detectives’ investigation is in the preliminary stages, and at thistime they are uncertain if the suspect is the same one linked toseveral downtown hotel theft cases from last year.

  • Do You Know This Man?

    Los Angeles: Los Angeles detectives released the photograph of Jorge Fernandez, 47,out of caution and the potential there may be more young victims withwhom he has had contact.

    Detectivesassigned to the Central Police Station arrested Fernandez on March 5,2010, after he and his wife met with children’s social workers in theMid Wilshire area of Los Angeles.  Fernandez was booked on a charge ofLewd Acts with a Child, and his bail was set at $100,000.

    “We believe the case we are investigating may be just one of severalother crimes against children,” said Lt. Paul Vernon, commandingofficer of the Central Detective Division.  “Fernandez was arrested fora similar act in 2008, and pled guilty to battery and willful crueltyto a child.”

    Last January, a mother and her 13-year-old daughter flew from threestates away into California to report the crime against Fernandez. Three years ago, when the daughter was 10, this mother walked into anoffice at 634 South Spring Street to enroll her daughter in a Mexicancivic program, run by Jorge Fernandez.

    After meeting the young girl, Fernandez and his wife quickly invitedthe 10-year-old to stay overnight at their downtown residence, so thegirl could play with Fernandez’s young daughter.  According to thevictim, now 13, Fernandez fondled the girl on three occasions over thenext several months.  The victim only recently revealed thisinformation during counseling sessions at her new home, out of state.

    “The mother and daughter felt compelled to come all this way to makethis report,” Lt. Vernon added.  “Given the prior similar acts andconviction, as well as Fernandez’s apparent frequent contact withchildren, we thought it prudent to release his photograph to helpidentify other victims.”

    Fernandez is a self-described Hispanic community organizer, involved inthe local, annual Mexican Independence Day parade in Huntington Park. He promotes a self-help improvement service for Hispanics and has beenaffiliated with the Comte Mexicano Civico Patriotico in HuntingtonPark, as well as the Federation de Mexico Unidos, once located onSpring Street in downtown Los Angeles.

    “Much of Fernandez’s organizing efforts dealt with recruiting youngchildren into his civic programs,” Lt. Vernon explained,  “and thatsent up a big flag for us.”

  • Teens Shot While Riding Bikes

    Los Angeles:  LAPD detectives are asking for the public’s help in finding the person(s) responsible for the shooting death of a 15-year-old Pacoima resident.

    On March 8, 2010 at around 6:44 p.m., officers from the Foothill Division responded to a radio call of an “Ambulance Shooting” on the 11200 block of Dronefield Avenue in Pacoima.  When officers arrived they found two male juveniles suffering from gunshot wounds.  The victims were 15 and 16-years-old, their names are being withheld.  Both victims were transported to a local hospital where the 15-year-old died from his wounds.  The 16-year-old was treated and remains hospitalized in stable condition. 

    A subsequent investigation determined that the victims were riding bicycles on Dronefield Avenue when a black vehicle, unknown make or model approached. An unknown male Hispanic suspect in the vehicle fired several rounds striking the victims multiple times.  This case is believed to be gang related, but neither victim has apparent gang ties.  There is no additional suspect information and the weapon is still outstanding.

  • Top Ten Most Wanted Gang Member Arrested

    Los Angeles:An anonymous tip leads Los Angeles Police Department investigators on aten-hour search which resulted in the capture of 27-year-old BrandonDaniels, a Los Angeles top ten most wanted fugitive.   

    In the afternoon hours of Friday, March 5, 2010, an anonymous callerprovided Wilshire homicide detectives with a small but important cluein their attempt to capture murder suspect Brandon Daniels.  Danielshad been implicated in the botched robbery and murder of Noe Gonzalez,an unarmed marijuana clinic security guard in October 2008.

    Detectives developed the clue and responded to multiple locations overa period of ten hours.  At around 1 a.m. on Saturday, Detectives foundDaniels at a residence in the City of Inglewood.  Daniels was capturedwithout further incident and booked at Wilshire Jail on an outstandingmurder warrant.  Daniels is being held without bail.  

    Daniels is the last of four adult suspects to be arrested for murder inthis case.  All of the following suspects are residents of Los Angelesand are held without bail at the Los Angeles County Jail.

  • 47-Year Old Man Missing

    Los Angeles:  The family of Silverio Martinez and the Los Angeles Police Department Missing Persons Unit are asking for the public’s assistance in locating Martinez, who has been missing since January 24, 2010.

    Martinez was last seen on January 24, 2010, at around 1:30 p.m., in the 800 block of 182nd Street in the City of Gardena at a Home Depot Home Improvement store.  Martinez was seen getting into a red Dodge truck with a driver described only as an unknown, adult white male.  Since that time he has not had any contact with his friends or family.

    Martinez is described as a male Hispanic, 5 feet 4 inches tall and weighing 160 pounds.  He has brown hair and brown eyes.  Martinez is also known by the name of Fidel Cisneros.

  • 24-Year-Old Man Missing

    Los Angeles:  The family of Marco Castro and the Los Angeles Police Department are asking for the public’s assistance in locating Castro, who has been missing since February 21, 2010.

    On Saturday, at around 9 p.m., Castro was last seen in the 200 block of West 102nd Street in LAPD’s Southeast Area.  Since that time, he has not returned home or has not been in contact with his family.  Castro’s family is concerned about his mental state and fear for his safety.

    Castro is described as a male Hispanic with brown hair and brown eyes.  He stands about 5 feet 2 inches and weighs approximately 145 pounds.  He was last seen wearing gray shirt, black pants and a white and black jacket.

  • Attempted Robbery Victim Dies From His Injuries

    Los Angeles:  The Los Angeles Police Department Topanga Area detectives are asking for the public’s help in identifying a suspect who was involved Thursday night in an attempted robbery in the Canoga Park Area.

    At around 8 p.m., officers responded to a report of a traffic collision in the 20600 block of Sherman Way.  Officers discovered a man lying unconscious in the roadway.  The man was later identified as 18-year-old Miguel Alvarenga, a San Fernando Valley resident.

    Alvarenga was treated at scene by responding paramedics and transported to a local hospital in critical condition.

    Officers established that Alvarenga had been approached by a suspect on a bicycle who attempted to rob him.  Alvarenga attempted to run away from the suspect and was struck by a passing car.  The suspect on the bicycle left in an unknown direction and has not yet been identified.

    On Friday, Alvarenga died from his injuries.  The suspect is described only as a male Hispanic.

  • 13-Year-Old Girl Becomes Victim of Online Predator

    Los Angeles: An adolescent girl who befriended a 35-year-old man on the popular social network, MySpace, was enticed away from school and taken to a location where she was sexually assaulted.

    On Thursday, March 4, 2010, at around 6 p.m., the victim’s mother went to Harbor Area Police Station to report her daughter missing.  She stated that around 1:45 p.m. she had gone to a local Middle School to pick up her daughter, but her daughter never came out of the school.  After searching on her own for several hours, the mother went to Harbor Area Police Station to make a Missing Person’s police report.

    During the investigation it was discovered that the victim had been communicating with the suspect, Samuel Francisco of Los Angeles, on MySpace.  It was learned that Francisco had picked the victim up from school on Friday afternoon and taken her to his residence in the 500 block of East 36th Street.

    That is where Detectives from the Los Angeles Police Department’s (LAPD) Internet Crimes Against Children Unit, Major Crimes Detectives, Secret Service Agents and Immigration Custom Enforcement Officers located Francisco and rescued the child.  Francisco was taken into custody and booked for Kidnap, with additional charges expected to be filed.  He is currently being held on $500,000 bail.

  • Two Suspects Sought In Murder of 26-Year-Old Man

    Los Angeles:  The Los Angeles Police Department Olympic Area detectives are asking for the public’s help in identifying the suspects who were involved yesterday evening in a shooting in the City of Los Angeles.

    At around 5:15 p.m., yesterday evening LAPD Olympic Area officers responded to a radio call in the 900 block of Westmoreland Avenue.  Officers discovered the victim, 26-year-old Sergio Hernandez with a gunshot wound to the head.

    According to detectives, Hernandez was using the payphone when the suspect approached and shot him.  The suspect left in an awaiting black sedan driven by a get-away driver.  Both suspects left in an unknown direction and have not yet been identified.

    Hernandez was pronounced dead at the scene by responding paramedics.  First suspect is described as a male Hispanic, 18-22 years of age.  Second suspect is described as a male Hispanic, 18-22 years of age.

  • A Mother’s Letter to Her Son Deputy Chief Kenneth Gardner

    March 1st marked the one-year anniversary of the sudden and untimely death of my very dear son and friend, and former Los Angeles Police Department Deputy Chief Kenneth O. Garner.  Nothing is more endearing than to honor a loved one passed and to bestow a purposeful and meaningful tribute to their memory.  Kenny, as he was fondly known by so many, will always be remembered and honored as a man who gave so much to so many and for touching the lives, hearts and souls of literally thousands.  

    Although finding the words to convey my feelings on the first anniversary of my very painful loss is difficult, I reflect on my son’s passing and I think of not how Kenny died but how he lived and the legacy he left with all of us, and I smile and a sense of calm comes over me.  I remember that no matter how long we exist, we have our memories and that Kenny my son you haven’t gone away, because you are forever in all of our hearts and your spirit continues to live on in each of us every day.  Also, although we all continue to mourn your loss, we are comforted in knowing that for one year now you have been seated at the right hand of the supreme chief, “Chief Jesus.”  As I look toward the day when we all shall be reunited with you again, the following phrase brings me comfort:  

    “This day is remembered and quietly kept,
    No words are needed, we shall never forget,
    For those we love don't go away,
    They walk beside us every day.
    Unseen and unheard, but always near,
    So loved, so missed, and so very dear.”

  • Police Commission selects an acting Inspector General

    Los Angeles – In closed session today, the Police Commission selected an Acting Inspector General to serve following the departure of André Birotte, Jr., who has been appointed to post of United States Attorney, District of Central California.  Assistant Inspector General Django Sibley will serve as Acting Inspector General until a new Inspector General is chosen.  In keeping with the method used during the Chief of Police selection process, the Commission has selected an individual for the Acting position who is not applying for the permanent position, ensuring an open and fair process.  

    “Mr. Sibley is a very talented professional with excellent judgment and integrity.  He will serve the City well through this transition period in the Office of the Inspector General,” stated Police Commission President John Mack.

    Django Sibley joined the Office of the Inspector General in 2004 as a Special Investigator and promoted to Assistant Inspector General position in 2007.  He currently oversees the Categorical Use of Force Section.

  • Open Letter from Los Angeles District Attorney Steve Cooley and Los Angeles Police Ch

    This week, the Los Angeles County District Attorney’s Office and theLos Angeles Police Department (LAPD) participated in the CaliforniaHomicide Investigators Association (CHIA) conference in Las Vegas,Nevada.  

    CHIA was formed in 1968 when homicide detectives from Los Angeles andSan Francisco met over dinner to discuss the Zodiac Killerinvestigation. Today, CHIA is the largest organization of homicide anddeath investigation professionals in the United States with over 1,400members that include law enforcement representatives from all over theUnited States and Canada.  

    Each year different law enforcement organizations take turns hostingthe conference.  At this year’s CHIA conference, hosted by the LAPD, amultimedia exhibit called, “Behind the Scenes: The LAPD HomicideExperience,” was created and features homicide evidence from crimes anddeaths that have captured the public's attention.  The teaching exhibitwas opened on Wednesday to the public and thousands of guests havestood in lines for up to two hours to glimpse Los Angeles's history.  

    A number of the exhibits show evidence that was collected duringvarious well-known incidents and they were carefully designed sovisitors would gain a better appreciation for the tragedy of murder andthe difficult jobs law enforcement detectives have in solving oftenvery complicated cases.  Murder is the absolute worst thing one humanbeing can do to another and the displays were designed to provide aunique insight into the sacrifice of victims and their families as wellas the emotional toll murder takes on homicide detectives and theDistrict Attorneys who prosecute the cases. Homicide is by naturehorrific, but the entertainment media often portrays it as sterile andbenign.  When people see the reality of murder, it becomes anunthinkable act.    

    Based on the feedback we have received, it is now clear that a few ofthe items on display have offended some crime victims’ families.  Wehave both been to hundreds of murder scenes in our law enforcementcareer and we have consoled many family members. It was never ourintent to cause grief to victims of crime or their families.  The CHIAexhibit was designed to be educational and to show the public howmurder cases are very carefully investigated.  We never intended tocompound the grief of murder victim’s families, but unfortunately, afew items on display have been interpreted by some people as such, andthat was never our intention. Our organizations strive to bring justiceto homicide victims not to cause sorrow to their families.
