  • Young Woman Missing

    Los Angeles:  The family of 20-year-old Baylee Dovall and the Los Angeles Police Department (LAPD) are asking for the public's assistance in locating Dovall, who has been missing since last week Sunday.

    On February 21, 2010, at around 10 p.m., Dovall had a conversation with her mother on the phone, which is the last contact with any of her family members.  Dovall's last known residence was in the area of 48th or 50th Street and Figueroa.  She is from the Los Angeles area and has also lived in Long Beach.  Dovall was planning a trip to Paris for a model-related photo shoot.  It is unclear whether she actually has left for Paris or not.  Dovall's family is very concerned about her safety.

    Dovall is described as a female Black, 5 feet 9 inches tall and weighing 115 pounds.  She has brown hair and brown eyes.

  • Detectives Investigate Sexual Assault Incident between Two Students

    Los Angeles:  Los Angeles Police Department Harbor Division detectives are investigating a reported sexual assault that occurred at Nathaniel Narbonne High School in Harbor City.

    The alleged assault happened yesterday at the school shortly after 10 a.m. while classes were in session. The students involved were a 15-year-old female and 17-year-old male who were already acquainted.  So far, the investigation has shown the encounter to be an isolated incident between two individuals and not part of a trend or serial-related.  

    The male subject was arrested at the school without incident and is currently being detained on sexual assault charges.  In the near future, the case will be presented to the Long Beach Juvenile District Attorney's Office.  The identities of both subjects are confidential due to their ages.

  • Notes from the March 2, 2010 Weekly Police Commission Meeting

    •Police Commissioner Alan Skobin attended a concert by the Los Angeles Police Concert Band for the USO.  The concert served as a fundraiser for an upcoming East Coast trip by the band.  Commissioner Skobin said it was an honor to participate in the fundraiser.

    •Police Commissioner Robert Saltzman attended the recruit graduation last Friday and noted the small size of the class.  He also met with representatives from the Department of Justice – Civil Rights Unit where they discussed hate crimes among other issues.  Commissioner Saltzman added he attended LEADS training with Professional Standards Bureau staff regarding Bias Policing.  He was very impressed with the quality of the discussion.

    •Chief of Police Charlie Beck informed the Board the current amount of sworn employees is 9,927.  He added there are currently 106 recruits in the academy with a new class of 25 recruits which started Monday.  Chief Beck also said there were 3,149 civilian employees currently in the Department making for a 448 vacancy rate.

    •The Executive Director's report, dated February 24, 2010, relative to the Police Commission Distinguished Service Medal for André Birotte Jr., Inspector General, was approved.  Each Commissioner took some time to tell a small story of time spent together as well as offer well wishes for Mr. Birotte's new position as a United States Attorney.

    •The Department's verbal presentation and discussion relative to the current status of the Digital In-Car Video Camera System field test and the overall status of the entire Operations South Bureau project was given by Police Administrator Maggie Goodrich.  Ms. Goodrich informed the Board they had experienced two problems with the system. The first was synchronizing the time on the in-car systems to show consistency and the other was with the quality of the video.  Both issues have been resolved. Moving forward, Ms. Goodrich said the goals would be to continue testing the Stand Alone System, working with Motor Transport Division to prepare the Southeast Area Senior Lead Officer vehicles for deployment, training the Southeast Area SLO's on the system and deploying the Stand Alone System for field use. It was Ms. Goodrich's hope to have the system deployed to the entire Southeast Area by the end of April.

    •The Department's report, dated February 12, 2010, relative to the Transmittal of the Grant Augmentation Award for the 2008/2009 Paul Coverdell Forensic Science Improvement Program from the California Emergency Management Agency, was approved and transmitted concurrently to the Mayor and City Council.

    •The Department's report, dated February 12, 2010, relative to the Grant Award for 2009 Homeland Security Preparedness Technical Assistance Program (Archangel), was approved and transmitted concurrently to the Mayor and City Council.

    •The Department's report, dated February 9, 2010, relative to the Transmittal of the Grant Application for the 2009 Anti-Human Trafficking Task Force – Recovery Act Program, was approved and transmitted concurrently to the Mayor and City Council.

    •The Department's report, dated February 16, 2010, relative to the Supplemental Police Account Fourth Quarter Report (October through December 2009), was approved and transmitted to the City Council and City Controller. 

    •The Department's report, dated February 12, 2010, relative to the Department's Quarterly Discipline Report, Fourth Quarter 2009, was received.  The Board directed the Office of the Inspector General to submit an analysis of this report along with any appropriate recommendations.

    •The Department's report, dated February 24, 2010, relative to the request to draft ordinance permitting use of T3 devices on public sidewalks, was approved and transmitted to the City Council, Public Safety Committee.

  • Man Found Shot in Apartment

    Los Angeles:  Reports of gunfire lead Rampart Area Officers to a man shot in the head.

    On Monday, March 1, 2010, at around 12 noon, police dispatchers received reports of gunfire at an apartment in the 700 block of South Beacon Street.

    Responding Officers searched the area for evidence of a shooting.  When the officers looked into an open apartment door, they saw a man lying on the floor in a pool of blood.

    The man, later identified as Miguel Pasaye, had apparently been shot in the head.  Paramedics from the Los Angeles Fire Department transported Pasaye to a local hospital where he remains in critical condition.

    Detectives have very little information about the suspects or motive in this crime.  It is believed that Pasaye had been living in the apartment where he was found shot for only a few weeks.  This shooting is believed to be gang related.

  • 63-Year-Old Woman Missing

    Los Angeles: The family of Lola McIntyre and the Los Angeles Police Department(LAPD) are asking for the public’s assistance in locating McIntyre, whohas been missing since this past Monday.

    On February 22, 2010, at around 6:30 p.m., McIntyre was last seen ather residence in the 7300 block of Crenshaw Boulevard in LAPD’s 77thArea.  So far, she has not returned home or has not been in contactwith her family.  Her family is extremely concerned about her welfareand advised that McIntyre may be despondent over a health condition.

    McIntyreis described as a female Black with brown hair and brown eyes.  Shestands about 5 feet 2 inches and weighs approximately 225 pounds.  Shewears glasses and has a “J” tattooed on her left forearm.

  • Armed Robbery Suspect Dressed for Success

    Los Angeles:Los Angeles Police Department Detectives are asking for the public’shelp to identify an armed robbery suspect who appeared to be dressedmore for a job interview, than a robbery.

    On February 5, 2010, at around 7 PM, the suspect walked into a businessin the 3100 block of Pico Boulevard, brandished a handgun and demandedmoney.  Once the clerk opened the register the suspect reached into thecash drawer and took the money out, before running from the location.

    Surveillance video captured the suspect’s image.  He is described as aBlack man, 28-30 years of age, 6 ft., 200 lbs., wearing a gray jacket,red shirt, black tie and pants.  He was well groomed with short hairand trimmed mustache.

  • Gunfire Breaks out at Party, Officer Targeted

    Los Angeles: A party being held at a warehouse in the 1900 block of South LosAngeles Street turned violent early Sunday morning.  Fights andshootings occurred as officers arrived to break up the party, resultingin an Officer Involved Shooting (OIS) and the Attempt Murder of a LosAngeles Police Officer.

    On February 21, 2010, just after midnight, Newton Area Officersresponded to a radio call of a party that had gotten out of control. The party was being held in a warehouse and partygoers were beingcharged to enter.  As officer’s arrived at the location they recognizedthere were a large number of people in attendance, many of whom weregang members.  Additional units were requested to assist in breaking upthe party.

    Among those responding were Police Officer III Guillermo Calleros, 12years, 9 months with the Department, Police Officer II Brendy Ponce, 7years, 2 months with the Department, and Police Officer II Jesus Parra,4 years, 8 months with the Department.  Officers Parra and Calleroswere inside the warehouse dispersing the crowd when they heard shotsbeing fired to the rear of the building.  

    They immediately went through the rear doors where they saw a suspect,later identified as Donald Trotter, 23 years of age, firing asemi-automatic handgun southbound in the alley, prompting both officersto become involved in an OIS.  Trotter ran to a parking lot locatedjust north of the warehouse that was packed with cars.  Trotter thenfired directly at officer Ponce who was situated on the east side ofthe parking lot.  Officers Ponce and Calleros both returned fire.

    Trotter was taken into custody and booked for Attempt Murder of aPolice Officer.  A handgun was recovered from under a car that wasassociated with Trotter, as well as one under the passenger seat of thesame car.

    As the shooting between Ponce, Calleros and Trotter was occurring, asimultaneous shooting was occurring at the south side of the alley near21st Street.  People and vehicles were scrambling to get away from thegunfire.  It was quickly determined that the shooter was a 17-year-oldmale Black whose name is being withheld because he is a juvenile.  Thejuvenile subject had been firing at several of the party attendees.  Hewas arrested for Assault with a Deadly Weapon.  A handgun was recoveredfrom a female partygoer, but is not yet confirmed to be the one used inthe shooting.

    There were no reported injuries from the gunfire.  Force Investigation Division personnel are handling the investigation.

  • Missing Man

    Los Angeles:The Los Angeles Police Department (LAPD) and the family of 31-year-oldBrian Hazen is asking for the public’s help in locating Hazen, who hasbeen missing since last Friday.

    Hazen, who is visiting Los Angeles from Chicago, was last seen on Feb.19, 2010, at around 10:30 a.m. near UCLA in the West Los Angeles area. So far, he has not been in contact with his family, and they are veryconcerned about his unexplained disappearance, especially given thefact that he may be in need of medical assistance.

    Hazen is described as a white male with brown hair and green eyes.  Heis 5 feet 10 inches tall and weighs about 160 pounds.  He has a mediumbuild, light complexion and has Chinese tattoos on his upper left arm.

  • Suspect Resists Arrest

    Los Angeles: On Saturday, February 13, 2010, at around 12:50 p.m., Los Angeles Police Department Wilshire Area patrol officers responded to a radio call of a “battery suspect” at a market located in the 6300 block of West 3rd Street.  When the officers arrived, they met with the market’s security guard who had already taken the suspect, identified as 55-year-old Thomas Stevens, into custody.  The security guard advised the police officers that he had placed Thomas under arrest for battery.   

    Wilshire officers took custody of Stevens and walked him through the parking lot.  Stevens suddenly turned toward the officers and attempted to spit on them.  The officers attempted to hold on to Stevens during his sudden turn, but Stevens fell and struck his head on the ground.   Officers picked up Stevens from the ground, and he then attempted to kick the officers unsuccessfully.

    Stevens was taken to a local hospital where he was treated and subsequently admitted for his injuries.  Stevens was placed under arrest for the initial battery on the security guard and an additional charge for the assault on a police officer.

    The LAPD Force Investigation Division is investigating this incident.

  • Combative Man Hospitalized

    Los Angeles:  On February 13, 2010, at about 8:30 a.m., Los Angeles Police Department Northeast Area officers responded to a radio call from the Los Angeles Fire Department requesting back-up for an uncooperative man at the 3000 block of Asbury Street.  

    When the officers arrived, they attempted to take the suspect, later identified as Steven Ibarra, into custody.  Ibarra resisted, became aggressive and was ultimately tased and taken to the ground by the officers.  It appeared that Ibarra was under the influence of narcotics.  Ibarra was transported to a local hospital where he was initially treated for ingestion of narcotics.  Due to his drug intoxication, it was believed he might be admitted for his drug usage.  After several hours of evaluation, it was determined that Ibarra had sustained muscle injuries that could impair his kidney function, and he was admitted.  The muscle injury may have occurred prior to any contact with officers but could not be excluded as having occurred while Ibarra was taken into custody.

    Ibarra was arrested for 69 PC (Obstructing an Executive Officer).  LAPD Force Investigation Division personnel responded and handled the Law Enforcement Related Injury investigation.

  • Los Angeles Police Department to Host the California Homicide Investigators Associati

    Las Vegas, Nevada:  The Los Angeles Police Department will host the 2010 Annual Conference of California Homicide Investigators Association (CHIA) in Las Vegas, Nevada, March 2-5, 2010, at the Palms Casino Resort.

    The 2010 CHIA Conference, as is typical for professional association conferences, will provide those associated with homicide investigations, continuing education, training and networking opportunities.

    A unique aspect of the conference will be a first-ever "Behind-The-Scenes" look at some of the most notable homicides and critical incidents that occurred in Los Angeles over the past 100 years.  The 8,000 square foot Key West Ballroom inside the Palms Casino Resort will be transformed into a multimedia museum of photographs, video displays and actual evidence, some of which has never been seen in or outside of a courtroom.

    The Los Angeles Police Historical Society is partnering with LAPD homicide detectives to provide a unique and exciting look into L.A.'s gritty past.  The Historical Society will be displaying vintage vehicles, memorabilia, photographs, documents and crime scene artifacts.  All expenses associated with the exhibit are being paid for by private donors.

    Among the most notable items of interest will be evidence and records associated with the deaths of Marilyn Monroe and Senator Robert Kennedy, and the 1963 murder of LAPD officers in the famous "Onion Field" case.  Also featured will be evidence, pictures and video from cases such as the murders involving Charles Manson, O.J. Simpson, the Black Dahlia and the Symbionese Liberation Army (SLA) shootout.  A bullet-riddled police car and suspect getaway vehicle from the nation's most notorious bank-robbery-and-shootout in North Hollywood will also be center stage. 

    Los Angeles Police Department Homicide Detective Dennis Kilcoyne said, "Homicide investigators very rarely invite people under the crime scene tape and into the murder scene; this may be as close as some will ever get."  He added, "Every detective knows that evidence from a murder scene speaks for the victims.  Seeing an actual gun or blood stained suit or bullet hole will tell a story that no book can match.  Every display will be interesting, educational and displayed in a respectful manner consistent with the professionalism of the LAPD."
      
    The cases to be highlighted and the evidence that will be displayed has been released and approved of by supervising judges in courts of competent jurisdiction and by the respective custodians of evidence, including the Office of the Los Angeles County District Attorney. 

    It is believed that some, if not all, of the items to be viewed may someday be part of a governmental archive or museum.  However, this will be the first time the public will have an opportunity to cross the crime scene tape and see it as a homicide detective would.  Admission to the event will be limited to CHIA members on Tuesday March 2, 2010, and then open free of charge to the general public on March 3 and March 4, 2010, from 10 a.m. to 7 p.m.                    
       
    The California Homicide Investigators Association is the largest association in the United States that is devoted solely to the education and training of law enforcement professionals who respond to and investigate the crime of homicide.

  • Girl Sexually Assaulted in the Echo Park Area

    Los Angeles:  Los Angeles Police Department Rampart Area detectives are asking for the public’s assistance in locating a man who sexually assaulted a 15-year-old girl in the Echo Park area of Los Angeles.

    On December 25, 2009 between 7 p.m. and 8 p.m., the victim encountered the suspect while she was walking near the area of Echo Park Lake.  The victim was then forcibly raped in a secluded area near the lake.

    The suspect was described as a possible male Hispanic in his 20s.  He stands about 6 feet tall and weighs 160-170 pounds.  He wears prescription glasses and was seen wearing a black, hooded sweatshirt with white horizontal stripes. He also has a piercing on one side of his lowered lip.  

    The victim was taken to a local hospital where she was treated for minor injuries and released.

  • West Los Angeles Burglar Steals Tools Worth Thousands of Dollars

    Los Angeles:  Los Angeles Police Department West Los Angeles Area detectives are asking for the public’s assistance in locating a man who broke into an apartment complex and stole valuable tools.

    On February 7, 2010, at around 4:37 a.m., a man gained access to an apartment complex on the 1500 block of Bentley Avenue using a pry tool.  Once inside, the suspect walked to the underground parking structure, entered a storage unit belonging to the manager of the complex, removed tools from the unit, and left the building.  The stolen tools were worth around $10,000.  

    The suspect is described as a male Hispanic between 20 and 30 years old.  He stands between 5 feet 9 inches and 6 feet tall and weighs around 150 to 185 pounds.  He was wearing a white
    t-shirt, with blue jeans and black Nike sneakers.  

    The suspect is believed to be responsible for numerous auto burglaries and bike thefts in the West Los Angeles vicinity.

  • Partnership with Nixle

    On February 17, 2010 The Los Angeles Police Department along with representatives from Nixle held a press conference to introduce the system to the City.

    Nixle is the first professional-grade mass communications platform which allows the police department to communicate directly with a geographically specific portion of the community in real time and at any time. 

    With Nixle, the Police Department can establish "short codes" to communicate with specific groups.  These "short code" protocols have been tested in both First Amendment Protests and Search and Rescue situations.  A group of protesters or a group of volunteer searchers can text a specially created short code for their event and instantaneously, they are all in connected to the Incident Command Post.  Messages from the Command Post can be used to debunk rumors or to keep everyone informed on public safety issues.        

    In late 2009, in a public and private partnership, the communities from across the City enrolled in this free public-safety communications platform. The communities served by Topanga, Wilshire and West Valley Areas recorded more Nixle subscribers than any of the other Areas Citywide. 

    Nixle awarded grant monies to the top three communities (Topanga Area – $5000, Wilshire Area – $3000 and West Valley Areas $2000).  Nixle’s goal in awarding these grants is to help increase the user base and thereby help increase the likelihood that Nixle can actually help solve a crime or find a missing child.  The only stipulation on the use of the money is that it to be used to further excellence in policing, including employee wellness. 

    In accepting the funds, the Department is under no obligation of any kind to Nixle.  Chief Beck said, "Employee wellness is on my list of goals for 2010, and especially in these uncertain budgetary times, I am sure that the Nixle awards will be put to good use."  Nixle is a service that is free to the community.

  • Notes from the February 16, 2010 Weekly Police Commission Meeting

    •Police Commission President John Mack attended the Community Police Advisory Board leaders' symposium and found it to be very informative and well attended.  He also offered his congratulations to Inspector General André Birotte for his recent confirmation by the United States Senate. 

    •Police Commissioner Robert Saltzman, along with City Council members Dennis Zine and Greg Smith, toured the new Metropolitan Detention Center/Jail Division.  Commissioner Saltzman said the tour helped him better understand the staffing issues facing the Division.  He also participated in a conference call with fellow Police Commissioner Alan Skobin on the status of the in-car video system.  Commissioner Saltzman went on to say he participated in the Community Police Advisory Board symposium and the Mayor's breakfast with the Lesbian Gay Bisexual and Transgender community.

    •Police Chief Charlie Beck offered his congratulations to Inspector General André Birotte and offered an update to former Police Chief Daryl Gates condition, as he was recently hospitalized with a medical condition.  Chief Beck also informed the Board the next phase of the Department reorganization is set with movement of some specialized units into Divisions.  He added the dismantling of certain units did not reflect its lack of importance to the Department but rather was the result of the budget crisis facing the City.

    •The verbal presentation and update from the Commanding Officer and Community Police Advisory Board (C-PAB) representative regarding community initiated problem solving, crime strategies, and other programs and goals within the Rampart Area was given by Captain Steve Ruiz and C-PAB Co-chair Bertha Wooldridge.  Captain Ruiz stated the Rampart C-PAB currently has 25 members with four committees.  They include a crime committee, traffic committee, youth committee, and membership committee.  Goals for the year include developing new and strengthening existing relationships with stake holders in the community, reach out with Senior Lead Officers and C-PAB members to areas without neighborhood watches, begin a "citizen patrol," expand clergy council, create a youth C-PAB and expand youth programs in the area. 

    •The Department's verbal report and discussion, relative to the current status of the Fiscal Year 2009/2010 Department budget was given by Police Administrator Gerald Chaleff.  Mr. Chaleff stated the City's budget shortfall for this year is currently at $212 million but is growing daily.  Some of the strategies in the works to reduce spending include giving Police Officers compensated time off as opposed to cash overtime, no new cars or motor units in the budget for next year, and reducing the number of times officers are required to qualify.  He added the Department is constantly evaluating business practices and is looking for ways to be more efficient.

    •The Department's report, dated January 28, 2010, relative to the First Amendment to Professional Services Agreement contract No. C-110674 with Kennedy Court Reporters, Inc. for court reporter services was approved and transmitted to the Mayor.

    •The Department's report, dated January 20, 2010, in response to City Council motion (CF#07-0890), relative to the donation of equipment for 77th Street Area Gang Enforcement Detail, was approved and transmitted to the Public Safety Committee.

    •The Department's report, dated February 1, 2010, relative to the facilitation of filming in the City of Los Angeles, as given by Captain Tom McDonald and Lieutenant Raymond Garvin, was approved and transmitted to City Council.  Lieutenant Garvin informed the Board the consolidation of film permits is now under Contract Services Section.  He added the Department brought retired officers into compliance with uniform standards and the Department's relationship with the film industry is a lot better.

    •The Department's report, dated January 27, 2010, relative to the destruction of obsolete original records-original/official records for 77th Street Area and Employee Relations Group, was approved and transmitted to the City Clerk, Records Management Officer.

    •The Inspector General's report, dated February 1, 2010, relative to the Office of the Inspector General's Complaint Investigation Audit Fiscal Year 2009/2010, as given by Assistant Inspector General Gary McCaskill, was approved.  Mr. McCaskill informed the Board his office reviewed 30 complaints from the first six months of 2009.  The complaints reviewed had more serious allegations such as false imprisonment and false or misleading statements.  The review included 23 objectives. Twenty-two of the 23 objectives had 100% compliance while one had 97% compliance. Inspector General André Birotte said he was satisfied with the report.

    •The Department's report, dated January 11, 2010, relative to the Hunter-La-Ley 1st Quarter Report – Covering Deployment Periods 7-9, Fiscal Year 2009-2010, was approved.

    •The Department's report, dated January 21, 2010, relative to the criminal case filing rates of individuals arrested – 4th quarter report (October 1, 2009 – December 31, 2009) was approved.

    •The Department's report, dated January 19, 2010, relative to the recapitulation of warrants authored and firearms seized by Gang Impact Teams, Supplement to Third Quarter 2009, was approved. 

    •The Department' report, dated January 20, 2010, relative to the Biased Policing Update, Quarterly Report, 4th Quarter 2009, as given by Commander Richard Webb, was approved.  Commander Webb stated he created the Constitutional Policing Unit which will be responsible for investigating all allegations of bias policing.  The formation of this unit will have senior officers from Internal Affairs complete investigations in two months time. 

    •The Department's report, dated January 29, 2010, relative to the Ethics Enforcement Quarterly Report, Fourth Quarter 2009, was forwarded to the Inspector General for review.  The Board ordered the Inspector General to report back in 90 days.

    •The Department's report, dated November 3, 2009, and Inspector General's report, dated February 5, 2010, relative to the Ethics Enforcement Section Quarterly Report, Third Quarter 2009, was approved. 

    •The Department's report, dated November 10, 2009 and Inspector General's report, dated February 4, 2010, relative to the review of the Department's Quarterly Discipline Report for the Third Quarter of 2009, was approved.

  • Critical Missing Woman

    Los Angeles: The Los Angeles Police Department and the family of 51-year-old Anahit Shakhgulyan is asking for the public’s help in locating Shakhgulyan, who has been missing since last Thursday.

    Shakhgulyan was last seen on February 11, 2010, at around 4 p.m., at her residence in the 400 block of East 41st Street in LAPD’s Newton Area.  So far, she has not returned home and has not been in contact with her family.  Her family advised that Shakhgulyan speaks no English, only Armenian and is also diabetic, and they are concerned about her safety.

    Shakhgulyan is described as a female Caucasian with gray hair and brown eyes. She weighs approximately 160 pounds and stands about 5 feet 6 inches and has no teeth.  Shakugulyan was last seen wearing purple pants, a pink long sleeve shirt and gray shoes.

  • 17-Year-Old Boy Killed in Traffic Collision

    Los Angeles: A collision between two vehicles resulted in the death of one passenger late Friday evening.

    On February 12, 2009, at around 9:20 p.m., a 17-year-old male, Adir Vered, was sitting in the rear passenger seat of a vehicle and the vehicle hit a parked vehicle on Wystone Avenue and south of Harnett Street.  According to Detectives, Vered was unbelted and leaning out of the window.  He suffered massive head injuries when he was ejected from the car and died from his injuries.

    The 16-year-old driver and another passenger were not injured and the driver was questioned and released.

  • Man Shot and Killed During Fight

    Los Angeles:  A fight that occurred between three individuals early Sunday morning, left one man shot to death.

    On February 14, 2010, at around 1:15 a.m., two men became involved in a physical altercation with a third man in the 11700 block of Vanowen Street.  During the struggle the suspect pulled a handgun and shot and killed 18-year-old Carlos Martinez of Pacoima.  

    Martinez was transported to a local hospital in a private vehicle where he was pronounced dead.  

    Detectives are asking for the public’s help to identify the two suspects in this case.  They are described only as Hispanic men between 17-23 years of age.

  • City Employee Convicted for Workers’ Compensation Fraud

    Los Angeles: On Feb. 8, 2010, former City of Los Angeles employee, 51-year-old OlgaZavala-Edwards, was convicted of workers’ compensation and insurancefraud related to charges of filing a false claim for compensation. Zavala-Edwards, who was a 24-year employee of the Los Angeles PoliceDepartment (LAPD), was a civilian assigned to the Department’s JailDivision as a supervisory detention officer.  She was discharged fromher job on August 3, 2009.  

    LAPD investigators from the Workers’ Compensation Fraud CoordinationUnit, Special Operations Division, began investigating Zavala-Edwardsworkers’ compensation claim involving an alleged industrial/on-the-jobinjury shortly after the claim was submitted.  The investigationcentered on how the alleged Nov. 2, 2008, injury occurred, the actuallocation where Zavala-Edwards claimed she was injured and whatinformation she had given to her treating physicians.  Theinvestigation was conducted in partnership with the Los Angeles CountyDistrict Attorney’s Healthcare Fraud Division, Workers’ CompensationDivision of the City’s Personnel Department and the Los Angeles CityAttorney’s Office.  

    The investigation revealed that Zavala-Edwards did not tell the LAPD,her doctors or investigators with the City Attorney’s Office that herinjury actually occurred at her home before she reported to work onNov. 2.

    As part of the criminal conviction for workers’ compensation fraud, thecourt ordered Zavala-Edwards to pay full restitution to the City of LosAngeles in the amount of $7,654.71 for all salary and medical benefitsthe City paid as part of her fraudulent claim.  In addition,Zavala-Edwards was sentenced to 100 hours of community service andplaced on two years of summary probation.

  • Composite Sketch Released on Kidnapper

    Los Angeles: Los Angeles police detectives released the composite sketch of a mansuspected in trying to abduct a young woman as she walked to her carnear a downtown Los Angeles nightclub.

    “The woman had just left the Vertigos nightclub,” said Lt. Paul Vernon,who is the commanding officer of the Central Detective Division.  “Asshe walked with her girlfriend to their car, the man jumped out of aparked car holding a hammer in a threatening manner.”

    The incident occurred on January 29, 2010, around 11:30 PM near TempleStreet and Fremont Street.  The two women fought off the kidnapper, inspite of the hammer, and he returned to the parked car where severalother Hispanic men were waiting.  The men, including the suspect thendrove away from the nightclub parking lot.

    The women described the car as an ’85 to ‘90s model, 4-door,gray-primer Toyota with a partial license plate that began with 2C_ _ __ _.  The man appeared Hispanic, 35 to 40 years old, with medium heightand weight.  He had a moustache and wore a black, knit watch cap.

    “These types of stranger abductions are very rare,” Lt. Vernon added. “But they are quite serious and scary for the victim and the public. What worked her for the victim was she had a friend with her, and theywere both alert.”

    Detectives do not believe the suspect followed the women from the club.
