    Across the United States, thousands of hazardous waste sites are contaminated with chemicals that prevent the underlying groundwater from meeting drinking water standards. These include Superfund sites and other facilities that handle and dispose of hazardous waste, active and inactive dry cleaners, and leaking underground storage tanks; many are at federal facilities such as military installations. While many sites have been closed over the past 30 years through cleanup programs run by the U.S. Department of Defense, the U.S. EPA, and other state and federal agencies, the remaining caseload is much more difficult to address because the nature of the contamination and subsurface conditions make it difficult to achieve drinking water standards in the affected groundwater.

    Alternatives for Managing the Nation’s Complex Contaminated Groundwater Sites estimates that at least 126,000 sites across the U.S. still have contaminated groundwater, and their closure is expected to cost at least $110 billion to $127 billion. About 10 percent of these sites are considered “complex,” meaning restoration is unlikely to be achieved in the next 50 to 100 years due to technological limitations. At sites where contaminant concentrations have plateaued at levels above cleanup goals despite active efforts, the report recommends evaluating whether the sites should transition to long-term management, where risks would be monitored and harmful exposures prevented, but at reduced costs.

    The Workshop on the Future of Antennas was the second of three workshops conducted by the National Research Council’s Committee for Science and Technology Challenges to U.S. National Security Interests. The objectives of the workshop were to review trends in advanced antenna research and design, review trends in commercials and military use of advanced antennas that enable improved communication, data transfer, soldier health monitoring, and other overt and covert methods of standoff data collection.

    The first day’s sessions, consisting of five presentations and discussions on antennas and wireless communications and control, were open to committee members, staff, guests, and members of the public. The second day was a data-gathering session addressing vulnerabilities, indicators, and observables; presentations and discussions during this session included classified material and were not open to the public.

    The committee’s role was limited to planning and convening the workshop. This report is organized by topic in the order of presentation and discussion at the workshop. For Day 1 the topics were Future of Antennas, Commercial State of the Art of Wireless Communications and Control, Military State of the Art of Wireless Communications and Control, and Future Trends in Antenna Design and Wireless Communications and Control. For Day 2 the topics were Vulnerabilities of Ubiquitous Antennas, and Indicators and Observables, followed by a wrap-up discussion.     Final Book Now Available

    In 2012, the Defense Intelligence Agency (DIA) approached the National Research Council’s TIGER standing committee and asked it to develop a list of workshop topics to explore the impact of emerging science and technology. From the list of topics given to DIA, three were chosen to be developed by the Committee for Science and Technology Challenges to U.S. National Security Interests. The first in a series of three workshops was held on April 23-24, 2012. This report summarizes that first workshop which explored the phenomenon known as big data.

    The objective for the first workshop is given in the statement of task, which explains that that workshop will review emerging capabilities in large computational data to include speed, data fusion, use, and commodification of data used in decision making. The workshop will also review the subsequent increase in vulnerabilities over the capabilities gained and the significance to national security. The committee devised an agenda that helped the committee, sponsors, and workshop attendees probe issues of national security related to so-called big data, as well as gain understanding of potential related vulnerabilities. The workshop was used to gather data that is described in this report, which presents views expressed by individual workshop participants.

    Big Data: A Workshop Report is the first in a series of three workshops, held in early 2012 to further the ongoing engagement among the National Research Council’s (NRC’s) Technology Insight-Gauge, Evaluate, and Review (TIGER) Standing Committee, the scientific and technical intelligence (S&TI) community, and the consumers of S&TI products.

    Intelligence, surveillance, and reconnaissance (ISR) capabilities have expanded situation awareness for U.S. forces, provided for more precise combat effects, and enabled better decision making both during conflicts and in peacetime, and reliance on ISR capabilities is expected to increase in the future. ISR capabilities are critical to 3 of the 12 Service Core Functions of the U.S. Air Force: namely, Global Integrated ISR (GIISR) and the ISR components of Cyberspace Superiority and Space Superiority, and contribute to all others.

    In response to a request from the Air Force for ISR and the Deputy Assistant Secretary of the Air Force for Science, Technology, and Engineering, the National Research Council formed the Committee on Examination of the Air Force Intelligence, Surveillance, and Reconnaissance (ISR) Capability Planning and Analysis (CP&A) Process. In this report, the committee reviews the current approach to the Air Force corporate planning and programming process for ISR capability generation; examines carious analytical methods, processes, and models for large-scale, complex domains like ISR; and identifies the best practices for the Air Force.

    In Capability Planning and Analysis to Optimize Air Force Intelligence, Surveillance, and Reconnaissance Investments, the current approach is analyzed and the best practices for the Air Force corporate planning and programming processed for ISR are recommended. This report also recommends improvements and changes to existing analytical tools, methods, roles and responsibilities, and organization and management that would be required to ensure the Air Force corporate planning and programming process for ISR is successful in addressing all Joint, National, and Coalition partner’s needs.

    Tide gages show that global sea level has risen about 7 inches during the 20th century, and recent satellite data show that the rate of sea-level rise is accelerating. As Earth warms, sea levels are rising mainly because ocean water expands as it warms; and water from melting glaciers and ice sheets is flowing into the ocean. Sea-level rise poses enormous risks to the valuable infrastructure, development, and wetlands that line much of the 1,600 mile shoreline of California, Oregon, and Washington. As those states seek to incorporate projections of sea-level rise into coastal planning, they asked the National Research Council to make independent projections of sea-level rise along their coasts for the years 2030, 2050, and 2100, taking into account regional factors that affect sea level.

    Sea-Level Rise for the Coasts of California, Oregon, and Washington: Past, Present, and Future explains that sea level along the U.S. west coast is affected by a number of factors. These include: climate patterns such as the El Nino, effects from the melting of modern and ancient ice sheets, and geologic processes, such as plate tectonics. Regional projections for California, Oregon, and Washington show a sharp distinction at Cape Mendocino in northern California. South of that point, sea-level rise is expected to be very close to global projections. However, projections are lower north of Cape Mendocino because the land is being pushed upward as the ocean plate moves under the continental plate along the Cascadia Subduction Zone. However, an earthquake magnitude 8 or larger, which occurs in the region every few hundred to 1,000 years, would cause the land to drop and sea level to suddenly rise.

    During the 1980s and 1990s, the National Weather Service (NWS) undertook a major program called the Modernization and Associated Restructuring (MAR). The MAR was officially completed in 2000. No comprehensive assessment of the execution of the MAR plan, or comparison of the promised benefits of the MAR to its actual impact, had ever been conducted. Therefore, Congress asked the National Academy of Sciences to conduct an end-to-end assessment. That report, The National Weather Service Modernization and Associated Restructuring: A Retrospective Assessment, concluded that the MAR was a success.

    Now, twelve years after the official completion of the MAR, the challenges faced by the NWS are no less important than those of the pre-MAR era. The three key challenges are: 1) Keeping Pace with accelerating scientific and technological advancement, 2) Meeting Expanding and Evolving User Needs in an increasingly information centric society, and 3) Partnering with an Increasingly Capable Enterprise that has grown considerably since the time of the MAR.

    Weather Services for the Nation presents three main recommendations for responding to these challenges. These recommendations will help the NWS address these challenges, making it more agile and effective. This will put it on a path to becoming second to none at integrating advances in science and technology into its operations and at meeting user needs, leading in some areas and keeping pace in others. It will have the highest quality core capabilities among national weather services. It will have a more agile organizational structure and workforce that allow it to directly or indirectly reach more end-users, save more lives, and help more businesses. And it will have leveraged these capabilities through the broader enterprise. This approach will make possible societal benefits beyond what the NWS budget alone allows.

    Tobacco use is the leading cause of preventable death in United States, causing more than 440,000 deaths annually and resulting in $193 billion in health-related economic losses each year–$96 billion in direct medical costs and $97 billion in lost productivity. Since the first U.S. Surgeon General’s report on smoking in 1964, more than 29 Surgeon General’s reports, drawing on data from thousands of studies, have documented the overwhelming and conclusive biologic, epidemiologic, behavioral, and pharmacologic evidence that tobacco use is deadly. This evidence base links tobacco use to the development of multiple types of cancer and other life-threatening conditions, including cardiovascular and respiratory diseases. Smoking accounts for at least 30 percent of all cancer deaths, and 80 percent of lung cancer deaths. Despite the widespread agreement on the dangers of tobacco use and considerable success in reducing tobacco use prevalence from over 40 percent at the time of the 1964 Surgeon General’s report to less than 20 percent today, recent progress in reducing tobacco use has slowed. An estimated 18.9 percent of U.S. adults smoke cigarettes, nearly one in four high school seniors smoke, and 13 percent of high school males use smokeless tobacco products.

    In recognition that progress in combating cancer will not be fully achieved without addressing the tobacco problem, the National Cancer Policy Forum of the Institute of Medicine (IOM) convened a public workshop, Reducing Tobacco-Related Cancer Incidence and Mortality, June 11-12, 2012 in Washington, DC. In opening remarks to the workshop participants, planning committee chair Roy Herbst, professor of medicine and of pharmacology and chief of medical oncology at Yale Cancer Center and Smilow Cancer Hospital, described the goals of the workshop, which were to examine the current obstacles to tobacco control and to discuss potential policy, outreach, and treatment strategies that could overcome these obstacles and reduce tobacco-related cancer incidence and mortality. Experts explored a number of topics, including: the changing demographics of tobacco users and the changing patterns of tobacco product use; the influence of tobacco use on cancer incidence and cancer treatment outcomes; tobacco dependence and cessation programs; federal and state level laws and regulations to curtail tobacco use; tobacco control education, messaging, and advocacy; financial and legal challenges to tobacco control efforts; and research and infrastructure needs to support tobacco control strategies, reduce tobacco related cancer incidence, and improve cancer patient outcomes.     Medicare, the world’s single largest health insurance program, covers more than 47 million Americans. Although it is a national program, it adjusts payments to hospitals and health care practitioners according to the geographic location in which they provide service, acknowledging that the cost of doing business varies around the country. Under the adjustment systems, payments in high-cost areas are increased relative to the national average, and payments in low-cost areas are reduced.

    In July 2010, the Department of Health and Human Services, which oversees Medicare, commissioned the IOM to conduct a two-part study to recommend corrections of inaccuracies and inequities in geographic adjustments to Medicare payments. The first report examined the data sources and methods used to adjust payments, and recommended a number of changes.

    Geographic Adjustment in Medicare Payment – Phase II:Implications for Access, Quality, and Efficiency applies the first report’s recommendations in order to determine their potential effect on Medicare payments to hospitals and clinical practitioners. This report also offers recommendations to improve access to efficient and appropriate levels of care. Geographic Adjustment in Medicare Payment – Phase II:Implications for Access, Quality, and Efficiency expresses the importance of ensuring the availability of a sufficient health care workforce to serve all beneficiaries, regardless of where they live.

    Most water resources managers, scientists, and other experts would agree that nonpoint source pollution is a more pressing and challenging national water quality problem today than point source pollution. Nonpoint sources of pollutants include parking lots, farm fields, forests, or any source not from a discrete conveyance such as a pipe or canal. Of particular concern across the Mississippi River basin (MRB) are high levels of nutrient loadings–nitrogen and phosphorus–from both nonpoint and point sources that ultimately are discharged into the northern Gulf of Mexico (NGOM). Nutrients emanate from both point and nonpoint sources across the river basin, but the large majority of nutrient yields across the MRB are nonpoint in nature and are associated with agricultural activities, especially applications of nitrogen-based fertilizers and runoff from concentrated animal feeding operations.

    Improving Water Quality in the Mississippi River Basin and Northern Gulf of Mexico offers strategic advice and priorities for addressing MRB and NGOM water quality management and improvements. Although there is considerable uncertainty as to whether national water quality goals can be fully realized without some fundamental changes to the CWA, there is general agreement that significant progress can be made under existing statutory authority and budgetary processes.

    This book includes four sections identifying priority areas and offering recommendations to EPA and others regarding priority actions for Clean Water Act implementation across the Mississippi River basin. These sections are: USDA’s Mississippi River Basin Healthy Watersheds Initiative; Numeric Water Quality Criteria for the northern Gulf of Mexico; A Basinwide Strategy for Nutrient Management and Water Quality; and, Stronger Leadership and Collaboration.

    The committee evaluated submissions received in response to a request for proposals (RFP) for Biomolecular Simulation Time on Anton, a supercomputer specially designed and built by D.E. Shaw Research (DESRES) that allows for dramatically increased molecular dynamics simulations compared to other currently available resources. During the past 2 years, DESRES has made available to the non-commercial research community node-hours on an Anton system housed at the Pittsburgh Supercomputing Center (PSC), based on the advice of previous National Research Council committees convened in the falls of 2010 and 2011.

    The success of the program has left DESRES to make the Anton machine housed at the PSC available for an additional 3.7 million node-hours during the 9 months following October 2012. DESRES has asked the National Research Council (NRC) to once again facilitate the allocation of time to the non-commercial research community. To undertake this task, the NRC convened a committee of experts to evaluate the proposals submitted in response to the aforementioned RFP. The committee members were selected for their expertise in molecular dynamics simulations, as well as their experience in the subject areas represented in the 52 proposals that were considered by the committee. They comprised a cross-section of the biomolecular dynamics field in academia, industry, and government, including an array of both senior and junior investigators.

    The goal of the third RFP for Biomolecular Simulation Time on Anton has been to continue to facilitate breakthrough research in the study of biomolecular systems by providing a massively parallel system specially designed for molecular dynamics simulations. These special capabilities allow multi-microsecond to millisecond simulation timescales, which previously had been unobtainable. The program seeks to continue to support research that addresses important and high-impact questions demonstrating a clear need for Anton’s special capabilities.Report of the Committee on Proposal Evaluation for Allocation of Supercomputing Time for the Study of Molecular Dynamics: Third Round is a summary of the proposals, research, and criteria set forth in the RFP for Biomolecular Simulation Time on Anton.

    Computing and information and communications technology (ICT) has dramatically changed how we work and live, has had profound effects on nearly every sector of society, has transformed whole industries, and is a key component of U.S. global leadership. A fundamental driver of advances in computing and ICT has been the fact that the single-processor performance has, until recently, been steadily and dramatically increasing year over years, based on a combination of architectural techniques, semiconductor advances, and software improvements. Users, developers, and innovators were able to depend on those increases, translating that performance into numerous technological innovations and creating successive generations of ever more rich and diverse products, software services, and applications that had profound effects across all sectors of society. However, we can no longer depend on those extraordinary advances in single-processor performance continuing. This slowdown in the growth of single-processor computing performance has its roots in fundamental physics and engineering constraints–multiple technological barriers have converged to pose deep research challenges, and the consequences of this shift are deep and profound for computing and for the sectors of the economy that depend on and assume, implicitly or explicitly, ever-increasing performance. From a technology standpoint, these challenges have led to heterogeneous multicore chips and a shift to alternate innovation axes that include, but are not limited to, improving chip performance, mobile devices, and cloud services. As these technical shifts reshape the computing industry, with global consequences, the United States must be prepared to exploit new opportunities and to deal with technical challenges. The New Global Ecosystem in Advanced Computing: Implications for U.S. Competitiveness and National Security outlines the technical challenges, describe the global research landscape, and explore implications for competition and national security.
