    The mathematical sciences are part of nearly all aspects of everyday life—the discipline has underpinned such beneficial modern capabilities as Internet search, medical imaging, computer animation, numerical weather predictions, and all types of digital communications. The Mathematical Sciences in 2025 examines the current state of the mathematical sciences and explores the changes needed for the discipline to be in a strong position and able to maximize its contribution to the nation in 2025. It finds the vitality of the discipline excellent and that it contributes in expanding ways to most areas of science and engineering, as well as to the nation as a whole, and recommends that training for future generations of mathematical scientists should be re-assessed in light of the increasingly cross-disciplinary nature of the mathematical sciences. In addition, because of the valuable interplay between ideas and people from all parts of the mathematical sciences, the report emphasizes that universities and the government need to continue to invest in the full spectrum of the mathematical sciences in order for the whole enterprise to continue to flourish long-term.

    The United States has seen major advances in medical care during the past decades, but access to care at an affordable cost is not universal. Many Americans lack health care insurance of any kind, and many others with insurance are nonetheless exposed to financial risk because of high premiums, deductibles, co-pays, limits on insurance payments, and uncovered services. One might expect that the U.S. poverty measure would capture these financial effects and trends in them over time. Yet the current official poverty measure developed in the early 1960s does not take into account significant increases and variations in medical care costs, insurance coverage, out-of-pocket spending, and the financial burden imposed on families and individuals. Although medical costs consume a growing share of family and national income and studies regularly document high rates of medical financial stress and debt, the current poverty measure does not capture the consequences for families’ economic security or their income available for other basic needs.

    In 1995, a panel of the National Research Council (NRC) recommended a new poverty measure, which compares families’ disposable income to poverty thresholds based on current spending for food, clothing, shelter, utilities, and a little more. The panel’s recommendations stimulated extensive collaborative research involving several government agencies on experimental poverty measures that led to a new research Supplemental Poverty Measure (SPM), which the U.S. Census Bureau first published in November 2011 and will update annually. Analyses of the effects of including and excluding certain factors from the new SPM showed that, were it not for the cost that families incurred for premiums and other medical expenses not covered by health insurance, 10 million fewer people would have been poor according to the SPM.

    The implementation of the patient Protection and Affordable Care Act (ACA) provides a strong impetus to think rigorously about ways to measure medical care economic burden and risk, which is the basis for Medical Care Economic Risk. As new policies – whether part of the ACA or other policies – are implemented that seek to expand and improve health insurance coverage and to protect against the high costs of medical care relative to income, such measures will be important to assess the effects of policy changes in both the short and long term on the extent of financial burden and risk for the population, which are explained in this report.

    The United States is among the wealthiest nations in the world, but it is far from the healthiest. Although life expectancy and survival rates in the United States have improved dramatically over the past century, Americans live shorter lives and experience more injuries and illnesses than people in other high-income countries. The U.S. health disadvantage cannot be attributed solely to the adverse health status of racial or ethnic minorities or poor people: even highly advantaged Americans are in worse health than their counterparts in other, “peer” countries.

    In light of the new and growing evidence about the U.S. health disadvantage, the National Institutes of Health asked the National Research Council (NRC) and the Institute of Medicine (IOM) to convene a panel of experts to study the issue. The Panel on Understanding Cross-National Health Differences Among High-Income Countries examined whether the U.S. health disadvantage exists across the life span, considered potential explanations, and assessed the larger implications of the findings.

    U.S. Health in International Perspective presents detailed evidence on the issue, explores the possible explanations for the shorter and less healthy lives of Americans than those of people in comparable countries, and recommends actions by both government and nongovernment agencies and organizations to address the U.S. health disadvantage.

    Following an earlier NRC workshop on public response to alerts and warnings delivered to mobile devices, a related workshop was held on February 28 and 29, 2012 to look at the role of social media in disaster response. This was one of the first workshops convened to look systematically at the use of social media for alerts and warnings—an event that brought together social science researchers, technologists, emergency management professionals, and other experts on how the public and emergency managers use social media in disasters.In addition to exploring how officials monitor social media, as well as the resulting privacy considerations, the workshop focused on such topics as: what is known about how the public responds to alerts and warnings; the implications of what is known about such public responses for the use of social media to provide alerts and warnings to the public; and approaches to enhancing the situational awareness of emergency managers.

    Public Response to Alerts and Warnings Using Social Media: Report of a Workshop on Current Knowledge and Research Gaps summarizes presentations made by invited speakers, other remarks by workshop participants, and discussions during parallel breakout sessions. It also points to potential topics for future research, as well as possible areas for future research investment, and it describes some of the challenges facing disaster managers who are seeking to incorporate social media into regular practice.

    The workshop was convened to explore the region’s approach to urban sustainability, with an emphasis on building the evidence base upon which new policies and programs might be developed. Participants examined how the interaction of various systems (natural and human systems; energy, water, and transportation systems) affected the region’s social, economic, and environmental conditions. The objectives of the workshop were as follows:

    – Discuss ways that regional actors are approaching sustainability— specifically, how they are attempting to merge environmental, social, and economic objectives.
    – Share information about ongoing activities and strategic planning efforts, including lessons learned.
    – Examine the role that science, technology, and research can play in supporting efforts to make the region more sustainable.
    – Explore how federal agency efforts, particularly interagency partnerships, can complement or leverage the efforts of other key stakeholders.

    Pathways to Urban Sustainability: A Focus on the Houston Metropolitan Region: Summary of a Workshop was designed to explore the complex challenges facing sustainability efforts in the Houston metropolitan region and innovative approaches to addressing them, as well as performance measures to gauge success and opportunities to link knowledge with action. In developing the agenda, the planning committee chose topics that were timely and cut across the concerns of individual institutions, reflecting the interests of a variety of stakeholders. Panelists were encouraged to share their perspectives on a given topic; however, each panel was designed to provoke discussion that took advantage of the broad experience of the participants.

    At the request of the Department of Defense and the Environmental Protection Agency, the National Research Council has reviewed the relevant scientific literature compiled by an expert panel and established Acute Exposure Guideline Levels (AEGLs) for several chemicals. AEGLs represent exposure levels below which adverse health effects are not likely to occur and are useful in responding to emergencies, such as accidental or intentional chemical releases in community, workplace, transportation, and military settings, and for the remediation of contaminated sites.

    Three AEGLs are approved for each chemical, representing exposure levels that result in: 1) notable but reversible discomfort; 2) long-lasting health effects; and 3) life-threatening health impacts. Acute Exposure Guideline Levels for Selected Airborne Chemicals: Volume 13 includes AEGLs for boron trifluoride, bromoacetone, chloroacetone, hexafluoroacetone, perchloryl fluoride, piperidine, propargyl alcohol, trimethoxysilane and tetramethoxysilane, and trimethylbenzenes.

    Twelve years into the Comprehensive Everglades Restoration Project, little progress has been made in restoring the core of the remaining Everglades ecosystem; instead, most project construction so far has occurred along its periphery. To reverse ongoing ecosystem declines, it will be necessary to expedite restoration projects that target the central Everglades, and to improve both the quality and quantity of the water in the ecosystem.

    The new Central Everglades Planning Project offers an innovative approach to this challenge, although additional analyses are needed at the interface of water quality and water quantity to maximize restoration benefits within existing legal constraints. Progress Toward Restoring the Everglades: The Fourth Biennial Review, 2012 explains the innovative approach to expedite restoration progress and additional rigorous analyses at the interface of water quality and quantity will be essential to maximize restoration benefits.

    On August 8-12, 2010 the National Academy of Engineering (NAE), with funding from the National Science Foundation (NSF), convened the Colloquy on Minority Males in Science, Technology, Engineering, and Mathematics (STEM), following the release of several reports highlighting the educational challenges facing minority males. The NSF recognized the need to gather input from research communities that focus on minority males about how to frame investigations of gender-based factors that impact learning and choice in STEM education (both at the precollege and higher education levels) and the workforce for minority males. There was particular interest in framing a research agenda to study how interactions between minority males and societal and educational systems (both formal and informal) encourage or discourage the young men’s interest and persistence in STEM. In addition, NSF hoped to gain community input to inform the parameters of a future NSF research program that could effectively address minority male participation in STEM. The Colloquy was held at the Mt. Washington Conference Center in Baltimore, Maryland, with approximately 40 participants, most of them researchers in education, psychology, sociology, mathematics, and physics.

    Colloquy on Minority Males in Science, Technology, Engineering, and Mathematics presents a summary of the Colloquy’s breakout and plenary discussions, which addressed (a) research questions articulated in the breakout groups together with theories and methodologies to begin to address these questions; and (b) considerations for a potential research solicitation for the NSF, with major areas of inquiry concerning access, participation, and success for minority males in STEM.

    This report reflects the views of the individuals who participated in the plenary and breakout groups. It has been reviewed in draft form by persons chosen for their diverse perspectives and expertise in accordance with procedures approved by the National Academies’ Report Review Committee. The purpose of this independent review is to provide candid and critical comments that will assist the institution in making its published report as sound as possible and to ensure that the report meets institutional standards for quality and objectivity.

    The National Aeronautics and Space Administration (NASA) is widely admired for astonishing accomplishments since its formation in 1958. Looking ahead over a comparable period of time, what can the nation and the world expect of NASA? What will be the agency’s goals and objectives, and what will be the strategy for achieving them? More fundamentally, how will the goals, objectives, and strategy be established and by whom? How will they be modified to reflect changes in science, technology, national priorities, and available resources?

    In late 2011, the United States Congress directed the NASA Office of Inspector General to commission a “comprehensive independent assessment of NASA’s strategic direction and agency management.” Subsequently, NASA requested that the National Research Council (NRC) conduct this independent assessment. In the spring of 2012, the NRC Committee on NASA’s Strategic Direction was formed and began work on its task. The committee determined that, only with a national consensus on the agency’s future strategic direction—along the lines described in the full NRC report—can NASA continue to deliver the wonder, the knowledge, the national security and economic benefits, and the technology that have been typified by its earlier history. NASA’s Strategic Direction and the Need for a National Consensus summarizes the findings and recommendations of the committee.

    The U.S. food system provides many benefits, not the least of which is a safe, nutritious and consistent food supply. However, the same system also creates significant environmental, public health, and other costs that generally are not recognized and not accounted for in the retail price of food. These include greenhouse gas (GHG) emissions, soil erosion, air pollution, and their environmental consequences, the transfer of antibiotic resistance from food animals to human, and other human health outcomes, including foodborne illnesses and chronic disease. Some external costs which are also known as externalities are accounted for in ways that do not involve increasing the price of food. But many are not. They are borne involuntarily by society at large. A better understanding of external costs would help decision makers at all stages of the life cycle to expand the benefits of the U.S. food system even further. The Institute of Medicine (IOM) and the National Research Council (NRC) with support from the U.S. Centers for Disease Control and Prevention (CDC) convened a public workshop on April 23-23, 2012, to explore the external costs of food, methodologies for quantifying those costs, and the limitations of the methodologies.

    The workshop was intended to be an information-gathering activity only. Given the complexity of the issues and the broad areas of expertise involved, workshop presentations and discussions represent only a small portion of the current knowledge and are by no means comprehensive. The focus was on the environmental and health impacts of food, using externalities as a basis for discussion and animal products as a case study. The intention was not to quantify costs or benefits, but rather to lay the groundwork for doing so. A major goal of the workshop was to identify information sources and methodologies required to recognize and estimate the costs and benefits of environmental and public health consequences associated with the U.S. food system. It was anticipated that the workshop would provide the basis for a follow-up consensus study of the subject and that a central task of the consensus study will be to develop a framework for a full-scale accounting of the environmental and public health effects for all food products of the U.S. food system.

    Exploring Health and Environmental Costs of Food: Workshop Summary provides the basis for a follow-up planning discussion involving members of the IOM Food and Nutrition Board and the NRC Board on Agriculture and Natural Resources and others to develop the scope and areas of expertise needed for a larger-scale, consensus study of the subject.

    As climate change has pushed climate patterns outside of historic norms, the need for detailed projections is growing across all sectors, including agriculture, insurance, and emergency preparedness planning. A National Strategy for Advancing Climate Modeling emphasizes the needs for climate models to evolve substantially in order to deliver climate projections at the scale and level of detail desired by decision makers, this report finds. Despite much recent progress in developing reliable climate models, there are still efficiencies to be gained across the large and diverse U.S. climate modeling community. Evolving to a more unified climate modeling enterprise-in particular by developing a common software infrastructure shared by all climate researchers and holding an annual climate modeling forum-could help speed progress.

    Throughout this report, several recommendations and guidelines are outlined to accelerate progress in climate modeling. The U.S. supports several climate models, each conceptually similar but with components assembled with slightly different software and data output standards. If all U.S. climate models employed a single software system, it could simplify testing and migration to new computing hardware, and allow scientists to compare and interchange climate model components, such as land surface or ocean models. A National Strategy for Advancing Climate Modeling recommends an annual U.S. climate modeling forum be held to help bring the nation’s diverse modeling communities together with the users of climate data. This would provide climate model data users with an opportunity to learn more about the strengths and limitations of models and provide input to modelers on their needs and provide a venue for discussions of priorities for the national modeling enterprise, and bring disparate climate science communities together to design common modeling experiments.

    In addition, A National Strategy for Advancing Climate Modeling explains that U.S. climate modelers will need to address an expanding breadth of scientific problems while striving to make predictions and projections more accurate. Progress toward this goal can be made through a combination of increasing model resolution, advances in observations, improved model physics, and more complete representations of the Earth system. To address the computing needs of the climate modeling community, the report suggests a two-pronged approach that involves the continued use and upgrading of existing climate-dedicated computing resources at modeling centers, together with research on how to effectively exploit the more complex computer hardware systems expected over the next 10 to 20 years.

    Collecting Sexual Orientation and Gender Identity Data in Electronic Health Records: Workshop Summary reviews the statement of task set to the committee which required them to collect sexual orientation and gender identity data in electronic health records. This report summarizes the invited presentations and facilitated discussions about current practices around sexual orientation and gender identity data collection, the challenges in collecting these data, and ways in which these challenges can be overcome.

    Areas of focus for the workshop include the clinical rationale behind collecting these data, standardized questions that can be used to collect these data, mechanisms for supporting providers and patients in the collection of these data, technical specifications involved in creating standards for sexual orientation and gender identity data collection and exchange, and policy considerations related to the health information technology (HIT) Meaningful Use process being overseen by the Department of Health and Human Services. This report summarizes the workshop agenda, select invited speakers and discussants, and moderate the discussions. Invited participants will include lesbian, gay, bisexual, and transgender (LGBT) health care consumer advocates, providers with experience working with LGBT populations, HIT vendors and other HIT specialists, health care administrators, and policy makers.

    On May 23, 2012, the Roundtable on Technology, Science, and Peacebuilding convened a workshop at the United States Institute of Peace (USIP) to investigate data sharing as a means of improving coordination among US government and nongovernment stakeholders involved in peacebuilding and conflict management activities. Using Data Sharing to Improve Coordination in Peacebuilding:Report of a Workshop by the National Academy of Engineering and the United States Institute of Peace: Roundtable on Technology, Science, and Peacebuilding addresses the following question: What needs must a data sharing system address to create more effective coordination in conflict zones and to promote the participation of federal agencies and nonfederal organizations in Peacebuilding?

    In addition, the workshop served as a means to obtain feedback on the UNITY system, a data-sharing platform developed by the Department of Defense (DOD) and the United States Agency for International Development (USAID). The Roundtable was established in 2011 as a partnership between USIP and the National Academy of Engineering (NAE) to make a measurable and positive impact on conflict management, peacebuilding, and security capabilities by bringing together leaders from the technical and peacebuilding communities. Its members are senior executives and experts from leading governmental organizations, universities, corporations, and nongovernmental organizations.

    Its principal goals are: 1. To accelerate the application of science and technology to the process of peacebuilding and stabilization; 2. To promote systematic, high-level communication between peacebuilding and technical organizations on the problems faced and the technical capabilities required for successful peacebuilding; and 3. To collaborate in applying new science and technology to the most pressing challenges faced by local and international peacebuilders working in conflict zones. The Roundtable is strongly committed to action-oriented projects, and the long-term goal of each is to demonstrate viability with a successful field trial. The Roundtable has selected a portfolio of high-impact peacebuilding problems on which to focus its efforts: 1. Adapting agricultural extension services to peacebuilding, 2.Using data sharing to improve coordination in peacebuilding, 3. Sensing emerging conflicts, and 4. Harnessing systems methods for delivery of peacebuilding services.

    In September 2010, the White House Office of National AIDS Policy commissioned an Institute of Medicine (IOM) committee to respond to a two-part statement of task concerning how to monitor care for people with HIV. The IOM convened a committee of 17 members with expertise in HIV clinical care and supportive services, epidemiology, biostatistics, health policy, and other areas to respond to this task. The committee’s first report, Monitoring HIV Care in the United States: Indicators and Data Systems, was released in March 2012. The report identified 14 core indicators of clinical HIV care and mental health, substance abuse, and supportive services for use by the Department of Health and Human Services (HHS) to monitor the impact of the National HIV/AIDS Strategy (NHAS) and the Patient Protection and Affordable Care Act (ACA) on improvements in HIV care and identified sources of data to estimate the indicators.

    The report also addressed a series of questions related to the collection, analysis, and dissemination of data necessary to estimate the indicators.
    In this second report, Monitoring HIV Care in the United States: A Strategy for Generating National Estimates of HIV Care and Coverage, the committee addresses how to obtain national estimates that characterize the health care of people with HIV within the context of the ACA, both before 2014 and after 2014, when key provisions of the ACA will be implemented. This report focuses on how to monitor the anticipated changes in health care coverage, service utilization, and quality of care for people with HIV within the context of the ACA.

Improving Measurement of Productivity in Higher Education presents an analytically well-defined concept of productivity in higher education and recommends empirically valid and operationally practical guidelines for measuring it. In addition to its obvious policy and research value, improved measures of productivity may generate insights that potentially lead to enhanced departmental, institutional, or system educational processes.

    Since 1991, the National Research Council, under the auspices of the Board on Science, Technology, and Economic Policy, has undertaken a program of activities to improve policymakers’ understandings of the interconnections of science, technology, and economic policy and their importance for the American economy and its international competitive position. The Board’s activities have corresponded with increased policy recognition of the importance of knowledge and technology to economic growth. The goal of the this symposium was to conduct two public symposia to review and analyze the potential contributions of public-private partnerships and identify other relevant issues for the Department of Energy, Office of Vehicle Technologies, Energy Storage Team’s activities in the energy storage research and development area. The symposia will also identify lessons from these and other domestic and international experiences to help inform DoE as to whether its activities are complete and appropriately focused. Additional topics that emerge in the course of the planning may also be addressed. Building the U.S. Battery Industry for Electric Drive Vehicles: Summary of a Symposium gathers representatives from leading battery manufacturers, automotive firms, university researchers, academic and industry analysts, congressional staff, and federal agency representatives. An individually-authored summary of each symposium will be issued.

    The symposium was held in Michigan in order to provide direct access to the policymakers and industrial participants drawn from the concentration of battery manufacturers and automotive firms in the region. The symposium reviewed the current state, needs, and challenges of the U.S. advanced battery manufacturing industry; challenges and opportunities in battery R&D, commercialization, and deployment; collaborations between the automotive industry and battery industry; workforce issues, and supply chain development. It also focused on the impact of DoE’s investments and the role of state and federal programs in support of this growing industry. This task of this report is to summarize the presentations and discussions that took place at this symposium. Needless to say, the battery industry has evolved very substantially since the conference was held, and indeed some of the caveats raised by the speakers with regard to overall demand for batteries and the prospects of multiple producers now seem prescient. At the same time, it is important to understand that it is unrealistic to expect that all recipients of local, state, or federal support in a complex and rapidly evolving industry will necessarily succeed. A number of the firms discussed here have been absorbed by competitors, others have gone out of business, and others continue to progress.

    A committee under the auspices of the Board on Science, Technology, and Economic Policy (STEP), is conducting a study of selected state and regional programs in order to identify best practices with regard to their goals, structures, instruments, modes of operation, synergies across private and public programs, funding mechanisms and levels, and evaluation efforts. The committee is reviewing selected state and regional efforts to capitalize on federal and state investments in areas of critical national needs. Building the Arkansas Innovation Economy: Summary of a Symposium includes both efforts to strengthen existing industries as well as specific new technology focus areas such as nanotechnology, stem cells, and energy in order to better understand program goals, challenges, and accomplishments. As a part of this review, the committee is convening a series of public workshops and symposia involving responsible local, state, and federal officials and other stakeholders. These meetings and symposia will enable an exchange of views, information, experience, and analysis to identify best practice in the range of programs and incentives adopted. Drawing from discussions at these symposia, fact-finding meetings, and commissioned analyses of existing state and regional programs and technology focus areas, the committee will subsequently produce a final report with findings and recommendations focused on lessons, issues, and opportunities for complementary U.S. policies created by these state and regional initiatives.

One important element of STEP’s analysis concerns the growth and impact of foreign technology programs.1 U.S. competitors have launched substantial programs to support new technologies, small firm development, and consortia among large and small firms to strengthen national and regional positions in strategic sectors. Some governments overseas have chosen to provide public support to innovation to overcome the market imperfections apparent in their national innovation systems. They believe that the rising costs and risks associated with new potentially high-payoff technologies, and the growing global dispersal of technical expertise, underscore the need for national R&D programs to support new and existing high-technology firms within their borders.

    Final Book Now Available

    Digital technologies and networks are now part of everyday work in the sciences, and have enhanced access to and use of scientific data, information, and literature significantly. They offer the promise of accelerating the discovery and communication of knowledge, both within the scientific community and in the broader society, as scientific data and information are made openly available online. The focus of this project was on computer-mediated or computational scientific knowledge discovery, taken broadly as any research processes enabled by digital computing technologies. Such technologies may include data mining, information retrieval and extraction, artificial intelligence, distributed grid computing, and others. These technological capabilities support computer-mediated knowledge discovery, which some believe is a new paradigm in the conduct of research. The emphasis was primarily on digitally networked data, rather than on the scientific, technical, and medical literature. The meeting also focused mostly on the advantages of knowledge discovery in open networked environments, although some of the disadvantages were raised as well.

    The workshop brought together a set of stakeholders in this area for intensive and structured discussions. The purpose was not to make a final declaration about the directions that should be taken, but to further the examination of trends in computational knowledge discovery in the open networked environments, based on the following questions and tasks:

    1. Opportunities and Benefits: What are the opportunities over the next 5 to 10 years associated with the use of computer-mediated scientific knowledge discovery across disciplines in the open online environment? What are the potential benefits to science and society of such techniques?
    2. Techniques and Methods for Development and Study of Computer-mediated Scientific Knowledge Discovery: What are the techniques and methods used in government, academia, and industry to study and understand these processes, the validity and reliability of their results, and their impact inside and outside science?
    3. Barriers: What are the major scientific, technological, institutional, sociological, and policy barriers to computer-mediated scientific knowledge discovery in the open online environment within the scientific community? What needs to be known and studied about each of these barriers to help achieve the opportunities for interdisciplinary science and complex problem solving?
    4. Range of Options: Based on the results obtained in response to items 1-3, define a range of options that can be used by the sponsors of the project, as well as other similar organizations, to obtain and promote a better understanding of the computer-mediated scientific knowledge discovery processes and mechanisms for openly available data and information online across the scientific domains. The objective of defining these options is to improve the activities of the sponsors (and other similar organizations) and the activities of researchers that they fund externally in this emerging research area.

    The Future of Scientific Knowledge Discovery in Open Networked Environments: Summary of a Workshop summarizes the responses to these questions and tasks at hand.

    Final Book Now Available

    Founded during the Civil War as the Army Medical Museum, the Armed Forces Institute of Pathology (AFIP) amassed the world’s largest collection of human pathologic specimens and was considered a premier consultation, education, and research facility by the end of the 20th century. Samples from the AFIP were instrumental in helping to solve public health mysteries, such as the sequence of the genome of the 1918 influenza virus that killed more than 40 million people worldwide.

    In 2005, the federal Base Realignment and Closure Commission recommended that the AFIP be closed, and its biorepository was transferred to the newly created Joint Pathology Center. During the transition, the Department of Defense asked the IOM to provide advice on operating the biorepository, managing its collection, and determining appropriate future use of specimens for consultation, education, and research.

    Future Uses of the Department of Defense Joint Pathology Center Biorepository, the IOM proposes a series of protocols, standards, safeguards, and guidelines that could help to ensure that this national treasure continues to be available to researchers in the years to come, while protecting the privacy of the people who provided the materials and maintaining the security of their personal information.
