  • Man who supplied gun in Watseka killing sentenced to nine years

WATSEKA — An Iroquois County judge on Monday sentenced a Watseka man to nine years in prison for his role in the death of a Watseka man.

Chad Walwer, 25, had pleaded guilty in December to unlawful possession of weapon by a felon, admitting that he brought a gun to McSki’s Lounge in Watseka on April 14 that Jeffrey Hite, 31, is accused of using to fatally shoot Roger McVay.

Walwer had been charged with Mr. McVay’s murder on a theory that he was accountable for the actions of Hite. That charge was dismissed when Walwer pleaded guilty to possessing the weapon.

Because of prior convictions for residential burglary and aggravated battery, Walwer had to be sentenced as a Class X felon. He faced a maximum of 30 years in prison.

    Judge Gordon Lustfeldt sentenced Walwer.

Hite is charged with murder. His case is unresolved.

  • 2012 Chevrolet Aveo makes an early debut

2012 Chevrolet Aveo – Click above for image gallery

With the recent unveiling of the Aveo RS concept at the Detroit Auto Show and spy shots of Chevrolet’s diminutive hatch testing in Michigan, Chevy is obviously prepping all-new Aveo for prime time. And judging by these pics procured by KickingTires after a presentation by Bob Lutz, the Aveo is getting a much-needed makeover both inside and out.

With a front end that stays true to the RS, along with a set of bulging fenders and an artfully carved swage line, the 2012 Aveo is a dramatic departure from the budget-conscious model roaming the streets today. Coupled with a thoroughly revised interior, complete with upgraded materials and the RS’ motorcycle-inspired gauge cluster, the Aveo has its sights set squarely on the new Ford Fiesta, particularly when it arrives in five-door form.

Pricing remains a question mark, but we’d suspect all the details to be revealed before the end of the year, with sales starting sometime in 2011.

  • Microsoft may still buy RIM?

rimwp7 Even the well-received announcement of Windows Phone 7 has not caused rumours of a RIM buy-out by Microsoft to die.

"It’s something I know they’ve talked about — buying Research in Motion or even Nokia," Toan Tran, an analyst at Morningstar, said of Microsoft. "To really compete in this business, Microsoft needs to get into the hardware business, where they are able to control the entire user experience."

"Apple has shown that’s the model that works," Tran added. "In a consumer device, people just want something that works, they don’t want something as complicated as a PC."

Microsoft has about $35 billion in cash and short term investments and a market cap of around $248 billion, making RIM’s $39 billion market cap pricy but affordable.

Microsoft has always resisted competing with their OEM’s, but as traditional Windows Mobile OEM’s stray to other OS’s this may become less of an issue.

The new consumer focus of Windows Phone 7 series may also be a sign of Microsoft abandoning the Windows Mobile business market, leaving the company in need of another route into the enterprise market.

Chief Executive Steve Ballmer has however pooh-poohed the idea:

"The word ‘ever’ is a big word, but I certainly don’t feel like that’s the right strategy for us today," Ballmer told Reuters at Mobile World Congress recently.

"Buying somebody would be a shortcut," said Kim Caughey, an analyst at Fort Pitt Capital Group. "But if they can give business users more functionality (with the new phones), they have a shot."

Morgan Keegan analyst Tavis McCourt said he did not believe Microsoft has yet given up on its software licensing strategy:

"Microsoft doesn’t want to be in the hardware space. It would alienate its other hardware customers," said McCourt.

  • MALAWI: Catapults Against Cholera

By Claire Ngozo LILONGWE, Feb 22 (IPS) By this time last year, Mkanda had recorded 14 cholera cases as rainy season descended on central Malawi. This year, the area has not been a single report of cholera.

"There has been a reduction in open defecation. The people of Mkanda have fully adopted the Community-Led Total Sanitation (CLTS) approach where they are discouraging the common practice of defecating in the open," said Thomas Mchipha, Water, Sanitation Health and Environment Coordinator for Mchinji district.

CLTS is an initiative where locals come together and build pit latrines using locally-available materials like grass and clay. The communities also set by-laws that are used to ensure that people are adhering to using latrines.

Mchipha explains that the communities have come to realise that open defecation results in the spread of water-borne diseases such as diarrhoea, cholera and dysentery.

Diarrhoea is one of the three top killers of children under the age of five in Malawi, alongside malaria and respiratory infections. According to national health ministry statistics, twenty percent of children under five years old in Malawi suffer an episode of diarrhoea every two weeks.

Mchipa says CLTS was brought to the Mkanda community in 2008 by government-trained health extension workers after it was introduced to the country by a development consultant from India, Dr. Kamal Kar.

"CLTS was pioneered in Bangladesh where it is reported to have been very successful. The government of Malawi became interested and invited Dr. Kar to train extension workers. I am one of those who got trained," he says.

Mchipha explains that communities are encouraged to use locally-available materials in constructing pit latrines to reduce costs.

"This will in the long run ensure sustainability, as the communities do not have to rely on financial assistance from government or donor agencies. They can easily build latrines with locally found materials which they do not have to spend money on."

Defecating in the open, especially in the bush, has long been standard practice in the rural areas of Malawi. Many people see the construction of a toilet as a luxury they can do without in this poor country where up to 60 percent of the population lives below the poverty line of $1 a day.

"Even now you see that it is usual for many men around the country to go by the road-side or under a tree to urinate. Some even come out of cars just to urinate by the roadside. But for the people of Mkanda, this sort of practice is frowned upon," says Mchipha.

A neighbourhood watch, comprising both children and adults, patrols the Mkanda area ensuring that no one defecates in the open. Natural leaders – who have shown special enthusiasm for the concept during orientation sessions run by extension workers – are charged with coordinating efforts.

"While patrolling, we are armed with catapults which we use to stone anyone found defecating in the open," Mkanda resident Ganizo Kalaya told IPS.

Kalaya explains that children are engaged in the neighbourhood watch because they are usually honest and have no hesitation sharing information about who is still defecating in the open. He says an emergency meeting is called if the patrol discovers any faeces in the village grounds or bushes and that the entire neighbourhood is taken to task to reveal the culprit.

"It gets embarrassing for the villagers to be put through such an ordeal, as such the practice of defecating in the open is becoming a very rare occurrence," Kalaya says.

Mkanda area has since been declared "open defecation free by the Mchinji district commission and is being used as a model for the CLTS approach in the country.

The concept, being advanced by local assemblies, has also been adopted in nine of the Malawi's 28 districts. Plan International, WaterAid and UNICEF are providing financial support in expanding CLTS around the country. The concept is reported to be in use in more than 20 countries in Africa, Asia, the Middle East and Latin America.

The government's 2008 Malawi Millennium Development Goals (MDGs) Report indicates that the percentage of households with improved access to sanitation in Malawi have increased from 72 percent in 1990 to 88 percent in 2006.

"This is an indication that the country is making good progress towards achieving improved access to good sanitation," states the MDGs report.

The report also says that Malawi, compared to many other sub-Saharan countries, has a high level of access to improved sanitation facilities. The government projects that 98 percent of Malawians will have adequate sanitation by 2015, well above the MDG target of 86 percent, according to the MDGs report.

Satisfied with this performance, Finance Minister Ken Kandodo moved to reduce the 2009-2010 allocation to the ministry in charge of sanitation by 25 percent.

"The Ministry of Irrigation and Water Development is one of the (ministries) which completed implementation of its large projects," Kandodo stated in the budget summary.

But the move may be premature as these positive figures for water and sanitation coverage have been challenged.

A study by the International Institute for Environment and Development (IIED) found only less than 10 percent of the populations of the major cities of Blantyre and Lilongwe live in homes connected to the sewage system. Residents of the informal settlements where nearly two thirds of urban Malawians live told IPS they had seen little sign of the progress claimed by government.

Kandodo did pledge money from the current budget to constructing 798 sanitation and hygiene units.

With the global recession affecting donor support and drought threatening national revenues, CLTS may become an important part of sustaining progress towards improved sanitation for poor urban and rural communities.

This business with Uwe Gemballa just keeps getting sketchier and sketchier with each passing day. And by business, we mean business.

The founder and namesake of the Porsche tuning outfit was reported missing a couple of weeks ago upon a trip to South Africa. Initially the news was taken at face value, but then more reports began pouring in, indicating that the German authorities had raided the Gemballa headquarters and seized all the vehicles therein. Speculation ensued that Uwe’s “disappearance” might not have been quite so accidental.

As the plot thickens, the latest reports suggest – verified by public records – that Uwe Gemballa opened a second company, with his 79-year-old mother as the sole stockholder, and had his wife (to whom he granted power of attorney) register the existing company for bankruptcy. And the kicker? The last time Uwe updated the company records was on February 5, only days before he vanished to Africa. Cue the “Unsolved Mysteries” theme song.

  • Court clerk’s employee sentenced for bribe

A Cook County court clerk’s employee was sentenced to three years in prison today after pleading guilty to accepting $15,000 in bribes from a woman attempting to bond her husband out of jail.

Angelo Colon, 48, of Chicago, pleaded guilty to one count of bribery and was sentenced to three years in prison by Judge Lawrence Fox, according to a release from the Cook County state’s attorney’s office. Colon was arrested and charged in October 2009 following an investigation.

According to prosecutors, from September 2008 to January 2009, Colon was an employee of the clerk of the Circuit Court of Cook County, assigned to the clerk’s office on the fifth floor of the Criminal Courts Administration Building at 2650 S. California Ave., the release said.

Colon was acting in an official capacity when he solicited and accepted a total of $15,000 from the victim with the false promise he could bribe a judge to order the release of her husband, who was in jail for a pending drug case, the release said.

  • SD123 to close Brandt, lay off teachers

Closing Brandt School and eliminating seven teaching positions are the major components of a budget reduction plan approved Monday by officials in Oak Lawn-Hometown School District 123.

School board members unanimously approved the plan, which will trim $1.2 million from the budget.

Brandt School, 8901 S. 52nd St., is home to the district’s science center program, which will be eliminated at the end of the school year. The building also houses the district’s early childhood program, which will be relocated to Kolmar School.

The district is facing a $1.5 million budget shortfall as a result of a shortfall in property tax revenue, Supt. Kathleen McCord said.

“The economic crisis that hit this country hit us too,” McCord said.

The cuts were necessary to keep the district fiscally sound through 2014, McCord said.

The cuts “were distasteful work that had to be done,” she said.

McCord said closing Brandt School and eliminating the science center was preferable to cutting any of the district’s critical programs including full-day kindergarten, the reading recovery program, physical education classes, reading specialists in all schools, the band program and a variety of extracurricular activities.

She added that the implementation of a new science curriculum weighed into the decision.

Closing Brandt and eliminating seven teaching positions will trim $694,222 from the budget.

The board approved a variety of other program cuts and reductions to shave an additional $500,000 from the budget.

Those cuts include a reduction in instruction aides as well as psychologist and social work services. Additionally, the district scaled back the art and music programs at the five elementary schools and will phase out French classes at Oak Lawn-Hometown Middle School by 2012.

Some 100 parents and teachers attended the meeting to protest the board’s decision.

“I think closing the science center is wrong,” said Lori Harris. “You need to find out what the parents and the taxpayers want.”

Several parents criticized the board for failing to inform the community about plans to close Brandt School.

“I’m disappointed in this district,” said Jean Attig, a parent at Sward School. “Where was this information? We are going to be a laughingstock. I think this is a knee-jerk reaction.”

Elaine Barlos, president of the District 123 teachers’ union, said the board did not seek sufficient input from parents and staff before making its decision.

“We would like to see in the future that things are more transparent,” Barlos said.

The district’s early childhood program has been located at Kolmar School in the past, but parents and teachers said Brandt was the ideal location for the classes.

“It breaks our heart to shift again,” said Julie Glynn, who teachers in the early childhood program. “That building is one heck of a place. It would be a crime to see it shut down.”

The early childhood program was located at Brandt for the past three years. Over the years, the school has been rented to privately owned day care centers.

“Brandt has a history of being closed and opened,” McCord said. “I don’t think the board of education will ever look at selling that building.”

  • Blagojevich to speak at Northwestern University

EVANSTON, Ill. — Students at Northwestern University will get a chance to ask Rod Blagojevich questions next week, when the disgraced former governor speaks to faculty and students at an event titled “Ethics in Politics: An evening with Former Governor Rod Blagojevich.”

The event, sponsored by Northwestern’s College Democrats, will be held at 7 p.m. March 2 at Cahn Auditorium in Evanston, according to the student newspaper, The Daily Northwestern.

“A conversation about ethics and politics is important to have,” Dan Rockoff, vice president of programming for College Democrats told the newspaper.

“There isn’t a better person out there to discuss this than former Governor Rod Blagojevich.”

Rockoff said corruption was a major issue during the Illinois primary election earlier this month, especially because four of the last eight Illinois governor have been indicted, including Blagojevich.

Blagojevich is scheduled to go on trial this summer on federal corruption charges. He is charged with substantive racketeering, attempted extortion of a U.S. Congressman, bribery of Children’s Memorial Hospital and a racetrack executive, and other charges, mostly related to his alleged attempt to sell President Barack Obama’s U.S. Senate seat.

Blagojevich will be given 15 minutes to plead his case to a panel of Northwestern faculty members, including a law professor, a political science professor and a journalism professor.

After he speaks to the faculty panel, students will have a chance to ask Blagojevich questions.

“Our belief is that students at Northwestern are interested in debating this issue,” Rockoff said. “They will be interested to see this kind of dialogue.”

An invitation to the event has been posted on Facebook and as of Tuesday afternoon, 475 people had responded they were planning to attend.

Tickets for the event were set to go on sale at the school later this week and 1,000 free tickets were to be made available to the Northwestern community.

Seems likes Toyota isn’t the only one having recall issues. The 2010 BMW 550i Gran Turismo and the 2009-2010 BMW 7-Series are both being recalled by the German automaker, according to the National Highway Traffic Safety Administration.

It’s nothing as serious as Toyota’s pedal and brake issues so don’t get scared if you own either of the BMW vehicles.

Basically, the recall is due to a failure to comply with Federal Motor Vehicle Safety standard No. 110, “Tire Selection and Rims.” The tire pressure label on the vehicles incorrectly indicates the vehicle’s seating capacity as five passengers when its actual seating capacity is four. • Wheaton may get downtown grocery store … at Hubble School site?

Wheaton’s best chance for a downtown grocery store might be the former Hubble Middle School site – not the shuttered Jewel Food Store nearby.

Members of a steering committee working with real estate consultants to determine the best use for the old Hubble property are reviewing four options for the 22-acre parcel at Main Street and Roosevelt Road.

One calls for a mixed-use development with specialty grocery store – despite the fact a former Jewel building is for sale immediately to the north along Willow Avenue.

That doesn’t surprise Councilman John Prendiville, who says it’s “highly unlikely” the boarded up structure will be a grocery store again.

For starters, Jewel-Osco wants potential buyers to pay $4 million for the 19,500-square-foot building. Officials say they doubt the grocers who have expressed interest could even afford the asking price.

Even if they could, Prendiville said: “It is extremely unlikely that Jewel would sell to competitor. And Jewel has expressed no interest at all in redeveloping that property as a grocery store.”

Prendiville said that’s why the city is looking for other downtown locations, like the Hubble site, where a replacement grocer could locate.

“We’re listening to the requests of the community,” he said, adding that residents want a downtown grocery store.

  • Jury to debate fate of twice-convicted killer Ed Tenney in third murder

A DuPage County jury is expected to begin deliberating this afternoon in the case of a twice-convicted murderer on trial for a third slaying in which a young Aurora father was killed after being robbed of $6.

Lawyers’ closing arguments begin at 1:30 p.m., followed by jury deliberations.

Edward Tenney is accused of opening fire on Jerry Weber on April 16, 1992, before robbing him of a black leather wallet containing $6 during a chance encounter in a muddy field near Sheffer and Vaughn roads, near what is now the sprawling Stonebridge subdivision.

Tenney, 50, maintains his innocence. But his cousin, Donald Lippert, 34, testified last week that he watched Tenney commit the murder after the two spotted Weber trying to free his mired white work van from a muddy Aurora Township field. Lippert, also armed, said he gave Tenney his weapon after the other one jammed.

Tenney is serving life prison sentences for the 1993 shootings of two Kane County women, killed in separate home invasions, including that of dairy heiress Jill Oberweis.

Prosecutors are seeking the death penalty against Tenney if he is convicted of murdering Weber, 24, a carpet installer whose wife, Sharon, discovered his bullet-ridden body the next morning when he failed to return home from gathering flagstones for a backyard garden project.

Sharon Weber gave birth to their second child just three weeks earlier. She has not remarried and raised their two sons, David and Erik, while putting herself through school to become a registered nurse.

Lippert received an 80-year prison term for his role in the three slayings. He is eligible for parole in 2035 after serving half the sentence.

Weber’s murder remained unsolved for three years. Police were led to Tenney in October 1993 when they arrested him on an unrelated burglary warrant at his girlfriend’s apartment, about a mile from the murder scene, and recovered one of the two guns they later linked to the crime through ballistics testing.

It wasn’t until May 1995, though, that police recovered the other gun and Weber’s wallet from other members of Lippert’s family, who lived with Tenney back in 1992 and said they still were storing some of his belongings. One of them also said Tenney confessed to him after the slaying, but he was too afraid to tell police after Tenney threatened his life.

His defense team, John Houlihan and Mark Kowalczyk, argues Donald Lippert changed his story repeatedly and is far from a reliable witness.

If members convict Tenney, they will be asked in the trial’s next two phases to determine if Tenney is eligible for a death sentence, and then whether capital punishment is the appropriate sentence.

Tenney once faced death by lethal injection for one of the other murders. His conviction, though, was overturned in 2002 based on a legal trial error. He was retried, convicted again and, in 2008, sentenced to a life prison term, clearing the way for his latest trial to begin in DuPage County.

  • Russian Collecting Society Sues Promoters For Not Paying Up To Let Beyonce Sing Beyonce Songs

Last year we wrote about a situation in Russia where the promoters of a Deep Purple concert were fined because they failed to secure a license to let Deep Purple perform Deep Purple music. Seriously. It seems that the same situation is playing out again with a Beyonce concert. The Russian collecting society RAO is suing the company it believes was the promoter of a Beyonce concert for not paying up for the right to perform Beyonce music. Yes, by any standard of common sense this is ridiculous. A collection society is supposed to collect for the sake of helping an artist. But how is it possibly helpful to the artist to force promoters to pay for that artist to sing their own songs. It directly harms an artist by making it more expensive for anyone to actually promote a show — and by funneling money away from musicians.
