  • Minnesota Broadband Bill on the way to the Governor

    A super quick update

    Today the Minnesota House reports that they concurred and re-passed the Minnesota Broadband bill. The Bill was re-passed as amended by the Senate. It’s on the way to the Governor’s office but I don’t have any word on when he will be looking at it.

    Description: AzulStar, together with Clearwire, private investors and local community and public institutions are proposing the creation of a 4G wireless broadband network encompassing the rural and underserved areas within 17 counties in Southern Michigan. The network will utilize mobile WiMAX at 2.5GHz, which is a nonproprietary, 4G wireless broadband technology that outpaces all other broadband technologies in terms of both price and performance. The innovative network will use some 60MHz of licensed spectrum at 2.5GHz to deliver fixed and mobile connections of 10Mbps and beyond. The highly advanced system will have a lasting impact on the target areas by creating a platform for innovation and sustainable economic growth.     Description: Fiber to the Home project leveraging the NESC Northeast Middle Mile Project funded in Round 1. This project will provide fiber based broadband to 6,235 households in one of the sparsest and northern most counties in MN. The project employs a new public sector management model that will engage and have strong local incumbent and cable carrier support. The model is unique in that nothing like it has been proposed before and stands to be the future model for deploying networks in sparsely populated, large rural areas.   • Special pricing for Mound broadband customers

    I don’t write a lot about broadband caps and metered service because it’s more of a national issue and so much has been happening locally – but as Keith Thelen wrote to me, Minnesota now has a front row seat.

    According to Ars Technica, Frontier Communications is piloting metered services in Mound, Minnesota. It seems as if most of the details are coming from StoptheGap, a site that works at “promoting better broadband, fighting usage caps, usage-based billing and other Internet overcharging schemes.”

    According to StoptheGap

    Stop the Cap! has learned Frontier has begun measuring customers’ broadband usage, and for those in Minnesota who exceed 100GB of usage during a month, Frontier is dispatching e-mail messages telling them they’ll have to agree to pay more — much more — or their service will be cut off in 15 days.

    It sounds as if about 50 people received such email messages. The most egregious bump up will be for those achieving 250GB of usage; their new monthly rate is an incredible $249.99 per month.

    Again it sounds as if this is a pilot charging program and it sounds as if it’s for DSL customers at this point although representatives have alluded to potentially metered charges for FiOS service as well. (Or at least they haven’t said no to metered service for FiOS.) Unfortunately for Frontier it looks as if their letters to DSL customers preceded policy changes on their web site, that may be added to the confusion and frustration.

    I’m pretty sure my invitation was lost in the mail (I’m pretty sure yours was too!) – but the good news is that we can all participate online, which is even better for those of us in Ireland who are grounded due to volcanic ash. (That’s a whole new reason to appreciate broadband and remote meetings!!)

  • Klobchar cheers for broadband

    Thanks to the Grand Forks Herald for picking up the latest cheer for broadband, especially a cheer coming from Minnesota. Here’s what they said…

    U.S. Sen. Amy Klobuchar used a committee hearing to encourage federal officials to expand high-speed broadband Internet service to more communities.

    “This broadband plan will help ensure that all Americans have access to an open, affordable and high-speed internet,” the Minnesota Democrat said about a Federal Communications Commission proposal. “The FCC needs to remain an effective cop on the beat when implementing the recommendations to create jobs, long-term economic growth, connect rural schools and hospitals, and protect our public safety networks.”

    Klobuchar said the plan would require states to install broadband wires at any federally funded transportation project. That is a proposal Klobuchar presented several months ago.

  • MIRC project will help farmers and other businesses

    KSAX out of Alexandria ran a nice story on the Blandin Foundation MIRC project, helping to announce the 4.8 million of the stimulus package that will help rural communities in Minnesota use the internet.

    KSAX highlighted the potential impact on farmers in the area. I’ve written about the importance of broadband to farming communities before. There was a national research report that came out last summer (Internet’s Value for Rural America) that also highlighted some specific benefits of broadband in rural area – benefits such as telemedicine.

    The Blandin Foundation maintains a whole toolkit of broadband applications that benefit individuals, families, business and communities. The toolkit is divided into five categories:

    Each category contains a range of subcategories (such as teleradiology) that lead to a number of links to specific applications. Some applications are available online – some for free; others are descriptions of application or services that may be fee-based or not targeting single users (such as hospital systems). But browsing through the categories will give you an idea of some of the advantages the MIRC communities will be learning about and deploying over the next few years. They are applications that will help farmers – and more!

  • SamKnows how to gauge real speeds

    Thanks to Ann Higgins for the heads up on the FCC’s new plan for gauging actual broadband. First they posted speed testers on their web site. (According to another Telecompetitor article, over 300K broadband tests have been completed on the site! In fact, “According to this data, the average download speed was 9.27 Mbps and the average upload speed was 2.83 Mbps.”)

    Now they have hired a company to help track real speeds. They have hired a UK company called SamKnows. Here’s the news from Telecompetiror…

    According to the SamKnows website, they’ve “…been awarded a ground breaking contract by the Federal Communications Commission (FCC) to begin a new project researching and collecting data on American fixed-line broadband speeds delivered by Internet Service Providers (ISPs) – until now, something that has never been undertaken in the USA.”

    The author and at least one article commenter has wondered why the FCC has gone with a company in the UK. But another commenter has added…

    “SamKnows UK will be licensing its technology without charge to a new American company which will be set-up, and based in Washington, specifically for this project. This new company will create new jobs for American workers, both in the short term and in the long term.”

    Regardless, it’s good to see some steps moving forward to gauge real speeds. It is one of the goals from the National Broadband Plan.

  • Coworking – broadband building local community

    An interesting topic came up last week on the Minnesota Voices Online (MVO) list. One member was considering the value of a community coworking center.

    This term or use of coworking was new to me. It’s a center where workers (consultants, remote workers, even job seekers I suspect) can go to work. Here’s the definition from Wikipedia

    Coworking is a style of work which involves a shared working environment, sometimes an office yet independent activity. Unlike in a typical office environment, those coworking are usually not employed by the same organization. Typically it is attractive to work-at-home professionals, independent contractors, or people who travel frequently who end up working in relative isolation.[1] Coworking is the social gathering of a group of people, who are still working independently, but who share values,[2] and who are interested in the synergy that can happen from working with talented people in the same space.

    To me it sounds like a hybrid micro-mini business incubator and coffee shop. Apparently there are a couple in the Twin Cities, Crema Café, which from the web site has a definite coffee shop feel and CoCo and The 3rd Place, which both have more of a business incubator feel. Here’s the welcome from The 3rd Place that sort of indicates the feel…

    Not home or work, but a third place where entrepreneurs and creatives congregate and collaborate.

    It also appears to be a place where the Internet connection is good, there’s a meeting room and they have occasional events. Having spent many long days in coffee shops, often drinking way too much Diet Coke just to feel like I’ve earned my space, I think this is a great idea. Like the role of the library highlighted in the recent US IMPACT research, access to good broadband would only be one reason I’d hang out in a coworking shop. A friendly-businesslike culture would be just as appealing. Add a place to buy stamps and receive the occasional fax and this could be my home-away-from-home office.

    It’s an interesting take on how broadband can build local community.

    It has also been interesting to follow the banter on the MVO list on the costs of setting up a community coworking center – starting with the cost of broadband. Many of us are OK with the reliability of DSL or cable for our home offices – but do we need or expect more from a coworking center – and why does fiber cost so much? (You can follow these topics too, if you’re interested.) I just wanted to introduce the idea and point out a few apparently successful coworking sites – because, as my dad says, it might be the perfect get rich slow scheme for some communities who need a way to support, promote and attract small businesses and entrepreneurs. Those of us who can work anywhere love the idea of working by the lake – on a practical basis a coworking center would helpful at least a few days a week

  • Broadband satellite doing fine

    Thanks to Tim Finnerty for the heads up on the Satellite industry: Broadband Satellite Markets Did Not Falter in Face of 2009 Economic Crisis.

    I find this amazing! I’m not surprised that people have maintained broadband connections because I think once you have broadband you realize that you can use it to offset other costs, such as long distance charges. I’m surprised that so many people get or maintain satellite broadband connections. I do think that satellite can be a godsend to folks who live outside the reach of other options but the latency can be frustrating.

    I had occasion to use satellite while I was on a boat from Scotland to Northern Ireland last weekend. Now I suppose it the worst case scenario – but it was pretty slow, better than nothing, but slow.

  • Minnesota Broadband Bill passes in Senate

    Near the end of March the Minnesota Broadband Bill passed in the House. It has just passed in the Senate. It may go into conference – but since it has passed in both the House and the Senate it may not. I’ll keep an eye on it.

    In some ways the speeds specified (10Mbps down and 5Mbps up) is a little anti-climatic after the National Broadband Plan calls for 100Mbps down/50Mbps up – but the secondary goal saves it…

    1.13(1) the proportion of Minnesota residents and businesses having access to broadband
    1.14ranks among the five states in the United States and the 15 nations globally that have the
    1.15highest proportion of that measure; and
    1.16(2) Minnesota ranks among the five states in the United States with the highest
    1.17broadband speed that is universally accessible to state residents and businesses.

    The ranking goal doesn’t seem to get as much press – probably because it’s not as neat as a sound bite, but I think that’s the goal that we’ll find most useful.

  • Minnesota Round Two BTOP Applications

    I was spurred by an article in the Minneapolis Star Tribune yesterday to look at the database of ARRA broadband applications. It appears as if they have updated the database to include Round Two BTOP applications. I thought I’d post the projects that came up when I did a search of Minnesota-based Round Two applications.

    Here are some overview points:

    Total requested: 1,106,662,534
    MN-Only: about 20 seemed to be project that were based solely in Minnesota; the rest were for multiple states; a couple seemed to be wrongly tagged as involving Minnesota when it really appeared to focus on West Virginia, but I didn’t read the whole application.

  • Libraries essential to job seekers

    Perhaps building on the US IMPACT Public Library Study that came out late last month, Minnesota Public Radio ran a story today on the role of libraries and librarians play in the lives of many job seekers. It’s a theme that’s been popular lately – which is a good and a bad thing. It’s great to see libraries rise to the occasion; it’s unfortunate that there’s so much need. 

    The library looks like a microcosm of so many communities in Minnesota in that access to technology is necessary, but not sufficient. People are coming to learn how to use technology, get advice and find peace or add structure to their days.

    There’s a quote in the story that sort of gets at the root of role of the library…

    “It’s like the new normal to have social work be part of being a librarian,” said Kim Poole, a librarian at Hennepin County’s Southdale Library in Edina. “Sometimes as a librarian you feel like you’re throwing out a life preserver to a person … they are often at the edge of an abyss.”

  • Stimulus wait continues in SW Minnesota

    The Southwest Minnesota Broadband Group found out that they received ARRA funding in February, but they’re still waiting for the check to arrive. At least that what it sounds like from the Jackson County Pilot (April 1, 2010 – Fiber: Coming to a Farm Near You; not currently online but kindly sent to me by John Shepard) and Cottonwood County Citizen Online.

    The Cottonwood County Citizen Online reports that according to Windomnet Manager Dan Olsen parts of the project are in a holding pattern but some parts progress; specifically they have finalized the joint powers agreement and started some preliminary engineering.

    So it’s kind of a bummer for the communities that are waiting. I suppose Minnesota hadn’t had such a beautiful March they might be in a holding pattern waiting for the ground to thaw. Hopefully the check will arrive soon. Waiting seems to be a recurring theme with the entire ARRA broadband funding initiative.

  • Eagan resolves to support broadband

    Late last month Eagan published a Resolution in Support of a High Speed Minnesota Broadband Policy. In short it promotes the recommendations of the Minnesota Ultra High-Speed Broadband Task Force – although takes it even further in some cases. They encourage the Governor of Minnesota and State Legislature to do the following…

      • Adopt a state law enacting a goal to ensure ubiquitous two-way gigabit across Minnesota by at least 2015.
      • Create and appoint a Broadband Policy Director for the State of Minnesota who will be responsible for coordinating the policies and activities necessary to achieving the state goal.
      • Establish as part of those responsibilities, that the Director would Chair a State Broadband Advisory Board charged with achieving statewide Gigabit access by at least 2015
      • Ensure that The State Broadband Advisory Board should include public and private stake holders who will:
        • Create a cohesive, comprehensive state-wide plan for the deployment of broadband services
        • Make recommendation on the policies, actions and investments necessary to achieving the state’s broadband goal.
        • Carefully preserve the option for the state, cities and counties to protest public rights of way and participate as investors in networks or as providers of telecommunications services if the private sectors is unable or unwilling to act, or if that best serves community needs.
        • Identify and recommend ways to eliminate obstacles to making broadband internet access ubiquitous in the state.
        • Identify and make recommendations to the state legislature that would support broadband goals including offering state subsidies and tax credits, and otherwise promoting broadband deployment.
        • Research innovative strategies and programs other state, countries and communities have used to provide gigabit broadband services ubiquitously and the impact it is having on communities.
        • Recommend specific action steps, assessments or legislation that will provide redundant capability to keep critical broadband infrastructure operational

  • Mankato’s View of Broadband

    A recent editorial in the Mankato Free Press applauds the Ultra High-Speed Task Force recommendations for more public and private partnerships to deploy broadband. In fact, according to the article, Mankato has been on the ball for implementing public-private partnerships…

    Fortunately, some public/private collaboration has already happened in the Mankato region.

    In February of this year, HickoryTech and the South Central Service Cooperative agreed to expand and develop an Internet, data and video conferencing service to 69 schools and libraries in a 12-county region of south central Minnesota.

    The goal, as you might assume, is elearning.

    The Mankato editorial was less optimistic at some of the other Task Force recommendations. They were skeptical of the broadband advisory committee when there will be little funding for such a venture in the Legislature although they seemed to agree that such a concerted statewide initiative is necessary.

  • Hiawatha Broadband not eligible for ARRA funding

    Sometimes I wonder about rules and unintended consequences. There are a lot of rules that almost relate to broadband that seem to cost a lot of time and money – such as the Minnesota Telecommunications Bill, right of way, common carrier status, tower permission, cable franchising… OK they more than almost relate to broadband – but they are rules that were designed for another purpose that have been made to fit broadband and they don’t always fit like a glove.

    Well news from Geoff Daily on Hiawatha Broadband’s status with the ARRA funding reminds me of a similar kind of rule that has been handed down for broadband. I don’t know if that’s the case but it just feels a little like it.

    According to Geoff, Minnesota-based Hiawatha Broadband has been having trouble applying for ARRA funding. Geoff described the problem succinctly…

    The reason Hiawatha couldn’t reapply was due to an onerous rule in the BIP program through which RUS required all applicants to share the details of all their contracts with all their suppliers. The problem Hiawatha faced is that as a provider of TV service they have a number of contracts with content providers that have strict non-disclosure rules. So by asking them to reveal the details of those contracts, RUS was basically saying that to apply to the second round of the stimulus Hiawatha had to break the law and/or risk the future of their company.

    Now, you’d think a rule as onerous as this would’ve been addressed publicly, and it was. RUS was asked directly about it during a public workshop. Their response was that others had applied with no problem so it can’t be that big of a deal. Well that means they’re either being ignorant or unfair.

    Gary Evans of Hiawatha Broadband has written a letter of complaint to Secretary of Agriculture Tom Vilsack. It will be interesting to see what comes of it. Hiawatha has a very good reputation for bringing broadband to rural areas. They were featured in Benton Foundation web conference on broadband best practices last May and won a Blandin Minnesota Community Broadband Award in 2008.

  • Iron Range need a shot of Google

    Aaron Brown is a reporter who lives and writes on te Iron Range. I often enjoy his articles and perspective. He wrote a great wake up call to Iron Rangers the other day that I think could – maybe should – be read by other communities too. I’ll just excerpt two paragraphs (which I’ve taken out of order) here…

    Maybe Google Fiber is a salvation; maybe it isn’t. Something else caught my eye. When Duluth was presented with the opportunity to pursue Google, it did so wholeheartedly and with a broad coalition that included more than the usual suspects. Duluth is pursuing Google Fiber with creativity, and yet with understanding of itself, both its limitations and potential. From YouTube to Facebook, from the Chamber of Commerce to students playing online video games, Duluth is trying something new.

    We sit here waiting for Essar Steel to build a plant in Nashwauk that will not even remotely replace the jobs lost over the past 30 years. Even if the Essar project is wildly successful it won’t completely solve our problems, specifically the problems that face our local schools, cities and businesses. We need more. No one else will give us what we need unless we ask for, then demand, then create our own solutions. New industry, telecommuters and innovative ways to harness natural, renewable resources are the only way out of this anxious wilderness.

    I’ve often said that I like the idea of the Google Fiber Community because it gets people talking about broadband. It gets them excited. Google is a long shot (if not lottery odds than at least carnival raffle odds, and I never win those) but once you’ve talked and committed and worked to convince Google that you’re worthy – well wouldn’t you have to believe if yourself and wouldn’t you go on to get it done? It’s a reason to make the first step. My Grandpa used to say – first you got to want to. Once you want to the rest is easy.

    Aaron has gone even further with this idea – Google was an opportunity for each community to be creative, think big and make plans for the future. While the Google opportunity may be gone – the opportunity to be creative, think big and make plans for the future – and as the old saying goes, there’s no better time than a present!

    Blandin Awarded $4.7 million
    The Blandin Foundation is pleased to report that their ARRA broadband application to the NITA was successful. http://tinyurl.com/yd82d9d The NTIA awarded Blandin and their 19 partners $4.7 million for broadband adoption, focused in 11 communities but creating networks that will serve the entire state.     Minnesota Broadband Bill

The bill has passed in the House and is expected to come up in the Senate this week.

    Minnesota Telecommunications Bill
    The Senate is currently discussing a bill that as introduced would have made it easier for local governments to provide telecommunications services by requiring only a simple, not super majority vote of approval from the community. http://tinyurl.com/yl3k78b The bill has been changed significantly since being introduced; stipulations have been added to the simple majority requirement. http://tinyurl.com/yfy2dof  

    Klobuchar introduces Broadband Consumer Protection Bill
    Senator Amy Klobuchar filed the Broadband Service Consumer Protection Act, a bill requiring Internet Service Providers to accurately advertise their delivered broadband speeds. http://tinyurl.com/yfe4jzx  

    Minnesota Cable Bill
    Rep. Sheldon Johnson has sponsored a bill that would make it easier for telephone companies to offer “triple-play” services — voice, video and Internet — by letting cities grant cable franchises to companies that already provide phone services. http://tinyurl.com/yh6qcjm  

    National Broadband Plan
    The FCC unveiled the National Broadband Plan in mid-March. It includes six major goals starting with 100 million U.S. homes with actual download speeds of at least 100 Mbps and actual upload speeds of at least 50 Mbps. http://tinyurl.com/yh3tcmj.  

    Google Fiber Communities
    Google invited local governments and residents to express their interest in being a part of Google’s fiber optic trial.     Receiving word from NTIA that the Blandin Foundation BTOP grant had been approved was an exciting moment. As you can imagine, the reality of the commitment quickly begins to set in and you ask yourself and your team, “How are we going to implement this project so it makes a real difference now and into the future?”

    Blandin Foundation’s operational theory of change is “Framing x Social Capital x Mobilization = Healthy Community.” This formula seems especially relevant to our Demonstration Community project component. We are asking:

    How can we infuse the broadband discussion with local relevance? 

    How can we identify and recruit the right blend of the local social capital? 

    How do we mobilize the community with a bias towards action rather than excessive deliberation?

    To be successful, our NTIA BTOP broadband project must spur increased broadband adoption and enable new and improved useful applications of technology that will enhance greater Minnesota as a place to live and do business.

  • Great coverage of MIRC

    If you’re a regular reader, you’ve heard us talk about MIRC – the Minnesota Intelligent Rural Community initiative. Blandin received $4.7 million of the ARRA broadband stimulus funds to deploy the project. Obviously we’re all excited; Bernadine Joselyn and Becky LaPlant have been posting updates on how the project is going. We have also been excited to see how the news has stimulated news and discussions in the following places….

    MinnPost – Seeding ‘a culture of broadband’ in rural Minnesota – Sharon Schmickle highlights the importance of broadband – especially to rural areas and recognizes the potential of the MIRC project to get broadband to more people…

    Rural residents have as many or more reasons to embrace broadband as any city dweller.

    High-speed connections are a small town’s best hope for stopping the devastating drain of businesses and bright young people.

    The Minnesota Daily – Broadband expansion underway in Minnesota – The University of Minnesota newspaper shone a light on the opportunities arising from the grant. (The University of Minnesota Extension Center for Community Vitality is one of the 19 MIRC partners.)

    “I recently heard someone say, ‘access denied is opportunity denied,’ and I think the University is all about opportunity,” Joselyn said.

    Minneapolis Star Tribune – Blandin will use stimulus for Net – The Star Tribune spoke with Blandin Foundation president Jim Hoolihan to learn more about the grant. In fact I think they did a good job os succinctly describing what the grant will entail…

    The grant will be used to expand hours of rural workforce centers, distribute refurbished computers, extend small business technical assistance and training, train individuals and business leaders, and otherwise crank up community interest in high-speed Internet.

    Getting business and community leaders to buy in is critical, Blandin officials say. Communities need to know how high-speed Internet can improve the quality of lives before committing to the service.

  • FCC plan for next open meeting on April 21

    The FCC just released their agenda for the open meeting planned for April 21 – a plan to discussion implementation of the National Broadband Plan. Here’s their tentative short list of topics, taken from their press release

    • USF Reform NPRM and NOI: A Notice of Proposed Rulemaking that proposes common-sense reforms to the existing high-cost support mechanisms to identify funds that can be refocused toward broadband, and a Notice of Inquiry that seeks comment on the use of a model to determine efficient and targeted support levels for broadband deployment in high-cost areas.

    • Mobile Roaming Order and FNPRM: An Order implementing rules to ensure the availability of reasonable automatic roaming arrangements for voice service and a Further Notice of Proposed Rulemaking seeking comment on roaming arrangements for mobile broadband services.

    • Network Gateway NOI: A Notice of Inquiry seeking comment on best approaches to assure the commercial availability of smart video devices and other equipment used to access the services of multi-channel video programming distributors.

    • CableCARD NPRM: A Notice of Proposed Rulemaking that proposes changes to the CableCARD rules for set-top boxes used with cable services, to improve the operation of that framework pending the development of a successor framework.

    • Survivability NOI: A Notice of Inquiry seeking comment on the present state of survivability in broadband networks and potential measures to reduce vulnerability to network failures.

    • Cybersecurity Certification NOI: A Notice of Inquiry seeking comment on whether the Commission should establish a voluntary program under which participating communications service providers would be certified by the FCC or a third party for adherence to cybersecurity objectives and/or practices.

    I see a lot of broadband plans but I always think the devil is in the deployment. We can pay lip service to an awful lot – but we can only accomplish so much at a time.

    On a completely unrelated note, I’m having one of those days where broadband makes or breaks me. I’m on a bus from Dublin to Belfast and I’m online – or at least I will be until I cross the border into Northern Ireland. Ironically last week I was in Minnesota and completely offline one day. I realized that proximity is no longer a factor in my job. I can work anywhere so long as I can get online. I’m like so many other small businesses. If/when I consider relocation (temporary or permanent) only those towns with broadband make the cut for me.

    As an added unrelated note, I’m making my slow way to Scotland where I hope to visit Dundee, one of the top ranking Intelligent communities.
