  • What?s at Stake in Kyrgyzstan?

    <ahref="http://blog.heritage.org/wp-content/uploads/Kyrgyz.jpg"></p>The Obama administration has been caught flat-footed once again—this time in Kyrgyzstan. The administration didn’t anticipate the spring riots escalating and sweeping away corrupt President Kurmanbek Bakiyev and his clan. The U.S. was perceived as being too close to Mr Bakiyev, yet it did not move fast enough to distance itself from him and recognize the temporary government led by Roza Otunbayeva.

    While Ms. Otunbayeva—who has served as Kyrgyzstan’s foreign minister three times, as well as its ambassador to Washington and London—is a moderate, she is also close to Moscow. Once in office, she immediately sent her deputy to meetings in the Kremlin. One likely topic at those talks was the future of America’s Manas base—no small annoyance to Russia, which also has a military outpost in Kyrgyzstan.

    Russia supported “Roza’s Revolution” despite its past opposition to the 2003 Rose Revolution in Georgia, the 2004 Orange Revolution in Ukraine, and the 2005 revolt in Kyrgyzstan. The reason is likely because Mr. Bakiyev, like the leaders of those other uprisings, was too close to the U.S. and China for Moscow’s comfort.<spanid="more-31277"></span>

    Mr. Bakiyev’s rampant corruption and nepotism included appointing his young son, Maksim, as head of the nation’s development agency. For a while, the opposition and the media were free to protest Mr. Bakiyev’s regime. But in the last couple of years he has been on a rampage against opposition leaders. Because of the war in Afghanistan, Washington had to hold its nose and deal with Mr. Bakiyev and his predecessor.

    In 2007 and 2008, Russia put significant pressure on Kyrgyzstan to kick the U.S. out of the Manas air base, which is crucial to resupplying troops in Afghanistan. Moscow handed Mr. Bakiyev a $2 billion assistance package in credit and loans. In January 2009, however, Mr. Bakiyev signed a deal with the Americans anyway.

    This spring Moscow retaliated by hiking tariffs for energy supplies and blasting Mr. Bakiyev on Kremlin-controlled TV channels as a tyrant. In addition to the continuous U.S. military presence, Moscow was also miffed by Mr. Bakiyev’s growing ties with Beijing, which included roads and railway projects.

    Immediately following last week’s revolution, Vladimir Putin distanced himself from Mr. Bakiyev and offered help in quelling unrest. That, coupled with the provisional Kyrgyz government’s publicly expressed “gratitude” to Moscow for its “assistance” to the revolution, indicates that there may be deeper Russian involvement than meets the eye.

    The main short-term challenge for the Obama administration will be to put distance between itself and Mr. Bakiyev. To that end, the U.S. can offer the provisional government assistance in putting the deposed president on trial for embezzlement and the murder of dozens of demonstrators. As this provisional government in Bishkek is constituted, the State Department and the Pentagon would do well to work closely with it.

    The main long-term challenge for the U.S. will be to keep the Manas base open, even if Moscow disapproves and offers an alternative route with a higher level of Russian control. Ms. Otunbayeva already has said that Manas will continue to function “until the current contracts expire”—which will happen this summer.

    The White House should provide Ms. Otunbayeva an opportunity to visit the Washington, D.C., which she knows so well, to discuss the future of U.S.-Kyrgyz relations. Manas should remain America’s top priority, but for impoverished Kyrgyzstan, developing small- and medium-sized businesses and fighting corruption are paramount. The State Department should signal that the assistance package for Kyrgyzstan will be generous. The administration need not worry that Ms. Otunbayeva—Kyrgyzstan’s “Ms. Clean”—will inappropriately benefit from U.S. taxpayer help.

    In the last couple of years, Russia has scored some points in its “roll-back” of George W. Bush’s Eurasian advances. First, the Georgian war and the European reaction to it all but froze Georgia’s chances for NATO membership. Second, Mr. Yanukovich’s victory in the Ukrainian presidential elections moved Kiev from a pro-Western orientation to neutrality. Now, the U.S. presence in Central Asia, and in Eurasia as a whole, may be at stake.

  • Confirmed: KFC Has A MONSTER Hit On Its Hands With The Double Down (YUM)

    The initial reaction to the KFC Double Down — a heart-stopping bacon and cheese sandwich that uses two pieces of chicken for the “bun” — is huge.

    Business Insider stopped by a location in NYC this evening and confirmed that demand is through the roof.

    Last night the restaurant, located near Union Square, ran out of the sandwiches by 10:00 PM (the store closes at 1:00 AM).

    Tonight they’ll run out again due to a shortage of cheese.

    Both of the employees we talked to confirmed that they’ve never seen anything like it.

    But we’re not convinced that the restaurant chain, owned by Yum Brands (YUM), has a lasting hit on its hands.

    KFC double down chicken Neither of the two other people we saw eating Double Downs in-store were convinced that they’d buy one again.

    The problem: They’re just not that sandwichy.

    You can’t really taste the bacon — perhaps it would be better if the bacon were crunchier? — and the cheese doesn’t add a ton. It feels like you’re eating two big pieces of chicken (we had the grilled variety, not the fried, for health’s sake), with a little bit of extra something in between them.

    It’s not a lost cause. The flavor is great, and for carbo-phobes, the grilled variety at just over $5 is an appealing and filling lunch. But we suspect that without some tweaks, this could be a short-lived novelty rather than a lasting answer to The Big Mac.

  • Rumormill: Volkswagen could bring back NSU motorcycles?

    When Volkswagen and Suzuki announced they would be joining forces after what seemed like years worth of rumors, the motorcycling community naturally took notice. After all, VW head Ferdinand Piech is an avid motorcycle enthusiast and had repeatedly expressed a desire to add a high-performance European motorcycle manufacturer to the German automaker’s mix of vehicles. Further, Suzuki is a highly respected player in the two-wheeled world all around the globe.

    Now, rumor has it that the Volkswagen/Suzuki partnership could actually end up resurrecting an iconic German brand from the ashes of obscurity: NSU. Though the company is often remembered for the pioneering work it performed on the Wankel rotary engine, NSU first rose to fame after World War II with a range of innovative small-displacement bikes and was the world’s largest motorcycle manufacturer by 1955.

    Sadly, NSU quickly faded away as its rotary-powered automobiles proved somewhat less than reliable. Whether or not there is any truth to these reports remains to be seen, but it’s certainly not beyond the realm of possibility. Way back in 1969, VW acquired NSU and merged it into the company we now know as the four-ringed Audi brand. Does any of this mean that NSU is soon to be back in business? No, not really… but that doesn’t mean we can’t keep the dream alive.

    I just read in today’s Chronicle that John Killacky is leaving the San Francisco Foundation.  For seven years John has been the foundation’s arts and culture program officer. He will be moving to Vermont to become the chief executive officer of the Flynn Center for the Performing Arts in Burlington. In the article David Wiegand gives a glimpse of some of the things John affected in the Bay Area arts world, not just as a foundation program officer.

  • Soaring PC shipments: Good for Microsoft, not as much for Apple

    PC shipments are briskly growing again, in yet another small sign that economic recovery is possible. Today, Gartner and IDC both released preliminary shipments for first quarter. Gartner put shipment growth at 27.4 percent year over year, while IDC growth figures came in a little lower at 24 percent.

    But the numbers are mixed, surprisingly. While sales soared in EMEA (Europe, Middle East, Africa) and Asia-Pacific “the U.S. and Latin America were slightly lower than what we had expected,” Mikako Kitagawa, Gartner principal analyst, said in a statement. Respectively, PC shipments grew by 24.8 percent, 36.9 percent, 20.2 percent and 35.4 percent. China posted strongest growth — 45.4 percent.

    But double-digit sales growth wasn’t the big takeaway, particularly for Microsoft. After more than 18 months of sluggish sales, businesses are finally beginning to buy PCs again. For Microsoft, the news likely means an increase in sales of higherer-margin professional Windows. During the worst of the global economic crisis and the 2008-09 surge in netbook shipments, the sales percentage dramatically shifted to lower-margin consumer Windows.

    “With a relatively positive macroeconomic outlook, business demand was more forthcoming,” Kitagawa said. “Major PC replacement demand driven by Windows 7 will become more apparent in the second half of 2010 and the beginning of 2011.” That’s exactly the kind of forecast Microsoft executives want to hear.

    But that’s the future. The business recovery is still modest compared to consumer sales. In the United States, business PC shipments grew by 10 percent year over year compared to 30 percent for consumers, according to Gartner. There Windows 7, along with aggressive pricing, contributed to unseasonably strong shipments. “Although the first quarter is not typically a strong quarter for the consumer market, growth in the consumer segment was strong,” Kitagawa said in the statement. “The positive economic outlook and affordable system prices drove US consumers to buy more PCs. These purchases either replaced aging PCs or became additions to buyers’ households.”

    Worldwide, manufacturers shipped 84.3 million PCs during the quarter, according to Gartner. While HP led with 15.3 million PCs in Q1, every other manufacturer in the top five posted stronger growth — 114.8 percent for ASUS and 59.2 percent for Lenovo, according to Gartner. US PC shipments were 17.4 million units, with Acer and Toshiba both growing about 50 percent. Apple shipped 1.4 million computers, for 34 percent year-over-year growth. However, IDC put Apple shipments lower, at 1.1 million, with growth a much lower 8.3 percent.

    Apple ranked fifth in the United States, falling yet another place, with 8 percent market share, down 7.2 percent year over year, according to Gartner. But IDC reported that Apple’s market share declined to 6.4 percent, from 7.2 percent. Just two years ago, Apple had risen to third place in US PC shipments. However, despite all the hoopla about increasing Mac sales, Apple US ranking declined, with risk the company might fall back out of the top five in some future quarter.

    Gartner and IDC won’t tabulate Apple’s worldwide ranking until the final figures are released, and generally the information is not publicly available. But the last time I could get data, Q3 2009, Apple ranked No. 7 in worldwide PC market share, according to IDC.

    Apple is scheduled to announce second fiscal quarter earnings on April 20. Already, Wall Street consensus is for about 3 million Macs shipped worldwide, which would be on par with the last couple of quarters (3.3 million in the holiday quarter and 3.05 million in calendar Q3 2009). In the year-ago quarter, Apple shipped 2.2 million Macs.

    While these numbers are good Apple-on-Apple, recovery of the larger PC market bodes better for competitors. Increases in business sales, particularly those driven by Windows 7 upgrades, will favor Microsoft and its OEM partners. Apple still plays more strongly to consumers, which in part is by design. While Apple markets Macs to businesses, the focus is more on niches, such as content creators; the broader emphasis is the consumer buyer.

    Additionally, Apple doesn’t much compete for sales below $1,000, where there are larger volumes. So as a measure of unit sales, Apple’s ranking will likely continue to decline. However, Apple likely will continue to maintain high revenue share in the premium PC market, which is about 90 percent at US retail.

  • New report shows shocking pattern of rape in eastern Congo

    Survey reveals that sixty percent of rape victims gang raped, more than half in their own homes, appalling increase in number of civilian rapists
     
    An extensive study of rape victims in the Democratic Republic of Congo (DRC) commissioned by Oxfam and conducted by the Harvard Humanitarian Initiative shows that 60 percent of rape victims surveyed were gang raped by armed men and more than half of assaults took place in the supposed safety of the family home at night, often in the presence of the victim’s husband and children.
     
    While the majority of rapists were either soldiers or militiamen, the report also shows a shocking 17-fold increase in rapes carried out by civilians between 2004 and 2008.
     
    The report, ‘Now, the world is without me’, is based on a study by the Harvard Humanitarian Initiative, which analysed information collected from 4,311 female rape victims who were treated in Panzi hospital in South Kivu Province over a four-year period.
     
    The report found that the incidence of rape spiked during military activities. Given the ongoing offensives against militia groups in eastern Congo, the report has real relevance for the situation in DRC today. Over 5,000 people were raped in South Kivu only in 2009, according to the UN. The report comes out ahead of the UN Security Council visit to DRC this weekend, with the council set to renew the UN peacekeepers mandate in May.
     
    Krista Riddley Director of Humanitarian Policy, Oxfam said:
     
    “Rape of this scale and brutality is scandalous. This is a wake-up call at a time when plans are being discussed for UN peacekeepers to leave the country. The situation is not secure if a woman can’t even sleep safely in her own bed at night. The report shows when and where women are attacked, and why peacekeepers must continue to play a vital role in creating security while the Congolese government builds up its own capacity to keep civilians from harm.”
     
    The study shows that 56 percent of assaults were carried out in the family home by armed men, while 16 percent took place in fields and almost 15 percent in the forest. Fifty-seven percent of assaults were carried out at night. Sexual slavery was also reported, affecting 12 percent of the women in the sample, with some women being held captive for years.
     
    The report also offers insights into the stigma facing women within their families after rape and the problems they face getting medical care. Less than one percent of women came to Panzi hospital with their husbands and nine percent had been abandoned by their spouse. One in three women came alone.
     
    This stigma leads to delays in seeking treatment, with only 12 percent of the women coming to Panzi within a month of the assault. Very few women came for treatment in time to prevent HIV infection. Over 50 percent of women waited more than a year before seeking treatment, with a significant number waiting more than three years.
     
    Krista Riddley from Oxfam said:
     
    “Panzi is the only hospital of its kind in South Kivu, which is home to some 5 million people. Many women from rural areas cannot make the journey and often die from the complications associated with brutal rape. Rich country donors together with the Congolese government need to radically increase the medical services available for survivors of sexual violence in Congo’s remote towns and villages. Every woman should be able to get the treatment she needs.” 
     
    The research found that fewer than one percent of rapes were perpetrated by civilians in 2004. By 2008, that proportion had gone up to 38 percent.
     
    Susan Bartels, the study’s lead researcher from the Harvard Humanitarian Initiative, said, “This study confirms what has only been reported anecdotally until now: sexual violence has become more normal in civilian life. The scale of rape over Congo’s years of war has made this crime seem more acceptable. Although Congo has one of the most progressive laws on rape in Africa, few rapists are prosecuted. The law must be enforced and justice put within reach of survivors.” 
     
    The report calls on the Congolese government and the international community to:
     
    Increase provision of medical care for survivors of sexual violence, particularly in rural areas. The easier it is to get help locally, the more likely women will be to get timely support for HIV and the more able they will be to manage the risk of others finding out. Stigma remains a significant barrier to accessing care following sexual violence.
     
    Ensure that the protection provided by the UN peacekeepers and Congolese security services is tailored to local realities. The peacekeepers and security services need to consult with the local community to provide innovative solutions, such as early warning systems and night patrols to help meet their needs. This is happening in some areas and needs to be rolled out more systematically to respond to the threats this report highlights.
     
    Reform the Congolese security sector and justice system to ensure that there is zero tolerance for rape, whether it is committed by civilians, militiamen, or soldiers.

    The research was conducted by Harvard Humanitarian Initiative and funded by Oxfam America.
     
    1. Just over half of perpetrators – 52 percent – were identified as being armed combatants. Another 42 percent identified only as “assailants,” but the researchers say the analysis of data suggests this group is also composed largely of armed men.  
     
    2. This is a retrospective cohort study conducted at Panzi Hospital. Interviews were conducted on sexual violence survivors as they presented to the hospital between 2004 and 2008. The interviews were conducted in private by trained female officers using a two-paged, semi-structured questionnaire as the victims came in for treatment. Researchers from the Harvard Humanitarian Initiative entered the data into an electronic spreadsheet and quantitative as well as qualitative analysis was performed. 4,311 of the 9,709 sexual violence survivors presenting to Panzi Hospital between 2004 and 2008 were interviewed. 
     
    3. The report found that the total number of reported assaults at Panzi hospital had steadily decreased between 2004 to 2008, with military rape decreasing by 77 percent over the same period. However, figures have been affected by a number of particularly serious incidents in 2004, such as one single weekend in June when up to 16,000 women were reportedly raped by military forces in Bukavu.

    4. In 2009, cases of military rape have again surged as a result of the Kimia II military offensive, with over 9,000 people – mostly women and girls, but also men and boys – raped in the affected provinces over the course of the year. Data is not yet available on the levels of rape associated with new military offensives in 2010.
     
    Testimonies from the report (more available from Oxfam):
     
    ·         “It was a night in 2007 and my family and I were sleeping in our home. There was a knock from outside; assailants ordered my husband to open the door. A group of six men in military uniform, four armed with guns and two unarmed, came into the house. They started to loot all our valuables. They took us outside and forced us to follow them to the forest. Once we arrived in the forest, they freed my husband but forced me to continue going deeper into the bush with them.   • Toronto makes it official: Kevin Gregg is the ‘primary closer’

    When Kevin Gregg(notes) earned the save on Tuesday night, it was fairly clear that he — not Jason Frasor(notes) — had emerged as Plan A in the ninth inning for Toronto. Cito Gaston made it official on Wednesday. MLB.com’s Jordan Bastian tweets the following:

    Cito: Kevin Gregg is the new primary closer for the Blue Jays. Jason Frasor slides back into setup role.

    Gregg is pitching well at the moment (4.1 IP, 1 H, 0 BB, 6 K), which isn’t unusual for him in April. Historically, this has been Gregg’s best month: 84.2 IP, 3.08 ERA, 85 K. Toronto’s schedule is relatively friendly over the next six weeks, at least by A.L. East standards, so this thing could work for a little while. Enjoy it while you can. Ideally, you’re only adding Gregg as a trade chip.

  • Exchange unwanted music for a free copy of NME at Oxfam

    This week Oxfam and NME invite music fans to spring clean their record collection and donate any unwanted music to Oxfam stores in exchange for a free exclusive copy of the new-look NME. The magazine available in Oxfam will have a special collectors cover celebrating the greatest lyricists writing and recording today.

Since a unique glimpse of the 23rd century is afforded by the television series Star Trek, a survey of the toxin-related events as chronicled by the crew of the USS Starship Enterprise may provide insight to prepare toxicologists for the future. METHODS: An investigation of the logs of the Enterprise was undertaken for the years 2266 to 2269 which were part of its first 5-year mission. Internet sites, published databases, and selected recorded episodes from the original Star Trek television series were searched for poisonings or toxin-related incidents. RESULTS: Out of the 79 Star Trek episodes, 28 (35%) involved toxin-related incidents. A total of 31 poisoning incidents were documented with 13 environmental, 9 intentional, 5 unintentional, and 4 homicidal circumstances. Biotoxins (10 incidents) were the most frequently involved toxin followed by neurotoxins (9), radiation (3), cytotoxins (3), temporal toxins (3), acids (2), and phytotoxins (1). Of these cases, 2 involved hazardous materials incidents, 1 was contamination of food, and 3 involved therapeutic misadventures. CONCLUSIONS: Many of the circumstances encountered in poisonings of the future will likely be similar to contemporary reasons, but the nature of the toxins will differ. Clinical toxicologists should prepare for the future by increasing their study of molecular biology, comparative medicine, physics, and history.”

  • Lexus Stops Sales of 2010 GX460 After Consumer Reports Safety Warning, But Is There Really Reason to Panic?

    With Toyota’s unintended-acceleration woes still a hot topic, the company received another blow yesterday when Consumer Reports issued a “Don’t Buy: Safety Risk” warning for the 2010 Lexus GX460. After running the luxury SUV through one of its emergency-handling testing procedures, CR found that the rear of the GX slid out much too far, nearly 90 degrees, before the electronic stability-control system brought the skid under control.

    Lexus yesterday responded by saying it was looking into the issue and then later in the day issued a stop-sale notice to its dealers, offering loaner cars to GX owners until the issue can be resolved. So while the rest of the media was whipping up its usual frenzy of drama and general fear, we gave CR a call to find out more about this specific test and hear firsthand about the publication’s experience with the GX460.

    We spoke with senior automotive engineer Jake Fisher and he explained that each vehicle CR evaluates is put through a series of tests that include those with constant parameters, such as slaloms and acceleration runs, as well as others indicative of real-world responses—CR calls them “elicit reaction” tests—to a given scenario. The test that the GX460 failed was of the latter type. While the GX made it through CR’s coned handling course (similar to our lane-change test) without incident, it failed one portion of a test where the testers attempted to emulate a driver who has entered a corner with too much speed.

    In this particular test, the GX was driven down a straightaway at 60–65 mph and steered into a decreasing-radius turn that the SUV could only safely negotiate at a maximum of 50 mph. CR’s testers then emulated various responses by either braking, turning abruptly, or lifting off of the throttle. The vehicle behaved normally and the stability control intervened satisfactorily in the first two cases, but not in the third. The last action caused the rear to lose traction as a result of forward weight transfer, inducing what is called “lift-throttle oversteer,” one of the things stability control is intended to prevent. All four of CR’s test engineers were able to reproduce the response, concluding that the GX460’s stability control allows the vehicle to get too far sideways before the stability control collects it, which could lead to all manner of bad things, such as a rollover if a wheel falls off the road or strikes a curb.

    Stability-control software programming could be the cause of (and therefore solution to) the issue, but it’s entirely possible that the fix could require hardware changes. The same day CR tested the GX, it also ran the 2010 Toyota 4Runner through the same exercises. The 4Runner and GX share a platform as well as many components, but the 4Runner didn’t have the same issue with any portion of the test, safely understeering during the lift-throttle situation. The two big differences between the SUVs? Tire compound and rear suspension hardware. The GX460 is available with two different tires, one made form a harder compound than the 4Runner’s rubber and one made from a softer compound than that found on the Toyota. If the GX in question was on the hardest possible compound, it’s possible that lower levels of grip could be to blame; that tire may slide a bit more than the stability-control system is programmed to deal with. (We’re checking back with CR to determine the tires worn by their test vehicles.) It’s also important to note that the 4Runner uses coil springs at all four corners while the GX460 is equipped with adaptive, adjustable air springs in the rear, which could account for a difference in transient response.

    But if you’re one of the approximately 5000 owners of a new 2010 GX, do the results of CR’s test justify a major-league freak-out? Just like the unintended-acceleration fiasco, probably not. It’s important to note a few things here. First, as reported by CR, there have been no known rollover problems with the GX under normal conditions. Second, Fisher told us that in the two other non-lift-throttle runs through the same test, the GX460’s stability control acted quickly and appropriately. Finally, while it’s great that CR has noted this issue with the GX—and we certainly think the stability control should be more effective in preventing lift-throttle oversteer—drivers of top-heavy SUVs, or any vehicle for that matter, are ultimately responsible for knowing the physical limitations of their vehicles and driving accordingly. No matter how familiar or unfamiliar a person is with a road or individual corner, it’s on them if they’re driving too fast for both the vehicle and conditions. So don’t do that.

    Chevrolet has just released the third installment in its ongoing series on the Corvette Racing program. One of the main justifications behind the program has been the technology transfer between the track and street versions of the Corvette. This episode takes a look at the newest special edition Corvette the Z06 Carbon. The Carbon adapts most of the cool carbon fiber bits from the top of the line ZR1 to the lighter normally aspirated 7.0-liter Z06.

    Corvette Product Manager Harlan Charles and chief engineer Tadge Juechter talk about the development of systems like carbon ceramic brakes on race cars and their eventual implementation on road cars. 2010 marks the 50th anniversary of Corvettes competing at the 24 Hours of Le Mans and 500 examples of the Carbon will be available in late summer as 2011 models.   • Wal-Mart issue resurfaces with living wage ordinance, plan commission vote

    The long-running Wal-Mart issue is resurfacing this week in Chicago, with an alderman once again pushing a living wage ordinance and a city panel set to consider a new store on the Far South Side.

    Ald. Freddrenna Lyle, 6th, today proposed an ordinance that would require many large retailers to pay a “living wage” of $11.03-an-hour — a measure supported by unions who oppose more Wal-Marts within city limits.

    On Thursday, the Chicago Plan Commission is slated to consider a large-scale development on the far South Side that includes homes and stores, anchored by Wal-Mart. That project is backed by Ald. Anthony Beale, 9th.



    The jousting over the so-called living wage and whether to allow the Wal-Mart resurrects a political battle that took place four years ago, leaving the city with just one Wal-Mart in the Austin Neighborhood on the far West Side.



    In 2006, pro-union aldermen passed a living-wage ordinance affecting so-called big-box stores, including Wal-Mart. Mayor Richard Daley vetoed the ordinance, setting up an electoral battle in 2007, when unions successfully backed several aldermanic candidates.



    Although Daley’s administration has the right to sanction new Wal-Marts in some areas, it has refrained from doing so. The mayor has said he wants a majority of aldermen to sign off on the stores. But unions say they do not pay enough, and aldermen haven’t approved new ones.



    The new proposal, so far backed by Lyle and 17 of her colleagues, would require businesses with 50 or more employees that receive $250,000 or more in direct or indirect city financial assistance to pay wages of at least $11.03-an-hour.



    "That is what we have calculated to be a reasonable wage for a person’s labor, and we’re saying if you get a city benefit — if you get TIF funding, if you get land write downs — if you get anything from the city to bring your development in, then your response should be to pay the residents of the city of Chicago a living wage," Lyle said.



    Beale, meanwhile, says he believes he has sufficient backing to win approval for a 270-acre project in the Pullman Park neighborhood that includes the Wal-Mart and other large stores.

     

    “It’s a solid plan that’s going to bring jobs and revenue to the city of Chicago,” he said. “This is badly needed for the city of Chicago. More than anything, it’s needed for the South Side, to address the food dessert.



    “You know, we still don’t have access to fresh produce. We still don’t have access to quality groceries, so that will address all these issues, and it will bring jobs into the community.”



    The project would create nearly 4,000 jobs once it’s complete in 12 years, including nearly 700 at Wal-Mart, Beale said. Meanwhile, all of the construction jobs would be given to union members, he said.

    The development also would include restaurants and 800 homes, he said. “We’re not just talking about Wal-Mart,” he added. “We’re talking about a large development.”

    Even if the plan commission recommends approval of the Wal-Mart development, both the council’s Zoning Committee and the council itself would have to sign off. And it’s unclear whether aldermen want to run for re-election in February with the Wal-Mart issue as a major backdrop. In 2007, the unions helped several challengers defeat or mount tough campaigns against sitting aldermen.

  • UPDATED VIDEOS: Deal in Works to End DWP Rate Hike Deadlock

    With the DWP Commission calling a special meeting on rate hikes for 5 p.m. Thursday, Council President Eric Garcetti — apparently acting in concert with mayor who is expected to make a major announcement Thursday — pushed through approval of 5.7 percent increase on an 8-5 vote.

    Here’s the video of Councilwoman Jan Perry, who has spearheaded efforts for dramatic reforms of the DWP, explaining why Garcetti’s action was premature.

    The Council voted 8-5 to approve the rate hike in advance of the DWP Commission meeting where the agenda merely said it will discuss its decision for an ECAF increase.

    The Council under an obscure rule took up the issue without any public notice. The vote was 8-5 but who voted on each side was not broadcast on Channel 35 and is not on the city website. The timing was clearly staged and it is being acknowledged that Herb Wesson was the intermediary of a backroom deal.

    How Council members voted was not shown on Ch. 35 and is not posted on Council website.

    Chastened from the intensity of attacks on him at a community meeting Tuesday, Councilman Tom LaBonge — who previously supported DWP rate hikes — flipped Wednesday and voted against without explanation. LaBonge, a former DWP executive and long-time supporter, got a pass because a bare majority was rigged to support the increase.

    urge the members of the Commission to adopt this reasonable plan.”

  • Daley open to wind turbines off Lake Michigan

    Mayor Richard Daley said today he’s open to looking at allowing energy-generating wind turbines off Lake Michigan.

    “I think you have to look at it,” Daley said. “If you want to talk about the environment or about the clean environment, alternative energy, everyone has to look at that.”

    The mayor was asked about the idea today after the Evanston City Council last night voted unanimously to ask developers to submit
    their ideas about building turbines of their shores, just North of
    Chicago.

    Daley said there is consideration being given to putting smaller turbines on three water-intake cribs that are two miles out on the lake.

    “It wouldn’t be the big windmills, it would be a smaller one,” he said, adding that they could provide the city Water Management Department with power and defray costs.

    “You have to look at it. You don’t just dismiss it," he said.

    “If you want to go with alternative energy, we have to figure
    this out. We have to do alternative energy. You know that," the mayor added.
