  • L.A. looking at giving car owners ‘the boot’ after 3 or 4 unpaid parking tickets

    Los Angeles city officials say they would like to give cars "the boot” after owners rack up three or four unpaid parking tickets, instead of five as the law requires now.

    The idea is outlined in the city’s proposed 2009-10 State Legislative Program, which it plans to submit to the Legislature to show its support for a bill that would change the current state vehicle code by reducing the number of unpaid parking citations required before a vehicle may be impounded.

    The proposal is now in the hands of L.A. Mayor Antonio Villaraigosa, whose approval for the legislative recommendations is needed by Feb. 1.

    In cases where five or more tickets are outstanding, Los Angeles applies the wheel-locking device called the Denver boot, or impounds the car until the tickets are paid.
    But that number is “unacceptably high” and is an “overly lenient policy that discourages vehicle owners from paying their parking citations in a timely manner,” according to the Los Angeles Department of Transportation.

    The threat of being given the boot after just three or four unpaid parking tickets would make owners more likely to pay their citations on time, increasing the amount of parking fines collected by the city, the department’s analysts said.

    It would also bring more money to the city through impounding and booting fees.
    The city collects $19 million with the current parking code. If the number of parking citations is reduced to four, the city would increase its funds by nearly $26 million. If it is reduced to three, the change would result in an additional $61 million.

    Supporters and foes of nuclear power are mobilizing for a fight in New England. As owners of the Vermont Yankee reactor seek a 20-year extension of the plant’s operating agreement (which expires in 2012), rising levels of radioactive tritium in the groundwater surrounding the facility have made that renewal the subject of intense debate.

    The plant is located in Vernon, along the Connecticut River, just north of the Massachusetts border. On Jan. 7, Vermont Yankee officials notified the state health department that samples taken from a groundwater monitoring well on site at the plant contained tritium.

    Increased radiation levels indicate that reactor water is leaking into the soil, but the source of the leak has not been determined. No tritium has been found in drinking water wells or in the river, source of the reactor’s cooling water.

    No such plant has been denied an extension since 1989, when Sacramento residents voted to close the Rancho Seco nuclear plant, owned by their municipal utility. Privately-owned  Entergy purchased the Vermont Yankee facility in 2002.

    Under the Atomic Energy Act, decisions regarding license renewal usually rest with the Nuclear Regulatory Commission. Vermont, however, struck a deal with Entergy that gives the state legislature oversight.

    Hence, an environmental and economic issue takes on political hues as well. Already, some Vermont lawmakers have announced new opposition to the license renewal. Meanwhile, in his State of the Union address, President Barack Obama called for a “new generation of safe, clean nuclear power plants.”

    The state health department is posting regular updates on the situation at Vermont Yankee. Governor, Jim Douglas, a longtime proponent of the facility, issued a statement saying that recent revelations “raised dark clouds of doubt” about the reactor’s safety and management. At the same time, Douglas suggested that the legislature delay any decisions on the future of the plant until more is known about the problem.

    The facility, the state’s largest generator of power, began searching for tritium (a radioactive form of hydrogen) under a 2007 nuclear industry initiative that came in the wake of leaks discovered at reactors in Illinois and New York. In the wake of the Jan. 7 revelations, the state has increased the frequency of testing at the elementary school across the street from the plant but has not detected higher levels.

    Vermont Yankee spokesman Robert Williams told The New York Times that the company was working to find a leak. “It’s a necessarily slow and methodical process,” he said.

  • Equities Plummet As The Bears Launch Into A Selling Frenzy

    Perhaps the great rally of 2009 has come to a close?

    Stocks are currently way down, with the Dow tanking 140 points. Even scarier is where the Dow is resting: 10,088. At least we might get another chance to cheer Dow 10,000 again.

    The NASDAQ is taking a beating as well, down 2.2% to 2173. The S&P 500 is down 1.5% to 1080.

    And while commodities were initially back on the rise this morning, they’re now falling again. Oil is at $73.25 a barrel, down $0.42.

    Gold continues to drop, currently down $2.10 to $1083.60 an ounce. Silver is breaking even, making it the one investment that hasn’t gone to hell in a hand basket just yet.

    It’s fair to say that few automobiles have ridden atop their segment for as long as the BMW 3 Series has managed. Admittedly, there have been occasional frights from other German automakers or the odd Asian upstart, but it’s as if Munich’s engineers long ago brokered some sweetheart deal with the devil, so total has been the range’s dominance. All of which has made it particularly tough for U.S. enthusiasts, as we’ve seen seemingly dozens of tempting higher performance specials and intriguingly efficient offerings pop up over in Europe and elsewhere, yet these models never seem to make their way into U.S. showrooms. Forgive us, then, for being slightly giddy at the prospect of this 335is, the first North American exclusive 3 Series in, well… eons.

    Based on the freshly facelifted sixth-generation 3 Series, the 2011 335is will be available in both coupe and folding hardtop convertible forms beginning this spring – but we just couldn’t wait that long to get behind the wheel. Thankfully, BMW was kind enough to slip us the keys to a pre-production example on Portugal’s Estoril raceway as a dessert course of sorts at the launch of their new 5 Series sedan.   • Amnesty International issues human rights plan for Honduras

    Amnesty International on Thursday issued a series of recommendations to newly elected Honduran President Porfirio Lobo to repair the damage done to human rights since the June 2009 coup d’état, which left hundreds seeking justice.

    The 13 recommendations include issues relating to investigations into the human rights abuses committed by security forces, rejecting amnesty laws for those responsible for the crimes, training judges on international human rights legislation and setting up an effective witness protection programme.

    "Honduras’ devastating coup d’état has left the country in urgent need of a programme of human rights reconstruction with clear objectives and a timeline for completion," said Kerrie Howard, Deputy Director of Amnesty International’s Americas programme.

    "If President Lobo wants to restore the rule of law and confidence in his government, he must ensure the abuses of the past seven months are dealt with quickly and effectively."

    Amnesty International’s report also summarizes 20 cases which include police killings, arbitrary detentions, beatings and ill-treatment in detention, sexual abuse of women and girls, harassment of journalists, judges and activists.

    No-one has been held to account for these abuses and few investigations have been opened.

    On 1 August, 38-year-old teacher Roger Abraham Vallejo died in hospital as a result of injuries sustained from a bullet wound to the head, caused by a rubber bullet reportedly fired by police during the break up of a protest in Tegucigalpa in July. An investigation into the killing is open but no advances have been reported.

    On 23 September, 16-year-old Gerson Ariel Cruz was seriously wounded by police following the break up of a protest in Tegucigalpa. According to an eyewitness, the police chased protesters into a residential neighbourhood where they opened fire with live ammunition. Gerson, who had taken no part in the protest, was shot in the stomach.

    When family members tried to take him to hospital they were turned back from a police roadblock, substantially delaying their journey to seek emergency treatment. Gerson survived but sustained serious injuries from which he has still not fully recovered. The shooting was reported to the Special Prosecutor for Human Rights and an investigation is on-going.

    "There are dozens of cases of killings, beatings, sexual harassment and other abuses by the security forces against members of the opposition movement and those seen as critical of the coup d’état which need to be urgently investigated," said Kerrie Howard. "Hondurans will expect President Lobo to provide answers and a resolution to the hundreds of human rights abuses committed by the security forces since 28 June 2009."

    Honduran President Porfirio Lobo took office on 27 January. He was elected in November last year amidst a political crisis that saw President Manuel Zelaya ousted by military-backed right wing politicians in June.

    The recall in China is due to the same accelerator pad problem affecting the U.S. vehicles, China-based spokesman Niu Yu said Thursday. The company has not received any complaints or reports of injuries related to the flaw here, he said.

  • iPad and the Mobile Computer: Will the iPad Boost Desktop Sales?

    Apple told us yesterday that the iPad is not meant to be a replacement for either your iPhone or your Mac, but rather to fill a niche in between them. One result of this placement may be a resurgence in desktop Mac sales.

    For a long time now desktops have been in decline, both in the overall computer industry and for Apple. Laptops have become much more powerful and have dropped in price significantly over the past few years. Combined with a laptop’s convenience in terms of mobility, this has driven laptops to the forefront of the computing industry. In fact it is clear that small size combined with small price is a sweet spot for many consumers, which explains the explosion in sales of netbooks.

    What Apple has done with the iPad is create a product that is going to compete in large part with netbooks, but will fall short of giving you a complete computing experience. As such Apple expects us to continue buying Macs, while buying an iPad to complement them. If this strategy works, the result in terms of buying strategy for Mac users might change significantly for the laptop versus desktop question.

    Let’s take the situation before today. If you were looking to buy a new Mac, the $1,200 MacBook Pro was probably your sweet spot in terms of portability, price and power. Starting yesterday, however, the math could look very different. The best choice from Apple for a mobile device may now be an iPad given it’s light weight and user experience. By itself it won’t match the capabilities of an entry-level MacBook Pro, but if you combine it with a Mac Mini, for example, you suddenly have two devices that probably match the capabilities of a MacBook Pro. And the price? Well, $500 for the iPad plus $600 for the Mac Mini is actually less expensive than a Macbook Pro.

    This works as you move further up the market as well, would you rather have a $2,000 MacBook Pro or a $600 iPad combined with a $1500 iMac? The iMac gives you a more powerful and expandable computing platform, while the iPad might be able to fill your mobile computing needs. I don’t think the decision is cut and dry — there is value in having a singe device for all your computing needs — but it is certainly worth thinking about. I know that I’ll be considering the iPad plus Desktop route when the time comes to upgrade my Mac.

    Well, AT&T just finished up a call to discuss their earnings announced earlier today. The verdict on 3G performance its most heavily trafficked cities: still needs work! A lot of it. They even gave us a chart to prove it!

    Apple executives described the system overload as a “high quality” problem, which from a business perspective may be so, but consumers may categorize it differently. The good news is that there’s undeniable improvement over the last several months, particularly in Manhattan. The bad news is that we’re still pretty far below AT&T’s arbitrary “performance objective,” which is still going to be somewhere below perfect.

    AT&T expects “significant improvement” going forward, and they’re increasing infrastructure spending by $2 billion to back it up. But until one in every fifty 3G calls stops getting blocked or dropped nationwide, I’m going to have to believe it when I see it.

  • Toyota recalls another 1.1 million vehicles for sticking pedal issue

    Things just don’t seem to be looking good for Toyota. After announcing that it will suspend the sales of eight models (that account for 60 percent of its sales) involved with pedal entrapment recall, Toyota said today that it will be adding another 1.1 million vehicles to the recall.

    Toyota expanded its Nov.25 recall of 4.26 million vehicles by 1.1 million as NHTSA was preparing to open an expanded investigation over the pedal entrapment recall.

    The increase brings Toyota’s total recall number to 5.35 million vehicles linked to the pedal issue.

  • Power Loader: Panasonic venture accepts orders for mecha robot suits (video)


    Walking vehicles, also known as mecha, don’t play a big role in today’s robotics industry, but that might soon change. (You might remember one of the protagonists in Avatar sitting in a mecha, called AMP in the movie, during the final fight.) Now Tokyo-based robot venture Activelink, a Panasonic spin-off company, says it can make one for you, too.

    The startup has begun accepting orders for their aptly named Power Loader, a power-amplifying robotic suit that enables humans to carry loads of up to 100kg. Users need to strap their feet to the mecha’s legs and hold the grips to control the two utility arms. They are then able to lift heavy loads as high as 2m and carry them around.

    Weighing 230kg by itself, the Panasonic exoskeleton stands 1.6m tall. Obviously, the main target here are construction businesses, but the Power Loader could also come in handy after natural disasters and such.

    Activelink says they’ve been constantly working on making the mecha easier to use and walk around in and that they are now ready to produce custom-made units. There’s one drawback though: The first practical versions will not be ready before 2015 (unfortunately).

  • MSI has a $499, 10-inch tablet coming soon, too

    Open the floodgates, Jimin! We’ve got a rush of tablets coming from all directions. Too bad most of the internet will call them iPad clones even though they were clearly in the works for some time, eh? Just like this $500 MSI 10-inch tablet.

    DigiTimes is reporting that the NVIDIA Tegra chipset will be at the core of the tablet. MSI must have been paying attention to our cries because the only pic we can find shows that the tablet runs Android and not Windows.

    Not much else is known at this point besides it will have “wireless support.” Does that mean 3G, WiFi, Bluetooth? We don’t know, but even if it has 3G, chances are the iPad’s sweet data plan won’t be available on it. Maybe T-Mobile will help out, though…

  • 5 Reasons to Wait for iPad 2.0

    With yesterday’s reveal of the iPad now past, we can finally put myth and speculation behind us and focus on the reality that is Apple’s entry into the tablet PC business. Whether the iPad is revolutionary or evolutionary is still hotly debated, but what we do know is that the computer, despite its elegance and blazing fast speed, is a decidedly first generation device. Although one day after the product’s announcement may be too soon to discuss what’s coming in the next version of the iPad, we’ve already come across several reasons to wait…and some of those reasons are hidden away in the new iPad SDK (software development kit) itself.

    1. Wait for the Camera – It’s Coming

    As Mike Melanson pointed out yesterday, the lack of a camera in the iPad is potentially a “killer” issue for this once highly anticipated device. Without the ability to capture images and video, the iPad looks a lot less functional than the netbooks Steve Jobs happily ridiculed as “cheap” on stage during the event. Cheap they may be, but at least video chat is possible! Even the Facebook app he demoed – the same one ported over from the iPhone – is missing key features: the ability to post photos and videos shot with your mobile device.

    But while the camera’s omission is troubling, all hope is not lost. According to some early looks at the iPhone/iPad’s SDK, there’s an interface for a camera already implemented. In the Contacts application found in the kit’s emulator, for example, you can tap the “Add Photo” button to add a picture to go along with the contact information. After doing so, a pop-up appears asking if you would like to “take photo” or “choose existing photo.” Really, take photo? Of course, this is by no means definitive proof that the camera is coming to the next gen iPad – Apple could have simply reused the iPhone’s Contacts app in the iPad emulator and forgot to remove this option. However it’s likely that, if anything, a camera will be the next big feature added in order to encourage sales of iPad 2.0.

    2. Voice Calls to Come Later

    Another possibility for future iPad editions is that the (hopefully then webcam-enabled) device will also offer another critical component necessary for the implementation of video chat: voice. How exactly this will be implemented is still anyone’s guess, but the most logical choice would be to allow for VoIP functionality as opposed to a full-on cellular voice plan and the accompanying monthly bill that would require. Instead, allowing for VoIP would be a feature that could be added to any iPad model – even the entry-level Wi-Fi-only one.

    Plus, the iPad SDK reveals clues that this, too, could be coming in the future. Unless Apple just got really sloppy putting together the iPad emulator, then the “Touch to return to call” option that appears in some emulator screens could easily be a hint of things to come.

    3. Annotations for iBooks

    One thing the Kindle has going for it in the realm of e-books is its ability to allow for bookmarking, highlighting, and annotations of text. Not mentioned during the iPad demo’s of iBooks? Those three same features. In fact, no “use case” for education was even presented during the presentation and no giant e-textbook was projected on the screen behind Jobs’ head.

    Yet these features are especially are important in selling an e-reader, especially if you want to convince college students to buy the device. Today’s students, who mark up their text books with notes and highlighting, would have little use for an iBook’s “read-only” nature. That means if iBooks are ever to compete with Kindle e-books, Apple will have to add in more interactivity in a future version of the iPad. Until then, colleges are likely to hold off on recommending the device to students, just as they’re doing now.

    4. Hold out for Verizon

    While there is no proof that Apple intends to end their exclusive contract with AT&T in order to offer a CDMA version of the iPhone (and now the iPad), there have been ongoing reports that the two companies are talking. Well, at least according to anonymous “sources,” that is. However, journalists covering the tech beat aren’t the only ones touting the imminent forthcoming Verizon partnership – analysts are saying so too. According to Canaccord Adams analyst Mark Misek, a Verzion 4G iPhone model will arrive in June. Will a Verizon iPad soon follow? Possibly. But even if it doesn’t arrive by iPad 2.0’s launch, you’ll still have plenty of other features to dull the pain of having to sign up – yet again, iPhone owners – with AT&T.

    5. Wait for Multitasking via OS 4.0

    Finally, there is the OS component. The iPad is built on the operating system that powers both iPhone and iPod Touch devices, iPhone OS. The current version of the tablet runs iPhone OS 3.2, but not, as hoped, a newer version of that same OS, version 4.0. According to sources, iPhone OS 4.0 is said to offer a new way to run applications in the background – via multitasking. This feature, notably left out of the current operating system due to battery drain, says Apple, is a key selling point for the company’s latest competitor, Android, the mobile OS designed by Google.

    However, in a somewhat overlooked bit from the iPad announcement is the news that the new device runs Apple’s own processor, the A4. This new, speedy, high-performance 1 GHz chip is also touted on Apple’s website as a “low-power system-on-a-chip.” Not only does this proprietary tech make the iPad “crazy fast,” its ability to use less power could mean that it will – you guessed it! – not drain the battery as fast as before.

    So why not let the iPad multitask right out-of-the-gate then? Because Apple wants to push the “multitasking” update to all its iPhone OS 4.0 devices at the same time. That means cramming a smaller version of the A4 into the power-hungry iPhones and iPod Touches then announcing that those people with the new devices can multitask thanks to the new technology. Speculation? Sure. But possible? Definitely. Of course, you probably won’t need new iPad 2.0 hardware for this – the feature will come via a software update and likely even sooner than iPad 2.0. It will just sweeten the deal when you get ready to buy the 2nd generation tablet device.

    Let the Early Adopters Have This One

    So unless you’re an early adopter, serious Apple fanboy or girl, or fortunate enough to have a good bit of disposable income for gadget buys, holding out for the next generation iPad may be worthwhile if all the above come to pass.

    That being said, those of us who pen reports such as these are already emptying our piggybanks and counting our change in anticipation of the iPad’s arrival in Apple Stores. We won’t hold it against you if you do the same.

  • Nokia Pushes Smartphone Share Back to 40 Percent [Digital Daily]

    Painful as it was Nokia’s (NOK) savage cost-cutting is clearly paying off. This morning the company posted a stronger-than-expected 65 percent rise in fourth-quarter net profit on rising handset sales — smartphone sales in particular.

    Remarkably, Nokia — which saw its share of the smartphone market decline to 35 percent from 41 percent last quarter — managed to push it back up to 40 percent in Q4. Quite a surprise considering many had expected the company’s smartphone share to fall even lower this quarter.

    Anyway, on to the numbers:

    Fourth-quarter net income was 948 million euros ($1.33 billion), or 26 eurocents a share. That’s up from 576 million euros, or 15 eurocents a share, earned in the year-earlier period and above consensus estimates which called for earnings of 19 eurocents a share. Sales during the quarter fell 5.3 percent to 12 billion euros. But the number of handsets shipped rose 12 percent to 126.9 million units.

    “In the fourth quarter the demand environment for handsets ended up being better than we anticipated and we took advantage of this upside,” Nokia CEO Olli-Pekka Kallasvuo said during a conference call.
