The bill, which came up after months of quiet negotiations among key lawmakers, overhauls the system for issuing permits to carry concealed weapons. It requires that sheriffs give a reason if they deny a permit and make such decisions based on consistent state guidelines.Backers of the plan want to change a system that now varies from county to county and allows sheriffs to reject permit requests without giving a reason.

Because both states grant concealed-carry permits to non-residents and have reciprocal agreements with other states under which their permits are recognized, possession of a Utah or Florida permit gives non-residents the Right-to-Carry in as many as 32 other states.
