On Wednesday, March 25, the Nebraska Legislature passed LB 817, moving it out of Select File and on to Final Action. This bill would allow a Nebraska concealed carry permit to be used in lieu of a permit to purchase card. During the first round of debate, known as General File, two amendments were added to the bill. NRA was not opposed to either amendment.
Today, House Bill 631 passed the Idaho State House by a vote of 61 to 7 with two absent votes. This legislation is designed to update Idaho state law to meet the requirements set forth in the Federal NICS Improvement Amendments Act of 2007 (NIAA). HB 631 now moves to the Senate where it awaits its next assignment.
Two bills allowing Right-to-Carry permit holders to carry in churches, bars and parts of airports on Wednesday were passed by the Senate, closing out a marathon day of legislation.SB 308, sponsored by Sen. Mitch Seabaugh of Sharpsburg and clarifying language regarding where guns can be carried in the state, withstood strong objections from the Board of Regents and at least 10 amendments that were either rejected or withdrawn. It passed with bipartisan support, 41-12.The other bill, SB 291, which permits concealed weapons in vehicles that pick up and drop off passengers at Hartsfield Jackson International Airport, was sponsored by Sen. David Shafer (R Duluth). It passed 43-10.

Proposed legislation that would make Arizona the third state in the nation to allow adults to carry concealed guns without permits may be the first of the dozen or so weapons related bills proposed this session to hit the governor’s desk.The Senate bill, crafted by Sen. Russell Pearce, R-Mesa, was approved Tuesday by the Senate Committee of the Whole and now awaits a vote by the full Senate. The House bill, sponsored by Jim Weiers, R Glendale, is on the agenda for a vote by the House Committee of the Whole today.

Today, Wednesday, March 24, the House Finance, Ways, and Means Budget Sub-Committee heard House Bill 3125 and decided to roll the bill two weeks. It will not be heard again until Wednesday, April 7.

The Alabama House Commerce Committee heard Senate Bill 360 (the companion bill to House Bill 364) today, Wednesday, March 24. The Committee took a voice vote to carry over the bill. SB360 is unlikely to be heard again before the end of the session due to the upcoming discussions on the state budget. Thus, this bill has ultimately died in committee.
Two NRA-backed bills are scheduled for the Committee of the Whole (COW) on Thursday, March 25. After these bills, better known as Constitutional Carry (House Bill 2347) and Preemption Reform (House Bill 2543), leave the COW they will be on the house floor for their third and final reading next week.
Last week Senate Bill 358 (SD1) unanimously passed out of the House Public Safety Committee with our amendment recommending the removal of the provision that related to compulsory blood identification. SD358 now heads to House Judiciary Committee where it will be heard tomorrow, March 25 at 2:45 p.m. in House conference room 325.

Snohomish County Councilman John Koster has renewed a bid to repeal the county’s current ban on guns at county parks, two months after a similar effort failed.Washington state law currently allows guns in all but a few specific places such as jails, courtrooms, commercial airports and liquor stores. The state law also says cities and counties cannot enact firearms laws that are more restrictive than the state’s.

The Colorado Court of Appeals heard arguments Tuesday in a lawsuit by a gun rights organization challenging the University of Colorado’s ban on guns on its three campuses.Attorney Jim Manley, representing Students for Concealed Carry on Campus, argued a 1994 CU policy banning concealed weapons from its campus violates state gun laws, particularly the Concealed Carry Act of 2003.

The Florida House has sent Gov. Charlie Crist a bill that will prohibit lawmakers from raiding a trust fund that covers the costs of the state’s concealed weapons permitting program.The bill (SB 1158) won unanimous approval Tuesday after previously clearing the Senate.
