  • Once Again, The White House Blasts Edmunds.com And Says Cash-For-Clunkers Was A Roaring Success

Last October, The White House famously used its blog to go after auto site Edmunds.com over what it deemed to be faulty analysis of the Cash-For-Clunkers program.

Edmunds.com argued that not only was the sales spike the result of a mere pull-forward in demand, it actually lowered overall car purchasing.

    The White House obviously disagreed.

Well it’s April now, and The White House is feeling pretty good about the economy and the car industry, and so it’s revisiting the issue, slamming Edmunds.com again on the blog.

Let’s pick it up at the chart:

    clunkers cars

So if you don’t know what is going on… the red-dashed line is what Edmunds predicted car sales would do sans-clunkers, and the light-blue dotted line is what Edmunds said car sales would do post-clunkers.

The dark blue line, which showed a nice spike up in March (the real reason, probably, that the White House is running the chart) was obviously higher than the Edmunds forecast.

Says The White House’s Christopher Carroll a senior economist with the Council of Economic Advisors:

The ‘short-term pull-forward’ view was perhaps most vigorously articulated by automotive industry website Edmunds.com.  In late October, Edmunds.com made a widely-reported forecast for the pace of sales in the last quarter of the year:  According to Edmunds, light motor vehicle sales in November and December would be only about 10.5 million at an annual rate (the dashed blue line in the figure).  Edmunds furthermore argued that, had the CARS program not existed, the pace of sales would have been higher, about 10.8 million, during those two months (the dashed red line in the figure).

But according to the final data now in hand, the actual pace of sales in November and December was about 11.0 million units (the solid blue line in the figure substantially exceeds Edmunds’ October 28 forecast).  Last Thursday’s announcement of a strong pace of sales in March also belies Edmunds’ pessimistic trajectory.  Indeed, over the seven months following the end of the CARS program in late August, the sales pace has averaged 10.7 million units at an annual rate, much higher than the 9.6 million pace in the three months that preceded the program, and considerably stronger than the forecasts made by private forecasters just before enactment of the CARS program.

A final source of evidence on size and timing of the ‘pull forward’ effect comes directly from the people who purchased a vehicle under the program.  According to a survey conducted by the Department of Transportation as part of the program, the average timeframe over which new car purchasers said they would have otherwise sold, traded in, or disposed of their old vehicle was 2.87 years – far longer than the timeframe of a few months that the program’s critics hypothesized.  A plausible interpretation of the available data, in fact, is that many of the CARS sales were to the kinds of thrifty people who can afford to buy a new car but normally wait until the old one is thoroughly worn out.  Stimulating spending by such people is very nearly the best possible countercylical fiscal policy in an economy suffering from temporarily low aggregate demand.

    Over to you Edmunds.

  • Will jotting down license plates pay the rent?

Can you make money just by writing down the license plate numbers of cars in your neighborhood? It might sound like a game your older brother made up to keep you busy — but two aggressive start-up firms are telling consumers to do just that, and both are spreading the word quickly online. But how does it work?

One of the two, Dallas-based Narc Technologies Inc., offers a simple explanation. They want you to rat on your neighbors. The firm's Web site, NarcThatCar.com, is designed to collect license plate numbers and locations so lenders can more easily repossess cars when the owners default.

In other words, the firm wants consumers to become the repo man's informant.

Its chief competitor, Data Network Affiliates, says it has no intention of getting into the business of repossession. It says it plans to use its database of license plate numbers to help find missing children through Amber Alerts. It also hopes to sell the data to other information-hungry marketing firms, and to turn its user base into a kind of buyer's club.

FightPledgeIn each case, members only earn a couple of dollars each month from basic license plate collection.  But they stand to profit significantly if they convince friends and family to join — a classic multi-level marketing ploy. And in each case, there are volumes of complaints about the companies online.

Before we get into the specifics, let's review a few basics.

    1) Anyone who says you can make a lot of money by staying at home and doing very little work is almost certainly misleading you.

    2) Multi-level marketing (MLM) is legal. Pyramid schemes are illegal.

    3) What's the difference? Sale of a real product. Firms cannot design companies where the chief source of income is skimming a cut off of others who are talked into joining — that's a pyramid scheme. But if company associates sell a real product, and merely enhance their income via "down line" percentages of sales from other hires they have sponsored, that's legitimate MLM.

MLM-like schemes, along with work-at-home scams, are a dime a dozen online, but they have really ramped up during the recession.  Jobless workers with plenty of time on their hands sometimes try dozens of work-at-home ideas, trying to hit on something that will earn them a little cash.

The attraction of Data Network Associates is simple: Unlike most work-at-home jobs, there's nothing to sell, said marketing director Warren Anthony. Members simply write down 20 plates per month for their $2.

"It's so easy, this is something my 80-year-old dad can do. A college kid can do it," he said.  He said they encouraged affiliates to gather plate numbers in parking lots at churches or malls in order to avoid spooking neighbors.

He said the firm has so far signed up 92,000 affiliates in only about three months. Together they have entered 1.3 million plate numbers into their database.  Already, the firm's Web site ranks in the top 8,000 on the entire Internet, he said.

Joining the service is "100 percent free," but members are urged to pay $130 for software that makes it easier to enter the license plate numbers and for a package of travel discounts.  One sales force member interviewed by msnbc .com who reported signing up 92 sales associates said paying for this "upgrade" was the fastest way to earn money.

But Anthony rejected the term upgrade.

Herbbox"It is a package of products and services they are buying … a business benefits package," he said.

The company's business is "turning data into cash," he said, and the firm has multiple strategies for raising revenue. Users will soon see ads when they log in to enter plate numbers. They will also receive member-only offers for services like Dish Network and ADT security systems.

"We tell people it's where Walmart meets Google," he said.

The associate msnbc.com interviewed, who spoke on condition of anonymity, said he had yet to receive any money from the company but expected a payout of about $400 in early April.

"This thing could get really crazy," he said. "We get paid down 10 levels deep. … Think of it as just like Facebook."

NarcThatCar also claims similar success. A Web site that discusses the company said it recently held a conference call attended by 34,000 people

Measured by inquires to the Dallas office of the Better Business Bureau, the firm's popularity is exploding. With 20,000 inquiries since Jan. 1, Narc Technologies is easily the most asked-about company at the Dallas office, says spokeswoman Jeannette Kopko.

"That's very high activity," she said. "They seem to be doing a lot of recruiting, especially in Texas."

Many of those inquiries are "pre-purchase," she said, with prospective associates calling the BBB to check the company’s background.  That's a good practice; the Dallas BBB currently gives NarcThatCar an "F," rating, the agency's lowest grade.

"The reason is because we've seen a pattern of complaints," she said, noting that the agency has received nine complaints, with most of them resolved after BBB intervention.  "Also we are concerned whether this is multi level marketing that would be in compliance with the law or … a pyramid scheme. They say their product is information that's collected. But is there a market for that?"

The Dallas BBB has asked NarcThatCar to prove that the database of license plate numbers it's collecting is indeed a valuable asset. On its Web site, the firm claims to have signed a "six-figure contract” with a lien holder company, but has yet to provide the requested details, Kopko said.

Narc Technologies — which also uses the name Crowd Sourcing International — charges associates a $100 sign-up fee and a $25-a-month fee for hosting a Web site about the product.  Members who "sponsor" other new sign-ups earn a percentage of the fee.

A message left with Narc Technologies was not returned. An associate of the firm who requested anonymity said the BBB rating was “undeserved” and stated that the firm has paid its associates several times. He also said the firm has several clients who pay for access to their data.

Kopko said a firm cannot pass the legal test for being an MLM – the requirement of substantial product sales — simply by requiring new signups to buy a product.

"The question is: Would people be making more money from recruiting others rather than actual sales?" Kopko said.

That's the same question facing Data Network Affiliates.

Anthony, of Data Network Affiliates, bristled at the notion that some consumers might laugh when the suggestion is made that they could earn money just by writing down license plate numbers.

"You wouldn't put it like that," he said. The firm is the business of collecting and selling data, he argued, and plans numerous ways to monetize the information. "As far the plates, that's just a fun way to attract individuals. “

    RED TAPE WRESTLING TIPS

It's often hard to tell the difference between a legal multi-level marketing firm and an illegal pyramid scheme — particularly because firms are so good at skipping along the outside edge of the law. But here are some tips, courtesy of the Texas state attorney general's office.

(Go here for even more tips)

    * Ask about average monthly product sales for reps.  If sales are disproportionately low, you’re probably talking about a pyramid scheme rather than a multi-level marketing company.

    * Ask about product returns policies if you are required to pay upfront for merchandise.  Laws vary, but in Texas, the firm must be willing to refund 90 percent of your inventory cost.

    * Be wary of any firm that requires you to pay money to get a job.

    * Be wary of high-pressure “business opportunities” in hotel seminars or meetings at a person's home. In Texas, and many other states, "regret laws" allow consumers to cancel contracts signed at such events for up to 72 hours.

  • Exciting news for Outreach

I have just come back from Oxford where I have been finding out how Oxjam and Outreach are going to be working together.  This is fantastic news for Outreach!  Oxjam is a high profile, major fundraising event for Oxfam.  It consists of a huge number of multi-venue music events across the UK which take place in October and planning for Oxjam starts now.

Outreachers know the local music venues and events in their area, Oxjammers have the contacts and the event management experience to make it happen.  Oxjammers will take the lead in organising the events and doing the fundraising – Outreachers will get to campaign at a huge number of events with great audiences who already know something about Oxfam – an unmissable opportunity to reach thousands of people.

From May onwards the Oxjam Regional Managers will be meeting with Outreach Coordinators across the North West.  This means I will need to have as many active Outreach Coordinators as possible in locations across the region.  And as each Outreach Coordinator will be looking for active and reliable Outreachers, now is the time for everyone to get involved.  All attendance at Outreach events is recorded so that those who attend the most will get priority for the over subscribed events.  Not only will you get to hear some great bands, there will be after-parties and all sorts of fringe events to go along to.  Watch this space for updates!

  • 25 Dead In Horrible Mine Tragedy

The worst outcome imaginable: 25 miners died in a blast at the Upper Big Branch Mine in West Virginia after blast yesterday afternoon that collapsed the mine’s roof.

It is the worst US mining disaster since 1984, worse than the infamous Sago Mine disaster of 2006.

The full report from the AP is below:

    ——-

MONTCOAL, W.Va. — An explosion at a remote coal mine with a history of safety problems killed 25 workers and at least four others were still missing early Tuesday more than a thousand feet underground in the worst U.S. mine disaster since 1984.

Rescuers had been making their way to the area where the miners were believed trapped at Massey Energy Co.’s (MEE) sprawling Upper Big Branch mine, where the blast occurred around 3 p.m. Monday. However, safety officials said at a news conference that the search was suspended because rising methane gas levels in the mine made it a high risk for another explosion.

Earlier, Kevin Stricklin, an administrator for the federal Mine Safety and Health Administration, said officials hoped some of the missing survived the initial blast and were able to reach airtight chambers stocked with food, water and enough oxygen for them to live for four days. However, rescue teams made it to one of two nearby shelters and it was empty. The gas levels prevented them from reaching the second.

Massey Energy and safety officials confirmed that 25 bodies were found. The death toll had risen from seven earlier in the day to 12 at about midnight. A total of 29 miners were in the area when the blast happened, he said.

“It does not appear that any of the individuals made it to a rescue chamber,” Stricklin said at a news conference. “The situation is dire.”

State mining director Ron Wooten said though the situation does not seem promising to reach the four still missing, rescuers wouldn’t give up.

“We haven’t given up hope at all,” he said.

In 1984, 27 were killed by a fire at Emery Mining Corp.’s mine in Orangeville, Utah.

Benny R. Willingham, 62, who was five weeks away from retiring, was among those killed in West Virginia, said his sister-in-law Sheila Prillaman.

He had mined for 30 years, the last 17 with Massey, and planned to take his wife on a cruise to the Virgin Islands next month, she said.

“Benny was the type — he probably wouldn’t have stayed retired long,” Prillaman said. “He wasn’t much of a homebody.”

Prillaman said family members were angry because they learned of Willingham’s death after reading it on a list Massey posted, instead of being contacted by the company, which said it wouldn’t release names until next of kin were notified.

Though the cause of the blast was not known, the operation about 30 miles south of Charleston has a history of violations for not properly ventilating highly combustible methane gas, safety officials said.

Miners were leaving on a vehicle that takes them in and out of the mine’s long shaft when a crew ahead of them felt a blast of air and went back to investigate, Stricklin said.

They found nine workers, seven of whom were dead. Others were hurt or missing about a mile and a half inside the mine.

Massey Energy, a publicly traded company based in Richmond, Va., has 2.2 billion tons of coal reserves in southern West Virginia, eastern Kentucky, southwest Virginia and Tennessee, according to the company’s Web site. It ranks among the nation’s top five coal producers and is among the industry’s most profitable. It has a spotty safety record.

In the past year, federal inspectors have fined the company more than $382,000 for repeated serious violations involving its ventilation plan and equipment at Upper Big Branch, which is run by subsidiary Performance Coal Co. The violations also cover failing to follow the plan, allowing combustible coal dust to pile up, and having improper firefighting equipment.

The mine has had three other fatalities in the last dozen years.

Methane is one of the great dangers of coal mining, and federal records say the Eagle coal seam releases up to 2 million cubic feet of methane gas into the Upper Big Branch mine every 24 hours, which is a large amount, said Dennis O’Dell, health and safety director for the United Mine Workers labor union.

The colorless, odorless gas is often sold to American consumers to heat homes and cook meals. In mines, giant fans are used to keep methane concentrations below certain levels. If concentrations are allowed to build up, the gas can explode with a spark roughly similar to the static charge created by walking across a carpet in winter, as at the Sago mine, also in West Virginia where 12 were killed in 2006.

Since then, federal and state regulators have required mine operators to store extra oxygen supplies. Upper Big Branch uses containers that can generate about an hour of breathable air, and all miners carry a container on their belts besides the stockpiles inside the mine.

Rescuers trying to reach the trapped miners had found evidence that some workers took emergency oxygen supplies from a cache in the mine, Stricklin said.

West Virginia requires all underground mines to have wireless communications and tracking systems designed to survive explosions and other disasters. However, Stricklin said much of the network near the missing men was likely destroyed in the explosion.

Blankenship said the names of the dead and injured would not be released until next-of-kin were notified.

“West Virginians are tough, we will bind together,” said U.S. Rep. Nick Rahall, whose district includes where the mine is located.

The mine, which cannot be seen from the road, has 19 openings and roughly 7-foot ceilings. Inside, it’s crisscrossed with railroad tracks used for hauling people and equipment. It is located in a mine-laced swath of Raleigh and Boone counties that is the heart of West Virginia’s coal country.

The seam produced 1.2 million tons of coal in 2009, according to the mine safety agency, and has about 200 employees, most of whom work underground on different shifts.

In each of the last three years, Massey has had multiple operations cited by MSHA as repeat violators of safety and health rules and ordered to improve their conditions. Upper Big Branch was not one of them.

Last year, the number of miners killed on the job in the U.S. fell for a second straight year to 34, the fewest since officials began keeping records nearly a century ago. That was down from the previous low of 52 in 2008.

Associated Press Writers Vicki Smith in Eunice, Tim Huber in Charleston and Sam Hananel in Washington contributed to this report.

  • High-Quality End-of-Line Packaging Solution Protects Cocoa Powder

Barry Callebaut focuses on the BEUMER packaging line:

    Modernisation of the packaging line
As general contractor, BEUMER Corporation in Branchburg, New Jersey (USA) installed a complete packaging system, various conveying systems as well as a bagging system. With partner Behn + Bates America, a division of Haver Filling System, Inc., BEUMER equipped the line with the Integra system, a fully automated, completely premounted bagging system for bulk materials in the food industry. This system fills bags with cocoa powder and seals them. As part of the quality control process, the BEUMER belt conveyors transport the bags to a metal detector and a checkweigher. Here, bags containing metal or over- and underweight bags are rejected. After the palletising process, the stack press removes residual air from the bags, thus increasing the stack stability. When designing the packaging line, the handling of different batches on different-sized pallets was one of the challenges. For this reason the high-capacity BEUMER robotpac was installed providing excellent stack quality and load stability.

Commissioning of the high-capacity packaging system
The innovative BEUMER stretch hood is also part of the scope of supply. This high-capacity packaging system pulls a stretch hood over the palletised bag stack to protect the products against wind, rain and dust while providing ultimate safety during transport. The bag stack is completely packaged and transported to the take-away post. Thanks to the permanent tension force of the film in vertical and horizontal direction, the bag stack provides high stability – even if the cocoa powder settles in the bags, thus reducing the bag volume.

Sensors on the BEUMER stretch hood measure the height of the pallet. This automation allows for the calculation of different stacking heights as well as the optimisation of film consumption. The film is then cut and sealed. The formed hood is pulled over the complete bag stack forming a stable unit.

More safety and less film consumption
Since the modernisation, the workflow at Barry Callebaut’s packaging facility runs without any problems. The products are protected against wind, rain and dust. Besides the packaging capacity, the stretch hood technology provides improved visibility of the palletised products thanks to the smooth surface of the film hood. The material costs for packaging have been reduced since five to ten per cent less material is required, making this solution not only more cost effective for Barry Callebaut but an important contribution toward safeguarding the environment.

  • Fast and gentle handling of packages

Chronopost International in France, one of Europe’s leading express delivery services, will modernise its existing distribution centre and install BEUMER Belt Tray Sorters for sortation of national and international express goods in an efficient and gentle way at the Charles de Gaulle Airport in Paris. BEUMER, the international leader in the manufacture of intralogistics for conveying, loading, palletising, packaging, sortation and distribution technology will supply and install three high-capacity sortation systems with a total length of 720 m. These Belt Tray Sorters – having a width of 1,400 mm – are the widest ones BEUMER has ever installed. The order comprises two sub-projects: The sortation system for national express shipments is to start operations in spring 2010, the one for the international express shipment in autumn 2010. The total order value is more than 7.5 million Euro.

The Belt Tray Sorter consists of a series of conveyor belts, arranged orthogonally to the direction of the running of the sorter. This enables items to be fed onto the belt tray at a speed adapted to the sorter speed and the angle of induction, permitting items to be fed or discharged optionally to the left or to the right. For the discharging process, the belt moves towards the discharge and the item is guided gently into the destination.
Compared to other cross belt sorters, the BEUMER Belt Tray Sorter incorporates 50 % fewer components, while the distance between the conveyor belts has been reduced to a minimum. The use of belt trays makes it possible to arrange smaller, closely stacked destinations, thus reducing reducing the square footage occupied by the sorter.

Each belt tray is driven by a maintenance-free DC motor. Energy is transmitted to the Belt Tray Sorter without direct contact. This as well as the contactless working linear drive of the whole system contribute to reduction in wear and maintenance. “The contactless energy supply keeps the operating costs low and the modular structure allows for an adaptation of the system to any building situation – and that without any loss in performance” sums up Olivier Prato, President of Beumer SARL in Saint-Ouen l’Aumône.
